17 C o n t r a c t Administration

1. BACKGROUND: Per the base HVAC Installation operation manager the current

TAC. DDC system in building 859 cannot maintain building heating or cooling degree set points within the facility causing user discomfort and more than normal energy consumption to cool and heat the facility. The purpose of this project is to provide and install a new Direct Digital Control (DDC) energy management and control system in building 859.

2. SCOPE OF WORK: The Contractor shall provide complete (engineering, design, and installation) services for development of a building 859 Energy Management and Control

System (EMCS) using Direct Digital Controls (DDC) at Selfridge ANGB, MI. The work includes investigative and design services to include surveying existing facility HVAC &

Existing T. A. C Direct Digital Controls (DDC) System, building electrical systems along with historic documents. The contractor shall design, provide and install system elements, components, wiring, transmission mechanisms, and connection to central monitoring and control capability (to include necessary equipment, materials, wiring, and interface connections) for building 859. All work performed under this Statement of Work (SOW) shall be conducted in accordance with all applicable State and Federal laws, regulations, and codes, ANG policies and regulations, and this SOW as outlined below.

3. Provide the following investigative / design services for building 859

Services shall include but not limited to development of detailed lists of analog and digital

Input/output (AI/AO/DI/DO) points for each connected system of the facility. Services shall

Include development of specific sequences of operational control for each connected

System. At a minimum, include the following info for the facility:

o Equipment Monitoring Interface: VFD, Power, Chiller, Boiler o Hot Water Systems – Boiler Manager, 2 Boiler Systems, Single Boiler, HW Loop o Chilled Water Systems: Water Loop, Single Air Cooled, o Outside Air Makeup Units: Supply Air Temp, Zone Air Temp o Room Units: Fan Coil, Ventilator, Water o Unitary Heat: Zone Reheat, Unit Heater, Fin Tube, Cab Heater, VAV

Terminal Units and Radiant Ceiling Panels o Exhaust Fans: On/Off, Cooling, Building Static for building o Any other mechanical equipment that uses energy in a facility

4. Services shall include any & all necessary verification & investigation of existing HVAC systems in building 859. Services shall establish sequences of operations, elementary ladder control diagrams & schematics, and controls for new control system with in facility.

5. Services shall include all necessary supporting mechanical, electrical, architectural, structural, and other technical engineering design. Staff recognized as professional experts in these areas shall perform mechanical/electrical engineering services.

6. The development (design) submittal shall be submitted to the Base Engineering Office

Services shall include two binders and 2 CD’s containing building floor plan with location of mechanical units controlled by DDC system Network Rider Router schedule Panels

LGR Outside Air Gas. Water & Electric metering Sequence of operations for each unique piece of equipment Schematics for each unique piece of equipment Controller for each unique piece of equipment Dehumidification Symbol Legend Summary of bill of materials

7. DESIGN REQUIREMENTS: Energy Management Control System (EMCS) / Direct

Digital Control System (DDC) shall meet the following requirements: EMCS/DDC system shall remotely control & monitor Building Heating, Ventilating, and Air Conditioning

(HVAC) systems Monitoring and control shall be via Existing DDC brand name for the base standard is Automated Logic Control (ALC). (Design must employ the BACNET system of protocol for interfacing DDC systems.)

o Contractor to provide all interface wiring/conduit and connect new DDC systems into the ALC LAN Gate Router LGR-250 installed in each facility

(installed through a separate contract).

o Coordination of all communications system connections and addressing will be required with Base Communications personnel.

8. Design shall incorporate state of the art direct digital control and must be compatible to & integrate with protocol of existing DDC systems on base. DDC must completely interface with current base EMCS network. System must be expandable and upgradable to future

DDC systems in other facilities on base. System must be able to attain an Authority to

Operate/Authority to Connect (ATO/ATC) through the Certification and Accreditation

(C&A) process in accordance with the guidance listed in the Engineering Technical Letter

11-1 (ETL 11-1). All field control/data transmission wiring shall be installed in appropriately sized/installed conduit.

