PRE-AWARD RFI'S

22 July 2016

Point of Contract: MSgt Jason Edwards Contract Specialist jason.m.edwards.mil@mail.mil Tel: (207) 404-7107

Project Title and No: Add./Alter. Fire, Crash, Rescue Station; FKNN059220

The purpose of this amendment is:

1. Address Requests for Information (RFI’s) received as a result of the pre‐bid conference/site visit and contractor reviews of the plans and specifications. This is a running document and the final document will be incorporated by amendment prior to bid opening.

Please remember to acknowledge receipt of this Amendment on the original Invitation for Bid (IFB) Form in the appropriate block.

All other terms and conditions remain unchanged by this amendment.

Q1. There are drawings in the bid set that are stamped “Not for Construction” dated March 28, 2016. Are we to use these drawings for our price proposal?

A1. As mentioned as the pre‐construction conference and site visit the plans and specifications dated 28 March 2016 would be replaced with final plans and specifications. The Final plans and specifications dated 14 June 2016 were uploaded to FBO.gov on 13 July 2016. The plans and specifications dated 14 June 2016 shall be used for price proposal and performance of construction.

Q2. Spec Section 232113 (Hydronic Heating) paragraph 3.1.A.1 and 3.1.B.1 require that copper joints be brazed instead of soldered, is it really necessary to have brazed joints?

A2. Not necessary to have brazed joints. Joints can be soldered.

Q3. Do you know which drawing the "Cutout dimensional characters" are on?

A3. "Cutout dimensional characters" are meant to reflect exterior Bay #'s on the Overhead doors. They are found on A‐201 & A‐202.

Q4. Page 1 of the SF1442 states time of completion is 540 CD, page 40 states it is 365 days.

A4. The period of performance is 540 calendar days. The correction to FAR 52.211‐10 has been incorporated into this amendment.

Q5. Page 13 referenced Davis Bacon Wage Determination website, which when used, the date of the Determination is 7/1/16. Page 59 thru 64 of the SF1442 provides a Davis Bacon Wage Determination that is dated 4/1/16.

A5. The most current Davis Bacon Wage Determination will be used. At the time of the Invitation for Bid, 4/1/16 was the most recent determination. This amendment incorporates the 7/1/16 determination.

Q6. There doesn’t appear to be a requirement for Builder’s Risk Insurance. Please confirm that the General Contractor it is not required to provide BR Insurance for this project.

A6. Builders risk is not required.

Q7. Metal Lockers 105113: 2.3‐I calls for recessed door handle and latch, but 2.3‐J calls for a projecting turn handle and latch. Please confirm the desired handle and latch.

A7. 2.3‐I calls for recessed door handle and latch is the correct option. 2.3‐J should have been deleted.

Q8. Metal Lockers 105113: 2.3‐P calls for a continuous Z base, but is shown in the elevations and details on a plywood base with a tile face. Please confirm desired base condition.

A8. 2.3‐P, continuous Z base should be removed from specs. Drawings indicating section details with raised/tiled base is the desired detail.

Q9. Drawing A603 Window and Storefront Types: Please provide clarification as to which of the elevations are storefront and which are aluminum windows. For example, elevation E10 is depicted as a window, but detail 1/A322 depicts it as a storefront.

A9. A‐603 is correct, as it shows Window types above the Header title "Window Types". Storefronts are labeled and located to the right of the window Schedule, but with "SF" designations

Q10. Reference drawing P‐101. There is a new ¾” domestic HW recirculation line that begins in the ceiling of Conference Room 105 off the 1” domestic HW line. Should a balancing valve be installed there to control the hot water recirculation volume?

A10. A balancing valve is not necessary in the hot water recalculation loop. There is a recirculation pump located in the boiler room that is controlled by an aqua‐stat. The pump turns on/off to maintain the temperature of the aqua‐stat. Nothing is achieved by adding a constriction (balancing valve) in the loop.

Q11. Temporary Facilities & Controls 015000‐3.4‐I‐4: Will temporary standpipes and hoses actually be required for temporary fire protection?

A11. This is not anticipated as part of the proposed work, but they are included in the Specification to clearly establish them as Contractor responsibilities in the event they become necessary.

