INTRODUCTION
A limited hazardous materials survey was conducted by TRC at the Hawaii Air National Guard Jet Engine Repair Shop Building, B3416, located at Joint Base Pearl Harbor Hickam. Building 3416 is a two story, metal structure with metal roof which was reportedly built in 1976 and contains approximately 32,080 square feet of floor space. TRC understands building B3416 is used by the Hawaii Air National Guard for the repair of jet engines.
The limited hazardous materials survey included an interior and exterior asbestos survey, inspection and sampling for lead containing paints, identification of suspect poly chlorinated biphenyl (PCB) containing equipment and identification of suspect mercury containing equipment. Mr. K. Heath Howard (HIASB-2836), AHERA certified Asbestos Building Inspector and Hawaii Lead Risk Assessor (PB-0438), conducted the inspections and sampling activities on October 17 and 18, 2012. Please note that TRC was unable to fully inspect the Northwest Carpeted Areas on the Second Floor due to restricted access.
BACKGROUND
Asbestos Containing Materials
The Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA) and the State of Hawaii Department of Health (DOH) define an asbestos-containing material (ACM) as any material containing more than one percent (>1.0%) asbestos by weight. In addition, ACM are designated as:
Friable asbestos - material which can be crumbled, pulverized or reduced to powder by hand pressure, a.k.a. Regulated Asbestos Containing Materials (RACM).
Category I Non-friable - includes resilient floor coverings, asphalt roofing products, gaskets and packing.
Category II Non-friable - any non-friable ACM that is not in Category I (i.e. Asbestos-cement (Transite) siding or roofing material).
Asbestos Sampling Procedures
The survey was conducted in accordance with the sample collection protocols established in 40 CFR 763 (AHERA), 40 CFR 61 Subpart M (NESHAP) and HAR 11:501-504 (Hawaii asbestos rules). A summary of survey activities is provided below.
Survey activities began with visual observation of the exterior and interior areas of the areas of the building to identify homogeneous areas of suspect ACM. A homogeneous area consists of building materials that appear similar throughout in terms of color and texture that does not extend to other buildings or floors. Visual assessments were conducted in accessible areas of the building. Building materials identified as glass, wood, masonry or metal were not considered suspect ACM.
A physical assessment of each homogeneous area of suspect ACM was conducted to assess the friability and condition of the materials. Friability was assessed by physically touching suspect materials.
Based on results of the visual observation, bulk samples of suspect ACM were collected in accordance with State of Hawaii Department of Health (DOH) sampling protocols. Samples of suspect materials were collected in each homogeneous area. Bulk samples were collected using wet methods as applicable to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker. One-hundred and eight (108) bulk samples were collected from building B3416.
All asbestos bulk samples were submitted under proper COC documentation to the laboratory.
Bulk samples were analyzed by PLM utilizing the EPA’s, Method for the Determination of Asbestos in Bulk Building Materials, EPA 600/M4-82-020. Analysis by PLM was performed by visual observation of the bulk sample and slides prepared of the bulk sample for microscopic examination and identification. The samples were analyzed for asbestos (Chrysotile, Amosite, Crocidolite, Anthophyllite, and Actinolite/Tremolite), fibrous non-asbestos constituents (mineral wool, cellulose, etc.) and non-fibrous constituents. Using a stereoscope, the microscopist visually estimated the relative amounts of each constituent by determining the estimated area of the asbestos compared with the area estimate of the total sample.
Paint Chip Sampling
Paint chip samples were collected from painted surfaces to determine total lead content and assist in determining Occupational Safety and Health Administration (OSHA) requirements with respect to construction activities which may disturb lead-containing paints. Nine (9) paint chip samples were collected from building B3416.
All paint chip samples were submitted under proper COC documentation to the laboratory.
Samples were analyzed by Flame AAS utilizing the Environmental Protection Agency’s (EPA) Test Method for Evaluating Solid Waste, Physical / Chemical Methods, EPA SW-846 Method 7420.
Laboratory Analysis
Laboratory services were provided by LA Testing, a National Voluntary Laboratory Accreditation Program (NVLAP) certified laboratory (NVLAP code #200232-0) and an Environmental Lead Laboratory Accreditation Program (ELLAP) certified laboratory (ELLAP #102814), located in South Pasadena, California.
Suspect PCB Containing Equipment
TRC identified the approximate number of fluorescent light ballasts and electrical transformers in the building as part of the hazardous materials survey. TRC’s inspection did not include a determination as to whether the light ballasts or electrical transformers are in fact PCB containing.
Mercury Containing Fluorescent Light Tubes and Thermostats
TRC identified the approximate number of fluorescent light tubes and thermostats in the building as part of the hazardous materials survey. TRC’s inspection did not include a determination as to whether the fluorescent lights and thermostats are in fact mercury containing.

RECOMMENDATIONS
Asbestos Containing Materials
Results of laboratory analysis confirmed asbestos was identified within some of the bulk samples collected. The asbestos-containing materials were found to be in good condition at the time of the inspection. Removal of asbestos-containing materials should be performed by a State of Hawaii licensed asbestos abatement contractor, and should be handled, stored, and disposed of according to all local, state, and federal regulations.
Any materials uncovered during renovation or demolition activities that are not addressed in this inspection report, or presumed asbestos containing materials (PACM), must be sampled by an accredited asbestos inspector prior to any disturbance, or they must be treated as asbestos containing (ACM).
Lead Containing Paints
Results of laboratory analysis confirmed that lead was detected in some of the paint chip samples collected. TRC recommends that any demolition or renovation activities which may disturb painted surfaces be conducted according to the OSHA requirements regarding lead in construction (29 CFR 1926.62).
Suspect PCB Containing Light Ballasts and Electrical Transformers
Suspect PCB containing fluorescent light ballasts and pad mounted electrical transformers were identified in B3416. Fluorescent ballasts manufactured prior to January 1, 1978 or ballasts that are not labeled “No PCBs” must be considered PCB containing unless testing proves otherwise.
The two pad mounted electrical transformers should be assumed to be PCB containing until proven otherwise.
Mercury containing fluorescent light tubes and suspect mercury containing thermostats were identified in B3416. Fluorescent light tubes and thermostats that are scheduled for disposal must be managed according to applicable local, state and federal waste disposal regulations.

EMSL maintains liability limited to cost of analysis. This report relates only to the samples reported and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. Interpretation and use of test results are the responsibility of the client. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Samples received in good condition unless otherwise noted. Estimated accuracy, precision and uncertainty data available upon request. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample.
