PROJECT DESCRIPTION

PROJECT TITLE: RENOVATION OF B-1500

PROJECT NUMBER: BXRH132055

1. OBJECTIVES:

1.1. OVERVIEW: Existing Site Conditions

1.1.1. Building 1500 is located on the north side of Ellsworth and East of Taxiway Echo. This facility served as the Gowen Field C-130 squadron operations until 2005 when the Base Realignment and Closure Committee recommended the relocation of the 189th Airlift Wing. Building 1500 was approximately 13,154 square feet and was remodeled in 2000 to its current 24,508 square feet. The design of 1500 has a hallway which wraps around ¾ of the building separating outer offices from an inner core of briefing rooms and work spaces.

2. SCOPE:

2.1. REFER TO BLDG 1500 SPECIFICATIONS AND DRAWINGS

2.2. OVERVIEW: Basis of Design

2.2.1.1. Interior Design Narrative: The interior design concept will be to replicate the existing finishes throughout. New framed walls will have a painted gypsum board wall finish to match existing. Rubber wall base trim will be replaced throughout. Existing carpet will be removed and replaced with carpet tile. New acoustical ceiling tiles are to match existing. The existing doors are in good condition and appear to be reusable without refinishing. The finishes in the new latrines will be tile floor and wall.

2.2.2. Exterior Design Narrative: Exterior work includes the removal of an air intake louver in the mechanical room and exterior windows within the secure area. These are identified on the floor plan drawing A2.1. The louver and window openings are then to be infilled with the same wall construction as is existing. At the secure area, this

Renovation of Building 1500 5 is either a 6" metal stud wall with a brick veneer, or a 7-5/8" CMU wall with furring and gypsum board finished interior. At mechanical room, existing wall construction is 'giant brick'. The wall assemblies for this infill are further described on the floor plan drawing. On the east side of the building, a portion of the sidewalk and parking lot will be removed as required to install a new fire water line from the street to the mechanical room to supply a new sprinkler system in throughout the building. Once the piping is installed, the parking lot and sidewalk will be patched back. Electrical Systems Narrative (Power and Lighting): The existing electrical system equipment is located in the mechanical room and appears to have capacity for modifications.

The electrical service consists of a 1200 amp, 208Y /120V, 3-phase, 4-wire, Main Switchboard with externally mounted transient voltage surge suppression. In reviewing the existing drawings, the equipment is approximately 15 years old and there are spare switches available for additions to the electrical system. Panel boards are also located in the mechanical room as well as in other areas, closer to loads served. The panel boards also have externally mounted TVSS for surge protection.

The surge counters viewed had zero occurrences registered on the indicator panels.

Unless the counters were recently manually reset, if surge suppression is critical, it is recommended to evaluate the existing devices and possibly replace. Emergency panel board EC supplies selected, generator backed, receptacle, lighting and mechanical loads. A manual transfer switch, located in the mechanical room, is connected to normal power with the disconnect located on the exterior of the building. The exterior disconnect has a cable used to connect to a portable generator. Emergency lighting is not tied into the generator system and light fixtures appear to be provided by battery backed ballasts integrated into the fixtures and exit signs. A new panel board 'F' is indicated, connected to emergency power, for the secure area. The new panel board supplies critical loads in this area only. The existing demand on the generator will require final evaluation to verify the capacity is adequate to supply the revised loads. Lighting in the facility primarily consisted of recessed grid mounted, fluorescent light fixtures with dual level switching. All lighting within the facility is being replaced with LED light fixtures with controls as required per IECC.

2.2.3. Mechanical Systems Narrative: Existing HVAC and Plumbing: All the mechanical equipment in this building is 16 years old and has reached 1/2 to 2/3 useful service life. Building space heating and air conditioning is with 4-pipe fan coil units.

Chilled water is produced with an air cooled, direct expansion {R22), chiller located outside the main mechanical room. The existing chiller is failing and the base has expressed a need for replacement. Heating water is produced with two gas fired, sealed combustion, copper tube boilers. Chilled and heating water circulation is by base mounted, end suction pumps with variable frequency drives. Ventilation is a combination of energy recovery and direct exhaust via roof mounted exhaust fan.

Primary ventilation air is from the energy recovery ventilator {ERV) ducted to the

Renovation of Building 1500 6 return side of each fan coil unit. This requires that the fan coil units operate continuously during occupied hours. The HVAC controls are direct digital {semiconductor based), and date to pre-open protocol. Existing water heaters, plumbing fixtures, water distribution piping, and roof drains all appear to be in good condition. Proposed HVAC and Plumbing: The intent is to reuse and rework the existing equipment to the greatest extent possible. Secure Area penetration requirements will be met with first by evaluating cost effective relocation of the service and second by using countermeasures outlined in UFC 4-101-05 Sensitive Compartmented Information Facilities Planning, Design, and Construction, with Change 1. The last renovation of this building pre-dates UFC 4-010-01 Minimum Antiterrorism Standards for Buildings. The outside air intakes for the ventilation system are located at grade level behind the chiller screen wall. The intakes will be moved to the roof level to comply with the criteria. If new toilet rooms are designed, then new plumbing fixtures will be installed and modifications to the existing piping will be kept to minimum necessary. Proposed HVAC Secure Area: The debriefing rooms in the secure area have cooling loads that differ from the surrounding offices.

