RFI listing as of 2/14/2018
Q1: Wanted to know if the commissioning agent for the project will be hired directly by the government or if it will be the contractor’s responsibility?
A: For response, refer to Addendum No. 1, Item No.1 authored by the Architect.
Q2: Section 00010, Solicitation Contract Form requires twelve (12) entries (Base bid and eleven options). In addition, there is a requirement to complete the base requirement bid schedule. This schedule requires seventeen (17) entries. This is a very significant number of entries at bid time especially the base requirement bid schedule. Would it be possible for the base requirement bid schedule be submitted sometime after the actual bid date. It serves no real purpose since the total base bid is provided within the Solicitation Contract Form.
A: The bid schedule will need to be turned it at time of proposal. This is a downward directed requirement that the local contracting office does not have the authority to change.
Q3: There is no specific requirement for a site safety officer. Can the superintendent or quality control manager serve as the site safety officer?
A: Yes
Q4: In reviewing the plans and specifications, we see nothing that indicates the trusses need to be designed for dynamic blast loads. Can you confirm that the only design loads applicable to the trusses are the environmental loads stated on S0.1, and that no special loading for blast needs to be considered for the trusses?
A: For response, refer to Addendum No. 1, Item No.2 authored by the Architect.
Q5: Are the materials on this project tax exempt? If so, would you please provide a certificate?
A: No tax exemption that I am aware of.
Q6: Will construction in secure areas (SAPF and SAPCA) require escorts or any additional security measure? If so, will this be government provided?
A: Government will provide escorts as needed.
Q7: Are any special certifications or qualifications required for workers doing construction in the SAPF and SAPCA areas?
A: No special certifications needed
Q8: The RFP item 11 states the duration of the job at 500 calendar days; specification section 00 10 02 1.02 states the duration to be 427 calendar days. Please clarify.
A: 500 days
Q9: Spec section 00 0102 1.03 section C states “Upon request, Contractor may obtain copy of Owner’s Asbestos Survey for buildings 1311, 1317, and 1319. These documents are for reference only and shall not be considered part of the contract documents.” Please provide a copy of these surveys. In reference to the language “shall not be considered part of the contract documents”, are we to assume that any ACM contained in these reports is to be abated by others?
A: See Attachment.
Q10: Paragraph 1.08 B. of Section 00 0102 discusses the relocation of the air cooled chiller serving Building 1305. Drawing C2.0 states that this chiller is to be relocated as shown on the mechanical drawings. The mechanical drawings do not reflect the relocation of the chiller. Please amend accordingly.
A: For response, refer to Addendum No. 1, Item No. 6 authored by the Architect.
Q11: Solicitation Section 2.5.3.11 (Page 28) states: Inform references that completed Performance Questionnaire should be returned to the Contracting Officer via email at: stephen.a.shanks2.mil@mail.mil and william.c.kast.civ@mail.mil to arrive later than the closing date for receipt of proposals. Offeror must not review the Past Performance Questionnaire prior to submission. They are to be submitted by the client/evaluator directly to the Contracting Officer.
However, the attached Past Performance template states: Please return your completed questionnaire to my attention at the following address: [Contractor to enter his/her address for receipt of documents and incorporation into the proposal package] This documentation must arrive NOT LATER THAN [Contractor to enter date], so that it can be incorporated into our proposal. Can you please clarify which method you require?
A: Past performance questionnaire will need to be send to the contracting offices. Solicitation Exhibit C replaced with an updated version.
Q12: Can walls manufactured by DIRTT Environmental Solutions be used as an alternate to the basis of design for the demountable partitions?
Section 2.03 PANEL TYPES
A. Solid Panels:
1. Cladding: Solid panels must be available with the following cladding alternatives:
a. Minimum 22 gauge steel, epoxy power coated. Color as selected by Architect from manufacturer's full color range.
A: Yes, provided the product fully complies with the specified criteria for the Basis of Design.
Q13: Will DIRTT standard chroma coat tiles (MDF with factory applied finish and 10yr warranty) be an acceptable alternate?
2.03 PANEL TYPES
B. Framing: Extruded aluminum frame with the following characteristics:
1. Curvilinear Profile for all exposed framing members.
A: 22 gauge steel, epoxy power coated or Plastic laminate applied to MDF; painted edge.
Q14: Rectilinear Profile is stated on drawings. Please confirm correct profile.
A: Rectilinear
Q15: Will access flooring by DIRTT Environmental Solutions be accepted as alternate to the basis of design? Spec is attached.
A: Yes, provided the proposed access flooring system is an equal product and fully complies with the specified basis of design.
Q16: Demountable partition schedule, Elevations, and finishes missing from plans. Please provide Directions.
