Subject: Site Investigation Report: Communications Manhole Interference Base Fire, Crash & Rescue Station – Bangor, ME

Attendees: MSgt. Jason Edwards – MEANG

SSgt. Justine Drake – MEANG Glen Tompkins – MEANG Greg Hudspeth – FAA Shawn Ambrose – City of Bangor Airport Dept.

Dan Feeney – FairPoint Bob Briggs – On Target Matt Lyle – CCE

Findings

1. Manhole in question is identified as #14 by MEANG as is labeled “TELEPHONE”

• Manhole is technically “owned” by the City of Bangor

• No one present at this inspection entered the manhole; all services were identified visually from ground level and historical knowledge

• Contractor will be required to field verify all services if manhole is altered in any way

2. FAA Services in Manhole:

• (2) 50-pair #19 AWG copper phone (fiber back-up)

• (1) 25-pair #19 AWG copper phone (communications to centerfield wind station)

• (2) #6 AWG 5kV cables (2400-volt power service to centerfield wind station from control tower generator)

• (1) abandoned direct buried coaxial cable

3. City of Bangor Services in Manhole:

• (1) fiber cable consisting of 12-strand multimode and 12-strand singlemode fiber

4. FairPoint Services in Manhole:

• (1) 300-pair copper communications cable

• (1) 50-pair copper communications cable

• Note: services identified on archival prints; size will need to be verified by Contractor mailto:Jason.m.edwards1.mil@mail.mil

Colby Co. Engineering

5. Power and Communications Services

• 60Hz power services such as the 2400V power service to wind station are typically not routed in Communications manholes

• If manhole is relocated, CCE to look in to possibility of separating Power and Communications services

6. FAA Concerns

• Runway lighting and visibility is of prime importance

• Ideally, any interruption to existing services would be performed during the day with clear weather forecast

• Any splicing/extending of cables performed by Contractor with FAA presence

• Any temporary facilities required for FAA services will be provided by FAA

• FAA will require 30 days’ notice from Contractor for service outage

7. FairPoint Concerns

• FairPoint would conduct their own cable splicing/extending

• Contractor shall coordinate with FairPoint Engineer Brian Smith – 207-991-6723

8. City of Bangor

• Any splicing/extending of cables performed by Contractor with City of Bangor presence

• Contractor shall coordinate with Shawn Ambrose – 207-356-1724
