MRT Instructor/Facilitator II

Q1. How many past performance examples would the government like to evaluate?

A1. There is no Min/Max for past performance examples. Each vendor has eight pages to demonstrate successful/relevant past performance.

Q2. Will the government extend the proposal deadline by two weeks to May 31st? As a small business, we do not have the bandwidth and manpower to easily support a two-week proposal turnaround time.

A2. No extensions granted at this time.

Q3. What does the "II" refer to? Does the government want the offeror to bid only MRT instructor level IIs or does the government want the offeror to bid all instructor levels necessary to teach the courses listed in 5.4?

A3. Level II is the basic level instructor need to facilitate a MRT level II. All positions should be quoted at level II

Q4 Will the Government confirm that MRTs are intended to instruct/facilitate SAFE Talks or is this a different type of instructor? Will the Government confirm that MRTs are intended to instruct ASIST or is this a different type of instructor?

A4. SAFE Talk and ASSIST are additional skill taught by Livingworks. SAFE Talk trainers do not require a prerequisite of MRT

Q5. Will the Government confirm the revision date of the version of ACE-SI to be facilitated? Will the Government confirm that attendance at the 2-day ACE-SI T4T instruction will be provided to certify the contractor's instructors prior to delivery of the 6 hour course?

A5. The government will provide a 5 day Train the Trainer course certifying individuals to teach the 2 day ACE-SI Instructor course ACE-SI revision date is TBD. Currently they are rolling out the preliminary certifications and teaching pilot courses. The governing AR 650-63 will govern this course but has yet to be published`

Q6. Are there current MRT Instructors supporting the fulfillment of the instructor to student ratio? Is the contractor responsible for fulfilling the entirety of the instructor to student ratio for the estimated workload provided or is the contractor supplementing the government's staff to fulfill the estimated workload levels? Will the government provide the current FTE numbers by MRT level so that each offeror has a fair level of understanding to provide an estimate? Will the government provide their anticipated training schedule for each course?

A6. Yes, there are currently 8 contractors already fulfilling those roles. The contractor is supplementing the government's staff to fulfill the estimated workload levels. The positions in this contract are minimum level 2 with the potential to become up to a level 4. There are currently no updated government lists with MRT Levels. The training schedules for Level 1 MRT are built 3 years in advance. We provide a 2-week MRT course every month.

13. Are the ratios identified in the PWS accurate per course?

For example, if the instructor/ student ratio of 1/6 is an accurate reflection for the Master Resilience Training Level 1, then, in 2020, over 905 students went through the course. When divided by 12, equates to a little over 75 students per class. With the ratio of 6 students per instructors, we would need 12.5 instructors.

Technical Exhibit 3 29. Although each individual course is listed with the number of iterations per year and the instructor to student ratio is provided, there is no indication for what level instructor is needed for each course. If there is a need for Instructors at all 4 levels of MRT can you provide the instructor level expected for each course?

Instructors only need to Level II. Contract requirement is to provide level II