These loads are sporadic and more intense than regularly occupied office areas.

Each debriefing room should have individual thermostatic control to avoid large temperature swings. Proposed Heating and Cooling Plant: The existing air-cooled chiller will be removed and replaced with a new, air-cooled, modular, heat recovery chilled water plant. The existing boiler plant will be removed and replaced with new boilers per the new base standard. Heating and cooling plant upgrades will include upgrades to the direct digital controls and circulation pumps as necessary.

Equipment in the main mechanical room will be rearranged to accommodate service clearance requirements for the new boilers.

2.2.4. Information and Communication Technology (ICT) Infrastructure Narrative: The telecom room includes the entrance facility with (2) 4-inch underground conduits containing twisted pair, coaxial and optical fiber entrance cables. The building entrance terminal is (2) 100 pairs units located on the west wall of the room along with a wall mounted optical fiber enclosure and the CATV head end. Grounding for telecommunications is provided on the same wall b the telecommunications main grounding bus bar which bonds the primary protection hardware, cable shields, metal equipment racks and overhead cable tray to the electrical service entrance ground. Horizontal distribution is provided from rack mounted patch panels located on the two 7' high, 19" EIA 310 compliant equipment racks bolted to the concrete floor and fastened at the top to the overhead, wire basket style, cable tray.

Horizontal cables include Category 6 {Cat-6) unshielded twisted pair {UTP) cables, multimode optical fiber cables and coaxial cables to the work station outlet locations throughout the entire building. The equipment racks also contain the local area network switches and cable management for patch cords interconnecting the horizontal cross connect with the network equipment providing voice and data

Renovation of Building 1500 7 network connectivity. Additional systems in the room include paging through (4) Bogen, wall mounted amplifiers located on the east wall and the cable television amplifier and taps located on the west wall. This space provides NIPRNet service and will remain in service to support the portion of the building that is not to be included in the new SIPRNet service area. A new telecom room will be provided to support the area to be served by SIPRNet connectivity. The new SIPRNet telecom room will be constructed within the bounds of the secure area with walls to structure and penetrations will be sealed for smoke, heat and sound. Dedicated conduits will be extended to the existing telecom room for backbone cabling and extension of the telecommunications grounding network. No ceiling will be installed and the space will be conditioned by a dedicated HVAC system with redundant distribution from the system serving the remainder of the secure area. Three, 7'. 2-post equipment racks will be bolted to the concrete floor and fastened to the overhead, ladder style cable rack. Vertical and horizontal cable management will be provided for routing cables and patch cords among the three racks. Backbone cables from the NIPRNet telecom room will include indoor, plenum rated, 12-strand, OS2 performance, optical fiber terminated in a rack mounted enclosure with splice trays for fusion splicing to preterminated LC pigtails and a 25-pair. 24 AWG, Category 3 cable terminated on 110 blocks at both ends. New horizontal cabling will be provided to work stations in the secure area to include (2) plenum rated, color coded, Cat-6 UTP and (2) OM4, multimode optical fibers on a 4-port, angled faceplate. Cables will be certified to specified performance levels and labeled with horizontal identifications and field adjustments noted on the redline markup drawings for creation of the record documents. Design will include special conditions and requirements for pathways and cabling in meeting rooms and briefing rooms for audio visual devices and presentation sources. The large assembly room will be provided with facilities for both NIPRNet and SIPRNet connectivity.

2.2.5. Furnishings Narrative: New furnishings are not including in the scope of work for this project. Furniture for this space will be moved over from building 146 where applicable.

2.2.6. Demolition narrative: To reduce overall project cost, efforts have been taken during the design phase to minimize demolition. Flooring and wall base trim throughout the work area will be removed and replaced. Where necessary, walls will be removed.

Doors, door frames and associated hardware will be removed according to the plan.

Wherever possible, doors, frames, hinges, closers and any other hardware will be salvaged and reused. Door locksets will be replaced throughout the project. Existing wall accessories such as mirrors, white boards, eye wash stations, etc. will be removed unless they are scheduled to remain. Existing millwork not planned to stay will be removed. Where walls are removed the ceiling grid will be removed and replaced with new grid and ceiling tiles. Existing components of the PA system

Renovation of Building 1500 8 located in walls that are scheduled to be removed will be removed and relocated if necessary. Refer to 4.2 Electrical Systems Narrative for work related to ceiling lighting, power, and controls. Refer to 4.3 Mechanical Systems Narrative for work related to ceiling diffusers

2.2.7. Anti-Terrorism Force Protection Narrative: The scope of the project is limited to an interior renovation. Therefore, ATFP measures involving modification beyond the exterior of the building walls, such as standoff distance, shall not be considered.

Exterior doors and windows will not be replaced. The air intake for mechanical systems is to be moved to the roof to limit airborne contamination potential. (Refer to section 4.3 above). A mass notification system is to be installed throughout the building. Where possible, existing components of the mass notification system will be reused. No structural changes to the building are anticipated.

2.2.8. Fire Protection Narrative: The existing building is NOT equipped with fire sprinklers.

A new sprinkler system will be installed throughout the building as part of this work. The new sprinkler system will be installed per UFC 3-600-01 and NFPA 13.

The existing fire alarm system will be demolished and removed. A new fire alarm/mass notification system will be installed per UFC 4-021-01 and NFPA 72 throughout the building.
