Q1. How do I access the files/documents for the Project?
A1. See, Sections 4.4, 4.5 & 4.7 of the FBO Vendor Guide available for download in PDF format via the Federal Business Opportunities / FBO Home Page. See also, Section 00100 of the Solicitation. Additionally, to view and/or download Export Controlled Materials, a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the DLA Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). Questions about this program or DD Form 2345 should be addressed to U.S./Canada Joint Certification Office, DLA Logistics Information Services (DLIS), Federal Center, 74 Washington Avenue North, Battle Creek, MI 49017-3084. The Joint Certification Office may be contacted by telephone at: 1-(800) 352-3572; or email: jcp-admin@.dla.mil.
Q2. I am trying to access the [export controlled] packages and have a number as assigned on DD Form 2345 but cannot get the packages to open. Our DD 2345 Number is ####### expiration ##/##/2015.
A2. The U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that mailto:jcp-admin@.dla.mil companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their CCR registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance.
Q3. Please help me access the locked documents for solicitation W912J6-15-R-0007.
A3. Reference answers A1 and A2 above. After your firm contact and submits a DD Form 2345 to the Joint Certification Program (JCP) which is administered by the DLA Logistic Information (contact information provided in A1) your firm can send proof of this application and submission via a copy of the email receipt from the JCP or DLA personnel that your certification is in process to manual.llanes.mil@mail.mil and copy to julianne.j.cooper.ctr@mail.mil . Pending receipt of the proof that your application is pednding certification the Contracting Officer may make the locked files directly available to your frim via AMRDEC SAFE. This access will not be granted if your firm does not apply for certification and follow the above mentioned instructions in A1 and A2.
Q4. We cannot download the specification and drawing documents for the subject bid with MPIN. Is there any way we can get the export controlled documents except applying JCP certification?
A4. See Item A3 Above.
Dated 05 Aug 15
Q5. Please confirm whether the Government would like Volume 2 Part 1 and Volume 2 Part 2 submitted together in the same binder or in separate binders.
A5. Submit Volume 2 Part I and Part 2 in the same binder
Q6. Due to pricing often coming in very close to the proposal deadline, would the Government please consider allowing Offerors to submit the electronic copy (CD/ DVD) of Volume 1 the following business day of the proposal deadline?
A6. No all proposal materials are due by the time and date specified on the SF 1442.
Q7. For ease of reading, would the Government please consider allowing 11x17 paper for the schedule?
A7. 11x17 paper is allowable for the schedule portion of the proposal only.
Q8. Section 001100, 2.4.2.1 says that "(Volume 2 Part 1) is limited to 15 pages", while Section 00120, 2.1.1, states "Technical Capability is limited to fifteen (15) double sided pages. Please confirm whether the page limitation for Volume 2 Part 1 is 15 pages single sided or 15 pages double sided.

Q9. Refer to bid item 1000 (KNMD112001 Base Bid Minor Construction. What’s included in this item 1000?
Does item 1000 have separate items to be priced other than options (option 1 thru 4) or item 1000 is just the sum of option 1 thru 4 (item 1001, 1002, 1003 and 1004? AN101 and AN102 indicate the same area for item 1000 (minor construction), 1002 (Option 2) and 1003 (Option 3).
mailto:manual.llanes.mil@mail.mil
A9. The drawings and specifications for project KNMD112001 clearly note/define which scope and items are to be included in item. Please review the solication. CLINs #1001, #1002, #1003, and #1004 are not included in item #1000. See question #10 and associated response to address last item in this question.
Q10. Refer to bid item 1002 (option 2 mezzanine area 1) and item 1003 (option 3 mezzanine area 2). What’s the difference between these two options? AN102 points out the same area.
A10. Drawing AN102 notes “Options 2 and 3 For Mechanical Platform see Structural Drawings”. Structural Drawing S-102 and associated reference other structural drawings address limits of the incrementally partitioned mechanical platform.
Q11. Note in L-101 and L-201 states that “ALL WORK ON THIS SHEET IS DEFINED AS MINOR CONSTRUCTION”. Therefore our assumption is that item 3000 (KNMD112006-base bid minor construction) is just the sum of bid item 3001 (option1) and 3002 (option 2). Correct?
A11. No. Sheets L-101 and L-201 are each to be addressed separately.
Sheet L-101 Note states “Installation of screen soil, Bermuda grass, and temporary irrigation system is defined as repair work. All other work on this sheet is defined as minor construction. So, part of this sheet’s scope and costs will be allocated to CLIN 4000. In addition, the minor construction shown on L-101 is broken into three allocations, base bid items (CLIN 3000), option 1 items (CLIN 3001) and option 2 items (CLIN 3002). Drawing L-101 notes for each item on the drawing – which allocation it belongs in.
Sheet L-201 has two general notes. One note states “All work on this sheet is defined as minor construction.”. The second note then describes the portions of construction on this sheet that is allocated to the base bid (CLIN 3000), the portions of construction on the sheet which is in option 1 (CLIN 3001) and the portion of construction on the sheetwhich is in optin 2 (CLIN 3002).
Q12. Please see the excerpt from the Section 00010 below. Does #4 and #5 have $710,000 limitation respectively or $710,000 limitation applies to both #4 and #5 combined?
4. Reference DFARS Provision 252.236-7006 Cost Limitation. There is a $710,000 limitation on