Q12. Temporary Facilities and Controls 015000 & Closeout Procedures 017700: Both specifications make reference to pest control services, pest control field reports and pest control final inspection reports. Is there a specific expectation for pest control needs on this project?

A12. This is not anticipated as part of the proposed work, but they are included in the Specification to clearly establish them as Contractor responsibilities in the event they become necessary.

Q13. E104, Key Note 4 calls for a surface mount fixture on GWB for the base bid. However AD122 and A112 are showing ACT ceiling. Please confirm existing ceiling type and desired fixture mounting for base bid and alternate.

A13. Disregard note for surface mount fixture. Existing ceiling is ACT; ABI #3 is to replace ACT in‐kind. In either case, a recessed fixture will be required.

Q14. E104, Key Note 1 in room 205 call for a recessed downlight. The L fixture shown does not match the application. Should this be a K fixture which is a recessed can and there are none shown currently?

A14. The fixtures identified by Keyed Note #1 in Room 205 shall be Type K fixtures (recessed downlight) for installation into gypsum soffit.

Q15. E104, Key Note 6 is shown in Bunk Rooms 221‐237 but the 3‐way switches and “In Use” lights are gray as if they are existing. In Bunk rooms 238‐240, the switched and IU’s are black, as if new but there is no note.

Please confirm our scope of work where note 6 is located and in Bunks 238‐240? If we are to provide in “in use” lights, please specify a model?

A15. Keyed Note #6 shall also apply to Bunk/Toilet Rooms 238‐240. Provide In‐Use light new for these rooms.

Fixture shall be similar to existing Bunk Rooms. Use RT Technologies product LEDS‐RIU‐2W as basis‐of‐design product.

Q16. E102, Note 4; does this note refer to the 12 exterior on circuits diamond 4 & 5? ED102 does not indicate to salvage these fixtures.

A16. Exterior building‐mounted fixtures are existing to remain. See Note #3 on Sheet ED‐102. Fixtures are to be temporarily removed ‐ if required ‐ to accommodate building siding replacement. Exterior building fixtures are controlled via photocell through lighting contactor, in conjunction with Note #4 on Sheet E‐102.

Q17. E102, Note 8; should we provide a metering device for 2 circuits – Keynotes 1 and 3? Please specify the desired metering device.

A17. (Assume this should be Note #7 on Sheet E‐102, re: metering exterior lighting) Use AcuAmp current transducer as a basis‐of‐design metering device. Device shall be capable of outputting a signal to building management system for recording.

Q18. E102, Vehicle Bays: Please clarify the switching scheme in this area? There are no zones indicated and each OS is adjacent to fixtures on 2 or 3 circuits. Could we consider getting the D fixture with an integral occupancy sensor?

A18. For bidding, please consider Type D fixture with integral occupancy sensor.

Q19. C104, Key Note 7; should we provide 1” with 3‐#10 for site lighting circuit?

A19. Yes, that is acceptable. Keyed Note #1 on Sheet E‐102 covers this lighting circuit.

Q20. C104, Key Note 8; assuming the 6 new pole lights are the BB fixture on the E502 schedule? Please provide more info on this fixture; wattage, mounting height?

A20. New pole lights are Type BB fixture on Sheet E‐502 schedule. Fixture shall match existing pole‐mount fixtures. As basis‐of‐design, use Cree OSQ Symmetric Type V, 215‐watt, 5700K. Existing pole‐mount fixture shall be confirmed with Contracting Officer upon contract award.

Q21. C104, Key Note 6; please confirm that we should provide 5‐1” conduits to the security turnstile as per Key Note 9 on E101? Please advise if there are PA devices and required cabling at the turnstile; none is shown?

Please advise if we should include any communications or security system cabling to the turnstile?

A21. Provide (5) 1" conduits as indicated by Keyed Note #9 on Sheet E‐101. Security system is by Government in future ‐ provide pull strings for all spare/future use conduits. Provide PA speaker at gate with associated wiring.

Q22. C104, Key Note 5; Please advise what the electrical contractors scope is for this item? What is the existing duct bank; size and quantity of conduits? What is the existing cabling, where does each cable run from/to, and what is the intent to do with the cabling?