1.05 DESIGN REQUIREMENTS
A. The demountable partition system (the system) shall be rectilinear in design and expression with crisp corners and well defined horizontal and vertical elements to harmonize and integrate with base building architectural detailing. Refer to drawing for demountable partition schedule.
C. The system shall be 3-1/2"(3.5) thick minimum, and be designed and sized in horizontal and vertical modules to accommodate the partition layout shown on floor plans, elevations and sections, and to approval of the Contracting Officer.
A: Disregard any reference to elevations and sections, refer to drawing A2.4 for wall locations to receive demountable partitions.
Q17: Paragraph 2.5.2.5 of Section 00110, Proposal Preparation, requires the submission of information and key personnel regarding LEED (Subfactor 4). However, there is no RFP requirement for LEED. There is it necessary to requirement information on Subfactor 4 LEED?
A: Deleted paragraph 2.1.1 Subfactor 4 and paragraph 2.5.2.5 in Section 00110.
Deleted paragraph 1.A.4 and 1.B Subfactor 4 in section 00120
Q18: During the recent site visit, a Power Point presentation was made regarding the proposal. On slide 13 of the presentation, it indicates that five (5), Exhibit A, Performance Relevancy Questionnaires, could be submitted.
However, Section 00110, Paragraph 2.5.3.4 limits the number to three (3) Exhibit A that can be submitted.
Please confirm whether 3 or 5 Exhibit A can be submitted
A: Follow the guidance in the solicitation and disregard the information on slide 13 in regards to number of Performance Relevancy Questionnaires.
Q19: Paragraph 2.5.2.3.1 of Section 00110 states to use 15 March 2018 as the estimated Notice to Proceed date for the construction schedule.
However, Section 00120, under Subfactor 2 construction schedule, it states to use 8 May 2018 as the estimated Notice to Proceed date for the construction schedule.
Which estimated Notice to Proceed date should be used?
A: Please use 8 May 2018 for Construction Schedule. Thank you.
Q19: Sheet E4.3 shows the blue lights controlled by a single switch. Sheet A2.3 Security Legend calls for two independent systems with two switches. Also Room S23 has an additional B1 light with no connections.
A: Drawings have been revised; there are now two switches. See Addendum No. 2 authored by the Architect.
Q20: Sheet E4.3 "B1" and "B2" blue Lights, do you have a model number for these fixtures?
A: See Legend E0.1 for Whelen model number or you may also use Edwards Signal 125 Class strobe units.
Q21: Sheet E4.2 red/green cable tray on 2nd floor. Does this tray also require the divider like the 1st floor. Note 5 does not state solid divider on this sheet?
A: Yes, a divider is required.
Q22: Sheet 3.5 2nd floor general Equip schedule does not match plans. Sheet E3.4 does not show most of the items listed here. Panel PP2 does not show these devices and is only a 42 cir panel per sheet E5.3.
A: We have revised this sheet to reflect mechanical changes and also delete items not applicable to this project.
Q23: Sheet E1.2 Lightning Protection ground rod test wells. Do you want a test well at each of the 36 ground rods shown or only at four corners of the building? Spec 264113 does not address test well requirements.
A: Test wells for grounding system are required at each corner of the building and at the midpoint of each building face (total of 8 ground wells). The remainder of the subsurface ground rods will be covered by earth.
Q24: Sheet E2.1 Qccupanct Sensor shown in Room S10 and S16 typical with the #1 is not shown on the legend sheet E0.1. What are the type #1 Occup Sensors?
A: This item has been added to the drawings. See revised sheet E0.1 reissued in Addendum No. 2 authored by the Architect.
Q25: Dimmers shown as D1 and D2 on the lighting plans are not shown on the legend sheet E0.1. What functions should the D2 dimmer provide for room S10 other than 0-10V dimming?
A: Item D2 can be deleted. Item D1 has been added to the legend Sheet E0.1. See revised sheet E0.1 reissued in Addendum No. 2 authored by the Architect.
Q26: Fixture LS3 shown on E2.1 room 110 is not on lighting schedule. What type fixture is required?
A: This fixture has been changed to “LS1”. See revised sheet E2.1 reissued in Addendum No. 2 authored by the Architect.
Q27: Tempest Unit shown on Sheet E6.5 detail #4. Sheets E2.1 and E3.1 only says comply with DOD standards. No DOD standards are part of bid package.
Which Standard was used as a basis for design?
A: Refer to sheet A2.3 for additional information.
Q28: Section 00010 requires that a Base Requirement Bid Schedule be completed. Is the Total of the schedule supposed to equal the amount for Item No. 0001, Construct Squadron Operations Facility, on the regular bid schedule?
