STRIKE #3
Please see the following questions:
Q1: Are vendors authorized to utilize Government Facilities to prepare food on site?
A1: Refer to paragraph 5.1 in Attachment A – Performance Work Statement; prospective contractors may only prepare food on site only when the vendor has provided their own mobile equipment or at the vendors physical location company site and transport to several Grayling Army Airfield facilities in accordance with the performance work statement.
Q2: Is a feeding schedule available?
A2: A feeding schedule has been incorporated into the Combined Sol-Syn as Attachment – B – Technical Exhibit 3.
Q3. Are we allowed to use the kitchen facilities to store supplies and prepare the necessary food daily?
A3. A place to store NON-PERISHABLE food for next day meal preparation may be allocated by the COR at his discretion. The vendor SHALL be responsible for safe handling, storage, and preparation of PERISHABLE food materials. The vendor shall NOT use the government kitchen for preparation of food or storage of non-perishable food during the POP of this solicitation.
Q4. The solicitation mentions that we would need enough meals to accommodate 2,250 soldiers in any given day. Would that be per meal or is that the daily amount of people that will be fed?
A4. Please refer to the PWS and Excel file: Technical Exhibit 3 for daily meal requirement for this Solicitation.
Q5. As we all may know food prices have increased drastically. How does payment work for vendors, will we be prepaid or are we reimbursed for our services on a weekly basis?
A5. There is possibility for vendor to get paid weekly or according to the invoice submitted for completed services. The vendor should ensure that the Final Invoice (Y) is NOT check in WAWF until the service has been completed and the total amount is equal to the price quoted before checking final invoice. Please see the payment instruction under the Wide Area Work Flow (WAWF).
Q6: I noticed that there are two different RFQs out now for the same location. Is it true that they will both be happening at the same time and that deliveries will go to the same DFACs, per the PWS?
A6: There are three RFQs out there now, in the future please reference all the RFQ you concern about. More so, the requirement goes to the same location, but the feeding requirement are different. Please read all the PWS to all the three RFQs
Q7: How far apart are the DFACs from each other?
A7: 631M DFAC, 544M DFAC and 540M DFAC are less than a mile from each other. The vendor shall deliver prepared meal 10 miles radius from the base (DFAC location).

Q8: Will the government provide warmers and salad bars on-site for meal set up? How would this work if there are two vendors?
A8: The Government will not provide warmer or steamers.
Q9: If vendor is required to bring in 3 mobile kitchens for 3 different locations, will there be adequate power/water/grey water disposal to operate these kitchens and reefer trailers, or will the vendor be required to bring in their own power source/generator fuel/potable water and a gray water truck for disposal?
A9: The vendor is required to bring mobile kitchen that is enough to meet the daily feeding requirement per the PWS and The Technical exhibit 3 for each solicitation.
Q10: Will there be lodging available for staff or is vendor required to house their own staff?
A10: We will not be providing lodging for staff.
Q11: When delivering the food to each location (minus the meals that are pre-packaged), will there be steam tables for the vendor to utilize to serve the meals or will chafers be necessary to maintain the proper food temperatures
A11: The government will not provide steam tables. Vendor shall be responsible for ensuring food safety at proper temperature for consumption.
Q12: Will the 50 halal and 50 kosher and 100 vegetarian meals be notified at least 24 hours prior, and will that number change daily or remain that amount for the duration of the contract?
A12: This number is standard for every meal, if these numbers change, we will inform vendor at least 24 hours in advance.
Q13: Regarding 5.2.8, Covid and governor mandates. Are all vendors employees and subcontractors working on this contract required to be vaccinated for Covid 19?
A13: Vaccine mandates only apply to service members; however, should the State of Michigan, Camp Grayling, or any military/civil authority issue a change in guidance, these regulations must be adhered to.
Furthermore, symptomatic, or positive asymptomatic or personnel with any health problems shall not be permitted to work any capacity where there is likelihood of food or food contact surface contamination with pathogenic organisms or transmitting disease agents to others.
Q14. These contracts are to deliver AND serve up to 3500-5000 meals from 7/24-8/20 across multiple contracts.
According to PWS 5.0, we are required to deliver and serve the meals across 3 different DFACs (though, it doesn't specify how many meals at each DFAC are required). All three contracts have the same delivery times. PWS also states that all utilities we be able to be utilized by the contractor. We understand that we are required to serve using our own materials. However, the government says that vendors can use the warmers/steamers on a first come first serve basis. This is inadequate. Will we have to fight each other every single day for warmers? What does first come first serve mean in this context? This will significantly impact approach and cost.
A14. When you are asking question, please reference the solicitation number you are concern about. There is multiple contracts with similar request and I need to know the concern you have with each of the solicitation. The DFAC is location reference ONLY on the base, and each DFAC site (not the building) to be assigned to each vendor for the performance of this requirement. The contractors are not required or expected to prepare meal at the three DFACs reference in the PWS. The vendor is required to prepare meal according to the meal schedule per Technical Exhibit 3 of the PWS for each solicitation. Section 3.5 in the PWS is referring to water only. Vendor shall provide their own propane or natural gas and electricity for the performance of the contract.
GOVERNMENT WILL NOT PROVIDE WARMER OR STEAMER.
Q15. Do you have pictures of the inside of the DFACs?
A15. DFAC picture is not available for security reason. Contractor are welcome to visit Camp Grayling to conduct site visit if needed.
Q16. Is it the government's expectation that each of the 3 DFACs will be used separately across the 3 contracts? If not, we are concerned that sharing a space with multiple vendors can cause an adverse affect on our individual contracts A 16. Each DFAC will be use separately for the performance of this contract. Each DFAC site location (not the building) will be assigned to each contractor for the performance of this contract. Contractor is not require to prepare meal at all the three DFACs for the performance of this contract. Contractor shall prepare meal at each DFAC location provided, to the meet the feeding schedule on Technical Exhibit 3 of each solicitation.
Q17. FAQ mentions that vendor MAY be provided with "a place to store NON-PERISHABLE food for next day meal preparation may be allocated by the COR at his discretion." If this is the case, and if there are 3 awarded vendors, how will this space be shared?
A 17. The government will provide a space for the non-perishable food for next day food preparation for each of the vendor. The vendor will coordinate with the COR for this request.
Q18. Is there an incumbent providing this work? Please provide the historical data for the incumbent contract(s).
A18. The solicitation W912JB-22-Q-0095 and W912JB-22-Q-0102 do not have incumbent. These are brand new requirement.