A22. Contractor will be required to coordinate and complete the relocation of the existing communications manhole. Existing duct bank, size and quantity of conduits are unknown. It is our understanding the line (s) service the FAA tower. Existing cabling is being researched by Base Communications. Drawings will be posted to FBO.gov.

Q23. C104, there is a callout in the middle of the sheet “relocate existing utility pole and overhead electric”.

Please advise what the electrical contractor’s scope is regarding this item? What is the hardware or equipment on the pole and what cabling does it support?

A23. Contractor is required to coordinate and complete relocation of two existing utility poles. Poles are owned by Emera Maine and/or Fairpoint Communications. We believe these provide power to the existing Fire, Crash/Rescue Station and adjacent Taxiway lighting.

Q24. 260553‐2.1 and 3.1‐A mentions MC Cable, but 260519 does not. Will MC Cable be acceptable for all concealed wiring? Or will MC be allowed for drops to devices in existing walls and 6’ whips to fixtures?

A24. MC cable will be allowed for new and existing wall cavities and lighting fixture whips. Above ceiling shall be conduit.

Q25. 262416‐1.4‐A‐1 regarding studies: Do we need to provide studies for the 1 panel that we are adding to the existing distribution system, or provide studies on the complete existing system?

A25. Study is only required for new panel P3.

Q26. The millwork plans indicate plastic laminate tops, as do the specifications, but the detail sections refer to solid surface. Please confirm desired surfaces.

A26. Follow the specifications direction to use plastic laminate surface, not solid surfacing.

Q27. Please confirm that the Maine Air National Guard will not allow substitutions for Sargent 8200 Mortise Lock Campus, Sargent 8800 Exit Device Campus, and Sargent Interchangeable Core Key System.

A27. Correct. Sargent is a brand name requirement as indicated in Section 00100 INSTRUCTIONS of the Invitation for Bid. No substitution or deviation will be authorized.

Q28. Drawing P‐501 – Typical HVAC Condensate Piping detail indicated that condensate piping is PVC. Spec section 232113, para 3.1.D states that the condensate piping is to be copper tube. Please clarify.

A28. Use ASTM D 1785, Schedule 40 PVC pipe and solvent‐welded fittings. See Spec Section 237200 3.2.H.

Q29. Please provide requirements for the FAA Clash Alarm (Klaxon) and FAA Alert Alarms shown on drawings E101 and E03 including specifications, wiring requirements, etc.

A29. Wheelock UTA‐WH series, 120‐volt AC power, CAT 6 cable input.

Q30. Please provide riser diagrams for the Communications and Public Address Systems.

A30. Communications backbone is existing. Contractor shall route horizontal voice/data cabling from jacks back to patch panels in Computer Equipment Room. Public Address System is a prescriptive specification.

Contractor shall provide a new system to meet requirements.

Q31. Reference Note 4 on drawing E‐101. Please elaborate on this note if the requirements are beyond the specific exterior wall mounted speakers shown on drawing E‐101.

A31. Public Address System shall be audible from all areas of the Fire Station property boundary. Provide adequate speaker coverage on exterior poles and structures to meet audible requirement. For purposes of bidding, consider a minimum of ten (10) exterior pole/structure mounted speakers in addition to those shown as mounted to building (Fire Station).

Q32. Reference demolition note #9 on drawing ED‐103. Do these conduits contain existing wiring? If so, please identify the wiring, source, etc.

A32. Existing conduits are assumed to contain wiring but size and quantity are unknown. Conduits traverse from 1st Floor Room 107 (Maint. Repair Storage) to above 2nd Floor Ceiling. For purposes of bidding, assume the following:

(30) CAT 6 cables from 2nd Floor Comp. Equip. Room to 1st Floor

(10) 120‐volt, 1‐phase circuits from Panel EP in Room 107 to 2nd Floor Areas (Lighting, FACP, etc.). Assume each circuit consists of (2) #12 AWG & (1) #12 GND conductors.

Contractor shall verify quantities and loads in the field.

Q33. The new windows on the North Elevation are required to meet AT/FP blast hazard mitigation per UFC‐ 010‐01 as noted in spec 085113. Other than replacement of wood blocking, there are no upgrades to the existing exterior walls. Is the Contractor to assume the existing exterior walls are structurally sufficient to meet the AT/FP window installation?

