QUESTIONS & ANSWERS RELATED TO:
SOLICITATION W912J6-23-R-0003
In relation to the Solicitation RFP
Dated 24-May-2023
1. Will a site visit be provided for this evaluation task order?
ANSWER: Yes, Site Visit on the Prototypical Project was held on 10 May 2023 (immediately following the pre-proposal conference).
2. Are technical RFI’s intended or encouraged for this evaluation task order?
ANSWER: Yes, technical questions about the Prototypical Project is intended and/or encouraged.
3. RFP indicates a bid bond for values over $150k for this evaluation task order. Is a bid bond required?
ANSWER: This is a prototypical project and will not result in a task order award for project KNMD 200006 B3400 & 3416 Parking Re-Config, JBPHH-HI. A bid bond is not required for this RFP. The prototypical project is being used for pricing evaluation portion for MATOC evaluation purposes only. However, for MATOC evaluation purposes, offerors shall provide documentation of adequate financial resources as described in the solicitation RFP.
4. Shall the evaluation task order be bid entirely from the provided documents with no further information provided by the Govt? If No, Describe process.
ANSWER: No. Further information to the Prototypical Project will be provided unless changes to the SOW, Drawings, or RFI’s are incorporated into the Solicitation RFP via an amendment to the solicitation.
5. Please allow previously completed past performance questionnaires to be submitted with the proposal. Often once a PPQ is requested it is challenging to get the contracting officer or their representative to complete additional PPQs.
ANSWER: Previously completed past performance questionnaires WILL NOT BE ALLOWED.
Follow the instructions in Section 00110 Submission Requirements and Instructions of the Solicitation RFP and Exhibit C – Past Performance Reference Questionnaire package.
6. Is it acceptable for an offeror to submit previously completed past performance questionnaires from other agencies (e.g., naval facilities engineering systems command) in lieu of having the same previous customers complete and submit new RFP W912J6-23-R-0003 Exhibit C forms directly to the Contracting Officer for this procurement?
ANSWER: Same response as to question 5 above.
7. On page 19 of 127 of the document titled, “Solicitation RFP W912J623R0003.pdf”
2.4. PROPOSAL FORMAT, does the 10pt font pertain to clients response on past performance questionnaire exhibit C?
ANSWER: No.
8. On page 18 of 127 of the document titled, “Solicitation RFP W912J623R0003.pdf” 2.
PROPOSAL CONTENT verifying that only Volume 2, PART I – Technical Capability Proposal has a page limit of 20 single sided pages or 10 double sided pages.
ANSWER: Yes.
9. On page 110 of 127 of the document titled, “Solicitation RFP W912J623R0003.pdf”
8.2 KEY PERSONNEL DESCRIPTION states, “An individual Key Team Member may not hold more than one key role (Key Team Members consists of Project Mgr., Site Superintendent, QC Mgr. and Safety Mgr.) If the Seed SOW can be effectively and efficiently managed with dual hat roles in order to save Government unnecessary expense, would that be acceptable to Government? We will provide resumes qualifications for all Key Team Member positions to address the overall solicitation requirements.
ANSWER: Response to this Solicitation requires the following key personnel to be identified (an individual may not hold more than one key role) and pricing for the Prototypical Project should have separate four key personnel.
a. Project Manager
b. Site Superintendent
c. Quality Control Manager
d. Safety Manager
The Contracting Officer may allow dual roles depending on the nature of the project and complexity for FUTURE task orders. QCM and Supt are to be separate personnel. PM can double-hat as Supt or QCM but not both. PM, QCM, and Supt can double-hat as Safety. QCM and Supt are required onsite during any onsite work.
KNMD200006 B3400 & 3416 Parking Re-Config, JBPHH-HI is a Prototypical Project, not a seed project/seed SOW. No task order award will be made as a result of this Exhibit – this is for MATOC evaluation purposes only.
10. RFP Section 00100 Part 1, RFP Section 01000 Gen Req Part 4.e, i-ii, indicated task order set asides for 8a, HUB, WOSB and SDVOB over the life of the 5 years $50m MATOC. Is it intended to provide an equal percentage of task orders to all participants?