9. EMCS system shall remotely monitor utility systems via advanced smart meters installed in building 859 (installed through a separate contract). Energy metering information shall be interfaced into the existing ALC WebCTRL database “Energy Reports”. System shall directly control HVAC equipment and, at a minimum, be able to provide modes of operation for each zone for the following conditions:

o Occupied and Unoccupied o Optimized Start/Stop times o Night-time setback o Level adjustments of settings based on demand

10. Design shall include interfacing with existing boilers and modular boilers in a staged sequence for efficient partial load matching. Design shall include remote status and start/stop control (by the EMCS) of electric motor on pumps, fans, air conditioning units, & air handling units and other HVAC equipment. Building shall have a properly labeled, plastic shielded (flip open) emergency HVAC shutoff button installed at a central location for each facility and be connected in series with the controls commanded by the EMCS/

DDC. Each boiler room also requires properly labeled emergency shut-offs located on the interior wall next to the exit doors of the boiler rooms.

11. An AI/AO/DI/DO points list and a defined sequence of operation should be established for

HVAC system in the building. System Orientation and Troubleshooting – average 2 hours per building; provide training for 4 people. Building specific training to include but not limited to:

o Review of the as-built document o Review of the hardware components o Navigation of the buildings WebCTRL system o Review of equipment operation through WebCTRL o Review of scheduling functions o Review of trend graphs

12. TESTING AND ACCEPTANCE: The contractor shall notify the Government when ready to initiate system testing. The contractor shall provide necessary personnel and equipment to complete testing per manufacture, code requirement. The contractor and government will conduct a performance verification test, otherwise known as acceptance testing. The purpose of the acceptance test is to demonstrate that all installed equipment and components are performing according to system specifications and operational requirements per contract documents.

13. STANDARDS: The design and installation of the system shall incorporate all applicable codes and standards including ANG ETL 15-01 Requirements Contractor shall refer to drawing Attachments for existing DDC system (T.A. C) a listing of various building control points included in this project. The attachment provides basic information for building facility, such as HVAC Sequence of Operation, VAV Box Schedule building number, description, square footage, etc. This information is provided to the contractor for informational purposes only, and shall be field verified by the contractor.

o DDC System Standards o Programs, Graphics All Program, and Graphic file names shall follow the following format:

o B859 descriptor_rev#.

o Where: 859 building number Descriptor = description of equipment (ex. hw_ system, air_ handler Rev# - revision number (ex. rev1, etc.)

o Program Documentation All programs shall include a comment line at the beginning indicating:

o Date of program revision o Initials of programmer o Revision number (rev.#) o Brief description of change(s) o Controller Naming in Geo Tree All controller name in the “Geo Tree” shall follow the following format:

o B859 Equipment Type Equip# o Where: 859 building number o Equipment Type = description of equipment (ex. hw_ system, air_ handler) o Equip# = Numbered designation of equipment o Controller Types A minimum size controller of ZN-551 is to be used (no ZN-221) except in the case of an application specific controller such as a Z341+. All mechanical room controllers (ie. Heating Plant, Cooling Plant) and Air Handling

Units over 10 tons shall have ME style controllers with a minimum of 20% spare inputs and outputs available for expansion.

o Power Requirements a 120VAC receptacle shall be provided in or, adjacent to all control panels with an LGR.

o System Turnover and Commissioning Before acceptance of the system, a full review of the system is to be completed by the installing Contractor and Civil

Engineering including As-built drawings, Sequence of Operation, Graphics, overall system setup and integrity review.

14. WARRANTY: The contractor shall guarantee the installed DDC system in accordance with manufacturer guidance for parts/components for a 1-year period. The contractor shall respond to DDC system performance problems for 12 months after the date of project completion. The Contractor shall complete all inspection and commissioning requirements prior to final inspection of the installed DDC system. Extended warranties offered by the

Contractor and its subcontractors or suppliers may be accepted at the Government’s discretion. All system testing and O&M manuals shall be provided to the government in

PDF format.

15. Quality Assurance: The COR will assess the contractor’s performance through intermittent on-site inspections of the contractor’s quality control system. The

Government may inspect each task as completed or increase the number of quality assurance inspections if deemed appropriate at no additional cost to the Government.

16. GOVERNMENT FURNISHED Equipment and Materials: There is no government-furnished equipment or material for the project Copies of drawings shall be made available from Point Of Contact, at Base Civil Engineering Office. The Government does not guarantee the accuracy or adequacy of the existing DDC system as built drawings. It is the Contractor’s responsibility to verify all drawings and existing as-built conditions. All

Contractors observed discrepancies between drawings, specifications and existing conditions should be referred to the Contracting Officer before affected work is performed.