A33. Due to current standoff distance the existing openings and walls are adequately designed.

Q34. We cannot find a specification for the aluminum diamond wall plate shown on drawings A‐401 and A‐

404. Please provide.

A34. Interior grade Aluminum wall covering is to be used. Basis‐of Design product “Diamond Life, MaxTile F1, Aluminum wall tile” and associated trim details at all corners and top and bottom of wainscot heights, applied in accordance with manufacturers standards.

Q35. We cannot find a specification for the industrial steel shelving that is shown on drawing A‐101, keynote #5.

A35. Basis‐of‐Design Product: Global Industries heavy Duty Industrial Shelving, Model #WG258180

Q36. Corner guards are noted to be installed in the circulation corridors. Please clarify what are circulation corridors.

A36. “Circulation corridors” include: Corridor #102, Corridor #119, Corridor #202 and Corridor 208.

Q37. Roof Spec 075423, para 3.8.B states that the concrete roof pavers are to be installed with 3” space between adjacent pavers. Detail 3 on drawing A‐332 notes that the concrete pavers are to be installed on a pedestal system and drawing A‐114 plan indicates that the pavers are to be installed without a gap between the pavers. Please clarify the roof paver installation and pedestal system.

A37. Roof pavers are to be installed to align with top of finished 2nd floor as noted on Key Note #16, drawing A‐

103. The pavers need to allow for water drainage to roof drain. Since the roofing will be sloped to drain, and a level paver surface is required, providing a 3” max pedestal height that is adjustable is required. This will allow for proper leveling coordination between roofing slope and finished floor elevation. (ie. Pavers near the terrace access door may be ½” raised pedestal, and pavers adjacent to roof drain may be raised 3”+/‐. Field conditions will vary upon existing roofing removal and should be verified prior to installation).

Q38. Detail 6 on A‐405 shows a TV wall mount bracket but we cannot find a specification for it. Please provide.

A38. This item is GFCI (Government Furnished, Contractor Installed). Locations on elevations are for blocking purposes within walls. Coordinate mounting heights with tv mounts in existing bunk rooms.

Q39. Note 5 on drawing A‐601 requires the Contractor to inspect all existing doors, frames and hardware.

Please confirm that the Contractor inspects only and is not required to carry any repair work at this time.

A39. Contractor shall inspect all existing door hardware and notify Government of any damaged hardware, and coordinate replacement in‐kind to be included as a part of “finish upgrade ABI #3.

Q40. E101, Key Notes 4 and 6: What is CFCI Smartboard? Is it “contractor furnished contractor installed”? If we are to provide the Smartboard, please specify?

A40. CFCI = Contractor Furnished; Contractor Installed. Assume SMARTBoard Model SBM685i6.

Q41. E101, Keynote 8 is shown next to a GB2 symbol (2‐gang box)? Please provide more information as to what is required such as part numbers and wiring diagram? Or are we just to provide rough‐in to the box?

A41. GB2 = two‐gang box. Devices are Wheelock UTA‐WH series, 120‐volt AC power, CAT 6 cable input.

Q42. E101, Key Note 10; Please confirm that we are only to provide power to the VES devices and the controller? Is there a switching device for each VES at the control panel (do the conductors need to run thru the CP)? Is the EC responsible for control cabling, or the controls contractor?

A42. Definitive system control will be based upon submitted/approved system and shall be coordinated during installation. For purposes of bidding, assume EC provides power to each VES Fan through the VES control panel.

VES control panel requires separate power source by EC. Control wiring by controls contractor.

Q43. E101, Note 4: Please provide more information as to what is required? Does each lighting pole get 1 speaker; what mounting height? Do we need more the building mounted exterior speakers shown for “exterior building areas”? Is the conduit for PA in Key Note 9 for the pole mount speakers, or does this go to the security turnstile?

A43. Refer to Q/A #31. Conduit in Keyed Note #9 is for both Public Address System and turnstile.

Q44. E01 Note 6: Please confirm if we should delete the DF’s as indicated in E603 Unit Heater Schedule note 1?

A44. Confirmed – if ABI #5 is approved, DFs are deleted from scope.

Q45. Refer to drawing A603, are widows E1, E4, E5 and E9 to receive BOTH shades and verticals?