A12. The Minor Construction limitation of $710,000 applies respectively. It is not combined.
Section 00010 Note 4 indicates there is a $710,000 limitation on CLINs 1000, 1001, 1002,1003, and 1004. In order for the Government to award CLIN 1000 (KNMD112001 Base Bid Minor Construction) this line item cannot exceed the $710,000 limitation. In order for the Government to consider award CLINS 1001, 1002, 1003 and 1004, the total of all items including CLIN 1000 cannot exceed the $710,000 limitation. The $710,000 limitation applies to all items funded by minor construction for Project KNMD112001.
Section 00010 Note 5 indicates that there is a $710,000 limitation on CLINs 3000,3001, and 3002. Q20. Reference : C-501 – Temporary construction fence
a. The post are to be installed in tires – what tire size?
b. Specs required the fence to be no more than 2” off the ground, we would like to ask if there is available specs for tire base fence post.
c. Note regarding the fence being able to withstand wind from jet blast? Due to no information withstand, we would like to ask providing of post design based on tire.
A20. A) The Contractor is responsible for the construction fence around the jobsite and the fence along the apron edge withstanding aircraft engine exhaust. Contractor is responsible and liable for the installation and maintenance of this fence. BMcD nor HIANG is liable for the installation and maintenance of this fence. As an example, the Contractor can look at past fences utilized on the airport by other contractors such as jersey barriers on the bottom with chainlink on top, just plain chainlink with additional backbracing posts, or other means and methods. Details indicated on the drawing are just an example to show the height and material type to be used, not a designed fence.
Typical jet blast in the area of this fence is not expected to exceed typical windy days on the island that can/will reach more than 50mph. Maximum 2” clearance is to prevent FOD, tools/equipment, or personnel from passing under the fence
Q21. For the permanent fence Reference : AN 103
Question : Is this fence galvanized or PVC coated?

Q45. Detail 2/AN-801 indicates weather proof electrical outlet but it's not shown in the electrical drawings.
Please verify what panel and circuit number it should be connected to.
A45. Will be addressed in Addendum #02.
Q46. Please refer to spec 321313, 2.04, C, 5 and attached inquiry from Hawaiian Cement. Please confirm if the design team will accept the waiver of air entrained concrete due to no freeze thaw exposure.
A46. The spec section, 32 13 13 Concrete Pavement for Parking Lots, referenced is for the site concrete pavement like the concrete ramps up to the overhead doors, etc. The external concrete will require air entrainment as specified. While the state of Hawaii does not encounter freezing temperatures on Oahu, the pavements do encounter thermal changes and the air entrainment adds durability. Relative to the finishing concerns, please see specifications and drawings – exterior concrete receives broom finish – not a trowel finish. The building slab concrete floor is a different specification section by the Structural team (33 00 00), and the structural drawings. The building floor slab does not have air entraimment.

A47. Hardware spec is 087050. There is no 087100 specification in project. Please see section 087050 for all door hardware requirements.
Q48. We understand that the deadline for RFIs has passed. However due to the complex nature of this project and a bid proposal that requires the pricing of several options, we would like to request your consideration to extend the proposal due date by at least one (1) week. We've also received several similar requests from our subcontractors/suppliers and therefore hope you will consider and grant such an extension.
A48. The government is unable to grant this request, due to fiscal year requirements. The due date for the receipt of proposals remains unchanged.
Q49. We would also like to request your consideration to extend the due time to the normally experienced bidding time of 2 p.m. The current time of 10 a.m. does not allow much time to incorporate subcontractor/supplier pricing that is normally received the morning of the bid. Furthermore, as delivery of the proposal is required to Kapolei, a 10 a.m. due time exposes Offerors to morning traffic. As ultimately a 10 a.m. due time lessens the time an Offeror has to put together a competitive proposal, please consider a 2 p.m. due time.
A49. The government is unable to grant this request, due to fiscal year end requirements. The due time for the receipt of proposals remains unchanged.