ANSWER: Every Contractor who is awarded a MATOC contract will be given a FAIR OPPORTUNITY to complete for the award of Task or Projects unless an exemption applies.
Fair Opportunity Exemptions
Urgent or emergency requirements
Services are unique or highly specialized interest of economy and efficiency
Satisfy the minimum guarantee
NOTE: THIS IS NOT A REQUIREMENTS CONTRACT
Other Times You May Not Be Given An Opportunity To Compete
KO May limit competition or exclude a contractor for the following reasons:
o Satisfy Agency Small Business Program Goals
Projects will be set-aside for 8(a) MATOC Contractors and/or HUB Zone and/or SDVB MATOC Contractors and/or Women Owned Small Business*
Failure to prosecute the work diligently on a current Task Order Award
Order outside your areas of consideration
* Task orders may be set-aside for socio-economic groups such as HUBZone, Service Disabled Veteran Owned Business, Woman Owned Small Business, etc. provided two or more contractors in the socio-economic group are awarded a MATOC Basic
11. Will the program be equally funded per year over the 5 years, or is the funding subject to being exhausted before 5 years?
ANSWER: Individual task orders will be placed against this Construction IDIQ MATOC not to exceed $50M total over the five-year period. The Contract does not have annual limitations on total amount of task orders yearly.
12. RFP Section 01000, Gen Req Part 4.d.i-v, Requirement to respond to emergency repair task orders within 120-minute window.
a. Will the contractor be offloaded if unable to meet this requirement for a single task order?
b. Describe how a contractor based on one island will meet this requirement for another island’s emergency response?
ANSWER:
a. Contractor will not be off-loaded if unable to meet this requirement; however, the contractor may lose their opportunity to be awarded task order under emergency conditions.
b. Contractor should include these capabilities (two-day or 120-minute response under emergency conditions, and contractor based on one island and meet the requirement for another island’s emergency response) on their proposal under Part I, Technical Capability Proposal; Subfactor 1, Experience and Capability. Proposal provided information will be evaluated based on qualifying factors.
13. RFP Section 01000, Gen Req Part 8, Key Personnel: Confirm, all task orders are required to have on- site Supt, SSHO, and QC regardless of scope and Price magnitude.
ANSWER: For future project task orders per Section 01000, paragraph 8, the following key personnel should be identified and submitted with your proposal:
a. Project Manager
b. Site Superintendent
c. Quality Control Manager
d. Safety Manager
The Contracting Officer may allow dual roles depending on the nature of the project (magnitude) and complexity. QCM and Supt are to be separate personnel. PM can double-hat as Supt or QCM but not both. PM, QCM, and Supt can double-hat as Safety. QCM and Supt are required onsite during any onsite work.
14. Will (DBIDS) access to all bases under this MATOC be provided for the 5 years or will passes be issued on a Task Order basis only.
ANSWER: DBIDS access is required on JBPHH-HI. Other HING base locations outside of JBPHH-HI do not require DBIDS access process, rather they will have their base specific access requirements. We can process DBIDS access to Key Personnel for the life of the HING IDIQ MATOC. For HING base units located outside of JBPHH-HI, the contractor shall comply with all security regulations imposed by the base/post commander and/or agency occupying the space where work is to be performed. Any necessary security clearances shall be obtained prior to commencement of work.
15. Provide the full specifications that will be applied to all task orders.
ANSWER: MATOC Master Specifications will be added as an attachment to the solicitation.
16. Please confirm what amount the offeror needs to bond up to for this contract. Page 104 of the solicitation states that the maximum Task Order limitation is $5 million.
Page 4 of the solicitation states that the maximum task order value is $10 million.
Which value is the maximum task order value for this solicitation when providing a bonding capability letter?
ANSWER: The maximum task order initial award amount is $5M, but with changes or modifications the task order amount may increase up to total $10M.
Dated 6-June-2023
17. Per the detailed price proposal table on Exhibit D (last page 8 of 8), is it correct to assume that the total will be the sum of CLINS 0001 (Base Bid), 0002 (Bid Opt 1) and 003 (Bid Opt 2) only?