A45. See A60, A61 & A62 for answers

Q46. From RFI Log, #23, Regarding the Existing Utility Pole and Overhead Electric Relocation: Will the owner cover the Emera/Fairpoint fees? If the contractor is to cover fees, could an allowance be established? Also, is there any underground conduit/cabling turning up at this pole? If so, please describe size, type, from‐to?

A46. Contractor is responsible for Emera/Fairpoint fees. No allowance will be established, however, a cost reimbursement change order will be contemplated with appropriate documentation and in accordance with the Federal Acquisition Regulation and its supplements.

Q47. Drawing A‐601 door schedule shows sectional doors, elevation sheet A‐201 & A‐202 show sectional but under keyed noted call out roll‐up. Spec header is sectional and, R‐value is sectional, thickness is sectional but under Door Assembly Overhead model 627 is coiling (roll‐up) door. Please clarify.

A47. All Doors labeled “OH” on drawing A‐601 should be sectional doors, and should match existing door models. ABI #1 includes replacement of sectional doors, and would be new, but in‐kind. They are not to be “coil‐ up” doors. The R‐Value and thickness are accurate and the “Basis of Design” product listed should be deleted.

Existing doors are to be matched. Verify‐in‐Field.

Q48. Have not located the “Existing Hazardous Material Information” could those be made available through the FBO site?

A48. Pending

Q49. Drawing A‐113 Note 9 specifies Stainless Steel floor grates, Specification 124816 2.3B calls for aluminum. Please advise which is correct.

A49. Aluminum floor grates

Q50. Drawing A‐503 Det 1 Drawing specifies galvanized embed and Specification 124816 2.4 says to match grating material. Please advise which is correct.

A50. Drawing A‐503 does not exist. Please clarify.

Q51. Specification124816 2.3.B.1.a specifies Aluminum Color: As selected by Architect from full range of industry colors and color densities. This says industry colors as opposed to manufacturers colors, could this include custom colors?

A51. Should be color selected by Architect from manufacturers standard finishes. No custom colors.

Q52. Specification 076200 1.5.E.4 specifies Anodized Aluminum Samples: Samples to show full range to be expected for each color required. This section is under submittals but the specification does not give a color requirement. Please advise if color is from manufacturer standard or custom.

A52. All exposed trim/flashing/coping/etc. finishes should be selected to match colors as noted on A‐201 & A‐

202. This shall require custom colors if manufacturers standard colors cannot be matched.

Q53. Specification 084113 2.10A specifies Baked‐Enamel or Powder‐Coat Finish: AAMA 2603 except with a minimum dry film thickness of 1.5 mils. Comply with coating manufacturer's written instructions for cleaning, conversion coating, and applying and baking finish. The exposed aluminum for storefront appears to be custom coating with no color chosen, is it the intent that all exposed aluminum will match this custom color?

A53. Yes, for storefronts and windows.

Q54. Drawing A‐401 Shows aluminum diamond plate wall covering. It seems there is no spec section or product information regarding this.

A54. Interior grade Aluminum wall covering is to be used. Basis‐of Design product “Diamond Life, MaxTile F1, Aluminum wall tile” and associated trim details at all corners and top and bottom of wainscot heights, applied in accordance with manufacturers standards.

Q55. Drawing S‐502 #5 shows an aluminum handrail welded to a steel beam. Aluminum and steel cannot be welded together.

A55. Hand rail to be galvanized steel

Q56. Drawing C‐502 #4 shows a steel post with aluminum rails. Again aluminum and steel cannot be welded together.

A56. Hand rail to be galvanized steel

Q57. Drawing S‐102 Column line A.75 shows HSS 5x5x3/4 in several locations. Square tubing of this wall thickness is not available. 5/8” thick is the thickest available in that size.

A57. These columns should be HSS5x5x3/8.

Q58. Drawing S‐102 Section 1/501 seems to be mislabeled.

A58. This section cut should be 1/S502.

Q59. Drawing C‐502 Detail 6 shows to use Stainless Steel Nosing’s. Spec section 055000 2.8A. Stair nosing’s are to be cast aluminum. Please specify a make and model and material you would like for the nosing’s. These can greatly vary in cost.

A59. The nosings should be stainless steel.