Failure to make such notification shall place responsibility upon the Contractor to carry out the work in a manner acceptable to the Contracting Officer at no additional cost to the

Government.

17. GENERAL INFORMATION: Hours/days of Operation: The Contractor shall coordinate work dates and times with COR. Typically, Contractor working hours shall be from 0700 – 1700 hrs. Monday through Friday unless Base installation has specific requirements as outlined in the contract documents. Work on Federal Holidays and Base down days is prohibited due to limited staffing.

o Security: The contractor and all employees shall comply with each Installation security requirements imposed by SANGB installation commander at all times while on the premises as outlined in the Contract documents. The contractor shall provide an up-to-date roster of contractor personnel, by employee name and position title, authorized to work on the base to the Contracting

Officer/COR at the pre-performance conference and when changes occur. The

Contractor shall provide to the contracting officer/COR an Entry Authorization

List (EAL) on company letterhead with the names of all employees who will require access to the installation. The EALs will contain the following information: Employee's full name, date of birth, driver’s license number and state of issue.

o Escorts: All personnel must qualify for unescorted base access during the construction period. Some of this work may be accomplished in secure areas and will require the contractor to coordinate independent escorts with the POC to complete the task.

o Badges: The Contractor shall obtain and monitor assigned security badges

(used by both prime contractor and subcontractor staff) used during the duration of this contract. All security badges or passes shall be returned to COR upon expiration of the badge, upon completion of the project, or when possession of the badge is no longer necessary (e.g., upon removal of contracted personnel from specific projects).

o Personnel Roster: The Contractor shall provide a personnel roster to the contracting officer consisting of names, social security numbers, and security clearance confirmation no later than 10 days after the contract award date. The personnel roster shall be updated as individuals are removed and added to roster.

o Physical Security: Contractor shall be responsible for safeguarding all

Government property in the work area. At the close of each workday, the contractor shall secure facilities and equipment.

18. Safety: All appropriate safety measures (as outlined in Occupational Safety and Health

Administration (OSHA) and Air Force Occupational and Environmental Safety, Fire

Protection, and Health (AFOSH) guidance) will be utilized and adhered to throughout this project Maintaining Work Area: The contractor shall be responsible for immediately cleaning up any spills, debris, etc., which may occur during work. The contractor shall be responsible for keeping the work area clean. The site conditions shall be returned to original conditions or better. All Safety precautions, measures and procedures shall be in place. Installation materials and equipment shall not be stored in the site during non-working hours except when the Using Agency provided a written approval allowing storage of such materials and equipment on approved location on site.

19. Place of Performance: Primary location of work performance is building 859 SANGB as indicated in project documents.

20. Period of Performance: Contract is for 4 months (120 days) from time of award. All work will be completed within that timeframe.

21. Employees: Contractor personnel shall either wear distinctive clothing bearing the name of the company or appropriate badges that contain the company name and employee name at all times while performing work on Base.

The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest.

The contractor shall not employ any person who is an employee of the Department of the

Air Force, either military or civilian, unless such person seeks and receives approval according to DODD 5500-7, Joint Ethics Regulation.

22. Visits: The Contractor/s shall attend a kick-off meeting and post award conference. The

Contractor also shall attend and support meetings and teleconferences to discuss technical or regulatory issues and project progress and status. The COR or Point of Contact will schedule and provide space for all required meetings.

23. Notification Requirements: The Contractor is required to notify the Contracting

Officer (CO) of critical issues that may affect the contract performance and/or human health and the environment. The types of issues that require notification include, but are not limited to health risks and changes in critical personnel. On critical issues, verbal notification should be made immediately, followed by written notification as soon as practical.

24. Coordination of Activities: The Contractor shall coordinate worksite activities with all applicable personnel to ensure the protection of human health and the environment; the prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of work interruptions. The Contractor shall provide physical security to work areas with security equipment and personnel.

25. CONTRACT ADMINISTRATION: Contracting Officer (CO), the term used herein, does not include any representative not acting within the scope of his/her authority.

Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
