Q1. I see you have posted the solicitation for Transient Alert Services. In the technical proposal section it asks for resumes' for the proposed manager and key supervisory personnel. Could you please provide the phone number for the current TA manager so that we can make contact and obtain these resumes'?

Q2. Does the contracting officer representative (COR) have aircraft maintenance experience?
A2. Not relevant to the solicitation.
Q2A. If so, how many years and what type of aircraft did they work on?
A2A. N/A
Q3. What squadron /Organization does the COR work for?
A3. Not relevant to the solicitation.
Q4. How many people work on each shift including weekends?
A4. See Historical Data
Q5. How many man hours were expended during the airshow last August?
A5. See Historical Data
Q6. How many deployments/redeployments occurred during the last two years that required extended surge hours?
A6. 2-3 major deployments on average per year, some required aircraft movement after normal hours depending on mission.
Q7. Are prior permission requests (PPR’s) required prior to arrival for transient aircraft?
A7. Yes
Q8. Is an airstair truck provided for Transient Alert to use or is that service performed by another base agency?
A8. Airstair truck is provided for Transient Alert to use as needed. The stairs are available either thought aerial port and/or KC-135 MOCC
Q9. Are all incumbent employees covered under the Service Contract Agreement?
A9. Employees could be all Service Contract Agreement, white collar/managerial types or a combination of both.

Q10. The phone numbers you posted are for Shiloh Headquarters in Texas. I left a voice mail but they won't get back to me. And. I don't really blame them. We would probably do the same thing. You don't help your competition with anything in this business.
Can I get the actual phone number for the Transient Alert office so I can talk directly with the Manager, to offer him/her a position with the company and obtain Manager and Assistant Manager resumes?

Q11. In regards to solicitation W912JB17R4005 for Transient Alert Services at Selfridge ANGB, can you please clarify how many employees are working on the current Transient Alert contract?

Q12. With the Selfridge ANGB Transient Alert operation being listed as one of the AFICA group of Transient Alert contracts, does the Government anticipate this contract being turned over to AFICA for follow-on award to one of the selected contractors? If so, would that be done in lieu of exercising an option period at some point? I ask because the purchase of multiple vehicles, follow-me signs, uniforms, foul weather apparel, and safety equipment would be a significant cost for us to potentially only have the contract for 6 months.
A12. No, we don't anticipate that we will be directed to use the AFICA contract.
Q13. We noticed the Follow-me signs on the incumbent contractor’s vehicles during the site visit. Are those GFE or contractor owned? If GFE, will they be available to purchase for continued use? Same question for the control boxes and light bars that were mounted.
A13. Current Follow me signs belong to government one is broken and both do not meet requirement in PWS. Signs will not be available for reuse. Current Light bars are govt property and will be available for reuse. Contractor responsible for installation.
Q14. We noticed the existing Follow-me trucks had each bed covers. Is that a requirement or just for snow/freeze protection of the chocks and equipment stored in the bed?
A14. Bed cover not a gov requirement. But does prevent freezing of chocks. No storage location for chocks.
Q15. Given the extensive lead time for custom follow-me signs to be built, will the Govt. allow a period of time after award for the contractor to operate without follow-me signage installed?
A15. Yes govt will allow limited extension to accommodate for procurement of permanent sign. Govt would allow unlit temp. sign during the interim.
Q16. PWS 1.1 states “These services may be required at multiple SANGB locations simultaneously.” Which different locations may be required for simultaneous TA operations and what are the distances between each?
A16. East and/or west ramps the distance is estimated at 3000 Feet.
Q17. Can you confirm that additional man-hours used to support the 3 air shows planned during this contract period will not be reimbursed to the contractor via the X002 Additional Surge CLINs?
A17. Surge will be used only for support that is not performed during regular hours of operation.
Q18. Can you tell us if the incumbent contractor’s CLIN prices are based off of the same 23060-Aircraft Servicer & 23021-Aircraft Mechanic wage rates given in the solicitation or has there been a wage increase?
A18. The current wage determination is in effect.
Q19. As required in the PWS Section 1.4.12, does the Government consider foul weather coats to be contractor provided uniforms? If so, will they also be required to have the company and employee’s name permanently affixed?
A19. Outerwear does required name and logo
Q20. Being that the 2017 Airshow is the 100 year anniversary; is the number of participation aircraft expected to increase over historical workload data for a typical airshow?
A20. We hope 2017 Open House/Air Show is largest to date. Plan for increase from historical data.
Q21. CLINS X002, X003 and X004 show a unit of "each"...will the Government confirm "each" as fully loaded "hours"? If not will the Government provide guidance on what is to be priced in these CLINs?
A21. CLIN X004 eCMRA is an annual requirement. CLINS X002, X003 are for surge hours worked outside of normal operating hours.
Q22. Will the Government provide the original award amount and the final full year award amount of the current contract?
A22. Award Amount W912JB11C4003 $1,236,997.50, Award Amount W912JB16P4020 $199,836 for 8 months
Q23. Will the government be providing a DD254 as required in the PWS 1.4.5.7 to filled out for the solicitation?
A23. Yes
Q24. Reference PWS Paragraph 4.1.2: The paragraph states that vehicles must be uniform, conservative in color, and equipped with appropriate “Follow Me” signs and light bar. Does the current contract require the vehicles to be uniform?
A24. Yes
Q25. Reference PWS Paragraph 4.1.2: The paragraph states that vehicles must be uniform, conservative in color, and equipped with appropriate “Follow Me” signs and light bar. Does the current contract require the Contractor to provide the “Follow Me” signs, and light bars?
A25. No

Q27. Can you confirm if Executive Order #13706, which requires federal contractor companies to provide paid sick leave for employees working under federal contracts, is applicable for this contract?
A27. Yes, Under the Final Rule, both procurement and non-procurement contracts that are subject to the SCA and its implementing regulations are subject to the Executive Order’s requirements. FAR 52.222-62, Paid Sick Leave Under Executive Order 13706 will be added by amendment to the solicitation.