Q60. Regarding Window Treatments: A102 shows 20 sections for window E10, A201 shows 24 section, which is desired?

A60. A‐102 showing 20 sections is accurate. This allows detail 1/A322 mullion to align with new partition demising Fitness room 213 & Dining/Living/Day room 210

Q61. Regarding Window Treatments: How are the window treatments to be divided for window E10, specifically how to avoid the building columns? Shall each bay be treated separately?

A61. Window treatments shall be of equal lengths to maximum width possible per manufacturer standard, running entire window run. Where a column breaks a window run, the treatments shall fit tight to the wall/column surfaces, leaving minimum required working clearance as per manufacturer’s installation standards.

Q62. Regarding Window Treatments: A102, Room 205 – Window E9 is not sectioned like the window elevations, is this to be treated as a one track unit or will each bay receive its own vertical? Same question for the shades.

A62. Both window treatments are to run continuous of full window width. (Windows E4, E5 & E9 shall have 1 shade/1 treatment each. If window runs are too long for one continuous treatment, then it shall be broken up to 2 equal treatments, or 3 equal treatments, etc. Minimum # takes priority.)

Q63. The final project specifications and drawings were posted to FBO. What changes were made from the pre‐final, B2 plans and specifications?

A63. Modifications from the B2 to the B3 submission for the Fire, Crash/rescue Station project were completed in response to the Government review comments received 5/17/16. One additional plan sheet was added to the set, Sheet P502, Sanitary Vent and Riser Diagrams. Additional Specification sections included 074113.16 ‐ Standing Seam Metal Roof Panels, 236313 ‐ Air Cooled Refrigerant Condensers, and 283500 ‐ Refrigerant Detection and Alarm. Specification section 238126 ‐ Split System Air Conditioners was removed.

Q64. Please advise if widows E1, E4, E5 and E9 are to receive BOTH shades and verticals. Intent is unclear.

A64. As per Key note 10a, on drawing A‐114, Window E4, E5 and E9 receive both. E1 only receives blinds, not roller type sunshade.

Q65. A‐102 ‐‐‐ Rm 205 ‐‐‐‐ do not see that window Type E9 is sectioned off‐‐‐ is this correct? A) Are these to be treated as one track unit? Or each bay to receive its own vertical? B) ALSO if shades are desired for this window, same question?

A65. See response to Q62 above. Window type E9, shows mullion locations on A‐603. This sheet applies for all window/storefront mullions.

Q66. A‐102 ‐‐‐‐ has 20 sections for E10; A‐201 ‐‐‐‐ shows 24 sections. Which is right?

A66. Previously answered in question 60.

Q67. Shelving and clothes rods. Where do the rod and shelf apply?

A67. Shelving and clothes rods were previously designed to be in room 108. They are no longer included.

Q68. Due to the timing of the final specifications and plans, will the bid date be extended?

A68. The bid date will be extended to 28 July 2016 at 1:00 P.M.

Q69. In reference to drawings A‐602, A‐602 & A‐604, the storefront is specified as 451UT which is a double thermally broken system that is blast tested and is only available as center glazed as shown on details 7, 8, 9 on A‐604. However, page A‐603 Window Schedule calls for front glazed on all storefront. At the same time page A‐ 602 shows front set storefront door framing (details 4 and 5). The spec also asks for 451UT front glazed, which is not an available product. Possible solution: SF1, SF1A, SF2 and SF3 should be 451UT or similar brand center glazed storefront. All window types should actually be 451T VG storefront (which is front set) with operable 8225TL windows as drawn.

A69. All Storefront labeled with “SF” designation can be 451UT (or approved similar) center glazed. All windows can be 451T VG (front set) with the operable option to match desired 8225TL windows. All storefronts and windows must maintain ATFP requirements and thermal requirements listed in specifications

Q70. In reference to drawings A‐604, A‐332, A‐313 & A‐314, the window specification calls for 8225TL operable project out windows. In RFI #1 the windows are said to all be 8225TL, some fixed and some operable which matches the details on A‐604. However page A‐332 detail 1 shows one of these same windows as front set storefront, not an 8225TL window, pages A‐313 and A‐314 show these windows as either front set storefront or curtainwall. To add to the confusion, window E10 is drawn connected to SF3 at the corner where they meet?

