Q&A’s 15 July 2010

W912JB10R4005

Horizontal MATOC IDIQ

Q1. For subcontractors that provide services to more than one prime contractor, does the Contracting Officer correlate responses from references (ie. Exhibit C) to each of the proposals the subcontractor participates in?

A1. Exhibit C's are proposal specific and do not carry over to other offeror's packages. If XYZ is a sub and they perform for offeror #3, #7, and #11 and only offeror #7 submits an exhibit C, then that exhibit is used in offeror #7's package only.

Q2. Are subcontractors responsible for providing any bonding?

A2. In the event that a Task Order requires performance or payment bonds, the government will require bonding from the Prime contractor as the government will have a contract with the Prime and not the subs.

Q3. We have recently submitted a proposal for W912JB‐10‐R‐4004, MATOC for vertical construction. As part of that proposal we had some of our clients submit references to your office. Is it necessary for us to have our clients resubmit references for this proposal?

A3. It is necessary for separate references to be provided for the horizontal MATOC W912JB10R4005.

These exhibits are project and proposal specific.

Q4. We are looking to bid on this project (Solicitation Number: W912JB10R4005), and we have been certified to view the drawings and specs. We have received out certification number but still cannot get into the website to obtain the drawings and specs. Do I need to input this number somewhere on the site?

A4. You will need to contact the FBO help desk in order to find out this information if you have not already taken care of it. Anything having to do with the DD2345 is not a base level function.