The Base Requirement Bid Schedule does not include all scopes of work like concrete, specialties, carpentry, casework, and other. So where are these costs to be entered?
A: The Base Requirement Bid Schedule has been removed from Section 00010. See W912JA-18-R-6004-0002.
Q29: (RFI 16) I noticed some mention of AWI standards. Our shop has not been AWI inspected. We only build to AWI standards. Wanted to see if that would be a problem?"
A: Specifications only require that products are constructed in accordance with AWI standards.
Q30: (RFI 17) Sheet E3.5 shows equipment Water Source Heat Pump (Heat WHP 1-1 through WHP 2-9) but I do not see their locations on the plans and there is not a breaker listed in the electrical panels for these items.
A: Sheet E3.5 has been revised. See Addendum No. 2 authored by the Architect.
Q31: (RFI 17) Sheet E4.1 & E3.1 Rooms S05 & S23 show floor boxes in the same location but with different designations. Which floor box is correct at these locations?
A: Sheet E4.1 has been revised. See Addendum No. 2 authored by the Architect.
Q32: (RFI 18) Please verify the color wanted for the Cat. 6A cable. Will it be the same as the jacks it goes to or will other colors be required? Also, is there a preferred brand for the cable?
A: Color for CAT 6 cables is white or as directed in specifications. See specs.
Q33: (RFI 18) The conduit stub outs for the communications outlets are noted to be 1” EMT. Is that correct? If so, please note that we can only occupy 75% of the given conduit in order to meet code and with the cable diameter, it may alter its specs.
A: See Revised sheet E6.2 in Addendum #2.
Q34: (RFI 18) What color jacks will be used in the {Green} faceplates?
A: White, See revised sheet E6.2 in Addendum #2.
Q35: (RFI 18) All communications equipment, from what I have noticed, is Panduit. Is there a particular brand you would like to use for the Access Control equipment? If not, may we recommend a brand?
A: Access control equipment is proprietary and in specifications as Advantor. GC will hire Advantor to perform work on security items. This contract requires the electrical contractor to provide power and raceways for all equipment. Coordinate with Advantor once they get on site.
Q36: Will the government consider accepting a Construction Project Manager with a degree in Construction Management in addition to degree in Engineering, so long as they have the appropriate number of years of relevant experience?
A: Approved
Q37: Reference Section 01000 General Conditions. 35. Key Personnel Descriptions. This states: A key team member may not hold more than one key role. Is this correct or can some personnel be dual hatted?
A: The inquirer needs to be more specific for the A/E and/or Contracting to appropriately respond. An example of intent would be to restrict the contractor from designating one person as both the superintendent and project manager.
Q39: Reference Section 01000 General Conditions 35.Key Personnel. Does the project manager have to be present on site full time?
A: The superintendent must be present on site full time.
Q40: 2.03 Construction, A: states the seat spacing to be 36” from seat center. Drawing A2.5 detail 1, show 24” wide chairs from seat center. Which are we to provide?
A: Refer to Addendum No. 2 for response.
Q41: 2.02 Description, A: states each seat shall have individual (nonshared arms) on both sides of chair. Drawing A2.5 detail 1, show shared arms and stanchions. Which is correct?
A: Refer to Addendum No. 2 for response.
Q42: There is no spec section for the schedule, usually 01 32 00.
Please provide further information regarding the Schedule, especially if the ultimate project schedule must be cost loaded and used for progress payment. This would also tell us which project scheduling software you want to see the schedule in, i.e. Microsoft Project or Primavera P6.
A. Refer to specification section 01 3000 – Administrative Requirements.
Q43: Sheet E4.1 note #9 and Sheet E4.2 note #8 show J-hooks in the rooms with 2" stub outs for cabling above ceilings. Legend shows the "P" and "NP" outlets routed to cable trays on Sheet E6.2 details #2 and #3? Which is required?
A: See revised Sheet E4.1 in Addendum #2.
Q44: E4.2 Room 227 notes #4 and #1 are shown at the power/comm pole? Is this to be a power pole or a floor box?
A. It is a power pole.
Q45: E4.2 Room 209 shows a Projector but no power is shown on E3.2 for projector?
A: See Revised sheet E3.2 in Addendum #2.
Q46: E4.2 Room 202 shows three poke thurs with a (2). Is this a reference to a note #2 or is six poke thurs required at this location?
A: See Revised sheet E4.2 in Addendum #2.
Q47: E4.2 Room 202 three poke thurs shown but no power connection or poke thurs is shown on E3.2?
A: See Revised sheet E4.2 in Addendum #2. See also revised Sheet E3.2.