There isn’t a detail for this and I don’t have any idea how this would work other than by building a corner post in the building that the two framing types are butted up to on either side. Possible solution: Just to throw it out there, the 8225TL window can be build many ways. It can be an operable window installed into storefront, or it can be a window in and of itself. 451UT storefront is only available as center glazed. 451T VG (front/back set) is blast tested.

A70. Please see answer to Q69 above. In addition, the Basis of design products (Kawneer) offer typical corner detail solutions that should be followed. Since window E10 and Storefront SF3 are fixed systems, provided by same manufacturer, the corners shall be of one corner detail, with steel reinforced mullions as required, per manufacturer's standard requirements.

Q71. Specification Section 283500 has been added to the revised specifications issued on 7/13/16 for refrigerant detection and alarms; however, the drawings do not show any of this system. Please provide corresponding drawings to show device quantities and locations for this system on the electrical drawings.

A71. A room level refrigerant monitoring system will not be installed for this project. Pressure sensors shall be installed to monitor the refrigerant pressure in the overall Variable Refrigerant Flow (VRF) system.

The following shall be performed:

Contractor shall install two (2) pressure sensors at each outdoor condensing unit to monitor the high pressure side and low pressure side of the refrigerant piping. The sensors shall provide a 4‐20 ma output signal designed to measure a range from 0 to 725 psi (based on condensing unit manufacturer’s operating pressures). If the pressure is not in the defined range (per the manufacturer’s installation manual), an alarm signal shall be sent to the Fire Alarm Control Panel and the Building Management System. In the event of an alarm, the sequence of operations for gas leak detection, described on the mechanical drawings (M‐504), shall be performed.

Q72. ABI #3 scope includes replacing floor material at Stairwell No. 1 second floor landing and Stairwell No. 2 first floor and second floor landing. There is no indication of any new flooring at the intermediate stair landing or stair treads and risers. Please confirm that intermediate landings, stair treads and risers are not scheduled for new floor finishes.

A72. Intermediate landings and stair treads, risers, are to remain. Not included in scope.

Q73. Drawing A‐603 Window Schedule lists the windows as being hollow metal (HM) framed. The details and specification indicate aluminum. Please confirm.

A73. Please follow details and specifications indicating Aluminum.

Q74. Drawing A‐113, Keynote 1 requires the installation of new yellow reflective warning lines prior to new clear coat slip resistant concrete sealer. The drawings do not indicate where the required warning lines are to be installed.

A74. Yellow warning lines are to be included at all truck aisle clearances within the egress paths indicated in the Basis‐of‐design document, Part 1, Section 1.2.5 Existing Floor Plans. Also, yellow lines located at all emergency eye wash stations, to match existing.

Q75. Drawing A‐114, Keynote 16 states that existing carpet tile to remain (Dining/Living/Day Room 210).

Replace damaged tiles or required additional tiles to match existing carpet. How is the contractor to quantify the amount of carpet tile to be replaced?

A75. The damaged/replaced tiles shall be quantified be in the areas of demolition adjacent to the new kitchen tiles below the island millwork on the dining and all other millwork locations within the room. A running length of millwork, and depth of new millwork, should cover approximate quantities.

Q76. Please give a location of the shelf and rod detail (6/A‐411) we cannot find where these are being called for.

A76. See A67 above, previously answered.

Q77. Both sections 096519 and 096813 are requiring the floor RH be at 75%. In our experience this cannot be achieved and would require moisture mitigation. Please clarify the intent.

A77. Intent is to follow ASTM F 2170.

Q78. In regards to Pre‐Award RFI Question 11, is it required that the contractor carry the cost for a temporary standpipe and hose on this project?

A78. No.

Q79. In regards to Pre‐Award RFI Question 12 above, is it required that the contractor carry a Pest Control Service on this project?

A79. Pest control in work areas during construction will be by the Contractor as needed.

Q80. In regards to Pre‐Award RFI Question 23 above, does the contractor need to carry the excess power company charge for relocation this pole or is an allowance called out for or is the Owner paying this cost? Has anyone contacted Emera to see what the charge is for relocating this pole?

A80. See response to Q23 and Q46.

Q81. Is testing of structural steel by owner or contractor?