ANSWER: Correct. Total amount is sum of CLINS 0001 (Base Bid), 0002 (Bid Option 1) and 0003 (Bid Option 2) only. Note: CLIN 0001 (Base Bid) amount is a total of subCLINS 001AA through 001AG.
18. Per the detailed price proposal table on Exhibit D (last page 8 of 8), is it correct to assume that CLINS 0001AA through CLIN 0001AG are solely used as a detailed breakdown of the Base Bid CLIN 0001 and thus is not to be included in the total line item at the bottom?
ANSWER: YES
19. I have logged into PIEE at the link:
https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?solNo=W912J623R0003 At that site, there is no obvious spot where I can upload my submission. Can you clarify where on PIEE I am to submit my proposal?
ANSWER: In order to submit an offer, you need to make sure your role in PIEE is Proposal Manager and then you should see an additional tab “Offer” within that solicitation on the PIEE website. See screen shot below.
https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/solicitation/proposals.xhtml There are videos how to submit offer in PIEE. Website link above.
20. Regarding Exhibit D. We are presuming that out of this Exhibit, our proposal only needs to include the 2 filled-out pages from this document on the 6th page (the 3 CLIN amounts) and on the 8th page (all line items shown in the detailed price proposal). We presume that no other pages of this document need to be included in our proposal. Is this correct?
ANSWER: Yes, just page 6 and 8
21. Again, regarding Exhibit D. The 7th page requests that a Construction Schedule be provided, along with a narrative discussing the scheduling process and resource allocations. However on page 21 of the RFP, under Volume 2 (Technical Capability section) there is mention of Subfactor 3--Scheduling methodology— which is further described on the same page under 3.2.6. Is the intent in the RFP for schedule and narrative to be provided in VOLUME 1 (PRICE) under Exhibit D, or is it to be provided under VOLUME 2 (Technical) (Subfactor 3)? We do not want to put it in the wrong VOLUME, and so have it be missed during the evaluation. Please advise.
ANSWER: Provide Construction Schedule (Gantt chart) in Volume 2, subfactor 3. Scheduling Methodology. Note: The Construction Schedule does not count toward the 20 page total of Volume 2, Part I.
22. See 3.1.6.1 on page 20 of the RFP. It states that ""Offerors shall provide all price/cost information necessary to provide a meaningful basis for Government's analysis and evaluation of price/cost for the project set forth in Section 00120 of this solicitation. Please confirm that this is not requesting additional detailed pricing information beyond the pricing requirements found on page 6 and 8 of the Exhibit D.
ANSWER: Yes, confirming that no additional detailed pricing information required beyond the pricing requirements found on page 6 and 8 of the Exhibit D.
23. See RFP page 19 of 127, items 2.4.4 and 2.4.5. Those sections indicate that the overall structure of the submissions will be broken out by TABS. While I understand that since this is an electronic submission, no traditional hardcopy TABS will be included, it still seems like the RFP would like us to provide an organizational approach that breaks submission components into TABS (easily done electronically). Typically, an RFP would assign specific ""TABS"" to specific topics, so that all proposals have topics organized under the same TAB structure. This RFP does not identify information requested according to TABS. Are we free to organize the various requested topics as we see fit, and rather than calling out specific TABS, just identifying proposal sections by topics?
ANSWER: Tab indexing will be used to identify sections as appropriate, e.g. be sure to “tab” each of the subfactors: Experience and Capability, Key Personnel, etc. in a logical manner.
24. This question regards the Exhibit A submissions (3-5 projects). On page 21 of the
RFP, under the Vol 2, Part I, Section 3.2.1 states that Exhibit A Part 1 info will be used for Subfactor 1 (Experience and Capability).
a. Are the Exhibit A submissions supposed to be provided in this part of the proposal? (Namely under Volume 2, Part 1)? If so, given that there is a 20 page limitation on this section (clearly stated on page 18 of RFP), if we submit 5 projects at 3 pages each, we will have used up 15 of the 20 pages allocated to this Section. Maybe we are just supposed to summarize our Exhibit A past projects in this section, and not submit the Exhibit A's themselves here. Please clarify.