Q48: E4.2 Room 209 shows two poke thurs type "B" but no power connection or poke thurs is shown on E3.2?

Q49: E3.1 Room S05, S10 and S23 poke thurs are not shown with a type "x" however E4.2 shows these as a type "P". Which is correct?

Q50: E3.1 sheet note #3 mislabeled on plans at access control power J boxes.

Q51: E3.1 Room S17 cir# RE1-81 30A 1 pole shown on duplex receptacles. Also in room S14 cir # 58 & 60 and room S15 cir #60 on duplex receptacles.

Q52: E6.3 sheet shows L5-30R receptacles and 20A duplex at each rack. None of these are shown on power sheets. Can the 30/1 breakers mislabeled on Cir 58, 60 and 81 be used for racks and spares used for duplex circuits for room S17?

Q52: E6.3 Rack power can panel FPEM spares be used to feed rack in this room?
A: See revised sheet E6.3 Addendum #2.
Q53: Can panel RE2 spares be used to feed racks in room 222?
A: See revised sheet E6.3 Addendum #2.
Q54: Hollow Metal Doors and Frames Spec Section 08 1113 -2.05 states that exterior door frames are to knock-down type, and non-fire rated interior door frames are to be full profile/ continuously welded. Could you please confirm that this is what is desired?
A. For response, refer to Addendum No. 2, Item No. 8 authored by the Architect.
Q55: Hollow Metal Doors and Frames Spec Section 08 1113 -2.04 states that doors are to be 20 gage. Could you please confirm that this is what is desired?

Q56: Can the Site Superintendent and Safety Manager be the same person.
A: Yes
Q57: Can the Project Manager and Quality Control be the same person.
A: No.
Q58: Section 01 4000, Section 3.03, Note C4 indicates that we have to pay for additional tests beyond the specified requirements? At this point we do not know what tests may be. How can we price this?
An example of this would include re-testing required because of non-conformance.
Q59: Dwg. C-10 shows a downspout boot by Neenah Foundry. Spec section. 07 7123 calls for one by Barry Pattern & Foundry. Please clarify.
A: Both manufacturers are approved subject to their product complying with the plans and specifications.
Q60: Bid Option 2 – Does the combination of gutters, downspouts, and downspout boots go to 5’ outside of the perimeter of the building (as is usually the case)? Or is the entire storm sewer system meant to be included in this Bid Option?
A: Only gutters, downspouts, and downspout boots. Storm sewer system is part of the base bid.
Q61 Do you want the Downspouts and Gutters to be in both the "Base Requirement Bid Schedule" and Bid Option 2?
A: Base bid does not include gutters, downspouts, downspout boots. They are only required if Bid Option No. 2 is awarded.
Q62: Dwg. A3.2, Note 5 states that "the contractor shall coordinate with owner's security contractor "ADVANTOR" so to fully integrate security and access control. Provide all power and control connections"......... Is the cost to provide and install this item to be paid for by the owner, or is it to be included in the contractor's bid?
A: Included in contractor’s bid. Refer to specification section 001 0102 – Project Information and Summary for clarification.
Q63: Re: carpet, Bid Option 1 mentions "associated floor finishes" vs. "the base bid shall include carpet tile", but I can find no change in the carpet selection. Please clarify.
A: The raised tiered floor construction is to receive broadloom carpet with continuous stair nosing and solid wood base along walls. See drawing sheet A7.3 and carpet specification for clarification.
Q64: Reference Spec Section 07 4113- Metal Panels 1.02 E. This references Div. 07 Section for the [Roof Insulation] for thermal insulation installed under metal panels. Div. 7 Thermal Insulation section 07 2100 does not specifically call out the type of insulation required to be installed under metal roofing panels. Please clarify.
A: Refer to specification section 07 4113 – Metal Panels part 2.04, paragraph G for required insulation.
Q65: Reference drawing A2.3. On the SAPF Perimeter walls on the first floor require sound board? If so, one or two layers.
A: Refer to specification section 09 2116 – Gypsum Board Assemblies, part 2.03, paragraph C for additional information.
Q66: Reference drawing A2.2. On the second floor at the secured conference room 215, does this also require sound board?
A: A: Refer to specification section 09 2116 – Gypsum Board Assemblies, part 2.03, paragraph C for additional information.
Q67: Reference Specification 09 2116 2.03 C.4. Will the use of National Gyp SoundBreak be used in place of all Quietrock 545 & 530 locations?
A: Yes, provided it meets the requirements of the plans and specifications.
Q68: Do the exterior walls get a layer of sound board?
A: Only if necessary to achieve the specified STC rating for SAPF and SAPCA perimeter walls.