A81. By owner. See S‐001 – Special Inspections – Note #1

Q82. Drawing A‐101, Keyed note #5 Steel Industrial Shelving. What make, model, material, and size of shelving is to be installed here?

A82. Basis‐of‐Design Product: Global Industries heavy Duty Industrial Shelving, Model #WG258180

Q83. Drawing A‐102, Rm 201, Specification 122116 states E10 has rough opening of 72’ 8” which is too long for one vertical blind, should they be separated as individual panels, please advise.

A83. Previously answered in A60, A61 & A62

Q84. Drawing A‐102, Rm 205, Specification 122116 states E10 has rough opening of 72’ 8” which is too long for one vertical blind, should they be separated as individual panels, please advise.

A84. Previously answered in A60, A61 & A62

Q85. In regards to drawing A‐603, Specification 122116 and 122413. Confirm if two window treatments are desired for E1, E4, E5 & E9, note both are light filtering.

A85. As per Key note 10a, on drawing A‐114, Window E4, E5 and E9 receive two window treatments. E1 only receives blinds, not roller type sunshade.

Q86. The insulated wall panel specification, 074213 makes general references to backer board and furring, but the specific details on the bid drawings show the siding being directly attached to the existing exterior wall studs. Please advise if backer board and/or furring is required to be installed over the existing studs and if required please also indicate if this has any impact on other details.

A86. Backer Board is not required. Furring attached to face of existing metal stud framing is also not required, however, intermediate attachments need to be installed in accordance with metal panels and manufacturers standards to allow new panel widths to be installed and attached according to elevations.

Q87. There is a specification section for weather barrier, 072500, however there are no weather barriers shown on the bid set of drawings. If required, please advise where the barrier is to be installed.

A87. There is no weather barrier. The insulated metal panels act as a barrier when full sealed in accordance to manufacturers standards.

Q88. Detail 2/A333 shows waterproofing and drainage material on the foundation wall, however, there are no other details showing this and there is no specification for foundation waterproofing and drainage. Please advise.

A88. Waterproofing at the foundation wall will not be required.

Q89. Keynote 4 on drawing A‐103 indicates to infill existing deck with reference to the structural drawings, however, this is not shown on the structural drawings.

A89. Infill with 1 ½” Type B, 20 gage decking to match existing profile (V.I.F.). Extend infill 12” past opening in all directions and fasten with #12 TEK Screws at 12” o.c. (max.) on side laps, and every other flute on ends.

As prescribed in 236.570(b)(5), use the following provision:

ADDITIVE OR DEDUCTIVE ITEMS (DEC 1991)

(a) The low offeror and the items to be awarded shall be determined as follows—

(1) Prior to the opening of bids, the Government will determine the amount of funds available for the project.

(2) The low offeror shall be the Offeror that—

(i) Is otherwise eligible for award; and

(ii) Offers the lowest aggregate amount for the first or base bid item, plus or minus (in the order stated in the list of priorities in the bid schedule) those additive or deductive items that provide the most features within the funds determined available.

(3) The Contracting Officer shall evaluate all bids on the basis of the same additive or deductive items.

(i) If adding another item from the bid schedule list of priorities would make the award exceed the available funds for all offerors, the Contracting Officer will skip that item and go to the next item from the bid schedule of priorities;

and

(ii) Add that next item if an award may be made that includes that item and is within the available funds.

(b) The Contracting Officer will use the list of priorities in the bid schedule only to determine the low offeror. After determining the low offeror, an award may be made on any combination of items if—

(1) It is in the best interest of the Government;

(2) Funds are available at the time of award; and

(3) The low offeror's price for the combination to be awarded is less than the price offered by any other responsive, responsible offeror.

(c) Example. The amount available is $100,000. Offeror A's base bid and four additives (in the order stated in the list of priorities in the bid Schedule) are $85,000, $10,000, $8,000, $6,000, and $4,000. Offeror B's base bid and four additives are $80,000, $16,000, $9,000, $7,000, and $4,000. Offeror A is the low offeror. The aggregate amount of offeror A's bid for purposes of award would be $99,000, which includes a base bid plus the first and fourth additives. The second and third additives were skipped because each of them would cause the aggregate bid to exceed $100,000.

(End of provision)
