Q&A’s 23 July 2010
W912JB10R4005
Horizontal MATOC IDIQ
Q1. For subcontractors that provide services to more than one prime contractor, does the Contracting Officer correlate responses from references (ie. Exhibit C) to each of the proposals the subcontractor participates in?
A1. Exhibit C's are proposal specific and do not carry over to other offeror's packages. If XYZ is a sub and they perform for offeror #3, #7, and #11 and only offeror #7 submits an exhibit C, then that exhibit is used in offeror #7's package only.
Q2. Are subcontractors responsible for providing any bonding?
A2. In the event that a Task Order requires performance or payment bonds, the government will require bonding from the Prime contractor as the government will have a contract with the Prime and not the subs.
Q3. We have recently submitted a proposal for W912JB‐10‐R‐4004, MATOC for vertical construction. As part of that proposal we had some of our clients submit references to your office. Is it necessary for us to have our clients resubmit references for this proposal?
A3. It is necessary for separate references to be provided for the horizontal MATOC W912JB10R4005.
These exhibits are project and proposal specific.
Q4. We are looking to bid on this project (Solicitation Number: W912JB10R4005), and we have been certified to view the drawings and specs. We have received out certification number but still cannot get into the website to obtain the drawings and specs. Do I need to input this number somewhere on the site?
A4. You will need to contact the FBO help desk in order to find out this information if you have not already taken care of it. Anything having to do with the DD2345 is not a base level function.
Q5. I can't seem to find the reference forms to send to my references. Can you please guide me to them?
A5. Please refer to the attachment on the website "MATOC EXHIBITS A‐D F and G Horizontal"
Q6.I have investigated the MDOT website in hope for finding details on the MDOT 1800L/1800T Asphalt Mix. After searching the website I was unable to find any detail. I was able to get some information from a batch plant, however, they were unable to give me the actual specification.
Could you please provide the spec for MDOT 1800L/1800T Asphalt Mix?
A6. Mix designs come from the batch plant. Those are all in the MDOT spec's. MDOT should be able to provide the correct specs.
Q7. For binder 1 volume 1 – Areas of Consideration, do you just need page 9 returned? Or do we need to fill out pages 3‐6 as well.
A7. Page 9 only, do not fill in pages 3‐6
Q8. In regards to addendum #1, I don’t feel that we have adequate time to get the additional information from the respective entities due to short notice and summer vacation schedules that are out of our control. Can the due date be extended to Friday the 30th to all allow enough time?
A8. The closing date is being extended to Friday, 30 July 2010. Official amendment is forthcoming.