ANSWER: Exhibit A, Parts 1 and Part 2 submissions go into Volume 2, Part II, Past Performance Information.
For Volume 2, Part I, Offeror Technical Capability Proposal, Subfactor 1 – Experience and Capability, please refer to pg 21, paragraphs 3.2.1. through 3.2.4.
25. See RFP page 22, item 3.3.10.
a. If we provide a FINAL CPARS rather than the Exhibit C Package, do we just print it as a PDF and include it in our PDF'ed Submission?
b. Furthermore, then we will only need to provide the Exhibit A Part 1 for that project. Is this correct?
ANSWER: a. Yes, a FINAL CPARS may be included in your PDF’ed submission in lieu Contracting receiving Exhibit C’s (Past Performance Reference Questionnaires’) from your prior clients.
b. Yes, provide Exhibit A, Part 1 for each particular project. Exhibit A, Part 2 need only be provided once in your submission package.
26. Regarding the Volume 2 Part II, Past Performance Information: On page 22 of the RFP, there are various requirements/attributes which the selected and submitted past performance projects must possess.
a. In reading sections 3.3.4 and 3.3.6 about this, is the request for us to select projects that match the Prototypical Project Scope, or can the projects match the general scope of projects associated with Task Orders under this MATOC (for instance, see Section 00100, 1.1, 1.1.2, 1.1.3, 1.2, 1.3.)?
b. Is it a requirement that the selected projects are for the federal government (see p. 22, 3.3.6), or can projects be for other types of entities also?
c. On page 3.3.6, the location is mentioned as a desired attribute. Does this mean, for instance that jobs must be in HI? Or does it mean Defense Facilities--can you clarify what "location" means?
ANSWER: a. Past performance should be matching with the scope of the MATOC projects as identified in Section 00100, paragraphs 1.1, 1.1.1 – 1.1.3, 1.2. and 1.3.
b. Instructions for page 22, paragraph 3.3.6 ask for the client type like federal government. The solicitation did not require federal government client type only.
c. Again, the solicitation did not specify Hawaii or Defense Facility but consider the similarity in terms of project geographic location.
27. It takes a lot of time to get folks to respond to the Exhibit B requests and to the non- CPARS past performance questionnaires. We are anticipating many more answered RFI’s that we will need to review and send out to our subs for the seed project bid. Is there any thinking that the response date may get delayed past the 13th.
ANSWER: We have extended the RFP offer due date to 20-June-2023, 03:30 pm, Hawaii Standard Time (HST).
28. See Volume 2, Part 1 (Offeror Tech Capability.) For Subfactor 2: Organization and Key Personnel: The request here is to provide org chart, key personnel, etc. Please confirm that the desired response is to be focused on the Prototypical Project--it is not to be focused on our full capabilities in responding to any and all Task Orders under the MATOC. An example would be: although there may be D-B Task Orders under the MATOC, we are to stay focused, in our proposal, on our capabilities related to fulfilling the requirements of the Prototypical project only. Please confirm.
ANSWER: See page 25 under Factor 1, Technical Capability; “Evaluation of the offeror’s proposal shall address each subfactor as it applies to the prototypical project and future requirements as detailed in the RFP.”
29. Where should we place Exhibit D in our bid package? We would like to suggest placing Exhibit D under Volume 1, Paragraph 3.1.6.
ANSWER: Yes, Exhibit D is part of your Volume 1, Price/Cost Information and Pro Forma Documents. Paragraph 3.1.6. pertains to that.

Each additional 9 hour period or portion thereof will cost $600. The contractor is responsible for additional days of portion thereof for escorts at its expense and should be factored in their initial proposal if needed. The flightline must be secured without escorts overnight. Escorts are required anytime there is work occurring inside the flightline fence.
Upon demo of the existing fence the flightline fence changes to the new fence location and the entire jobsite will be considered inside the flightline. A temp fence may be used to change the flightline boundary.
