Question: It appears that the volume of meals were consistent from 6/18 to 6/19 as compared to 6/19 to 6/20. However, there appears to have been an approximate 30% increase in this current year.

1. What was the reason for the increase?

1. Should the contractor expect the same volume going forward?

Answer (A): If you are referring to the quantities listed on the line items in the SF 1449 solicitation document, these are maximum quantities associated with the resultant IDIQ contract. Task orders will be issued against this contract “up to” the amount of the maximum quantities in the contract. The amounts listed are not guaranteed and the Government is not obligated to those “maximum amounts”.

Answer (B): Speaking for IDT and AT meal numbers only: the amount of WIARNG units training on Fort McCoy varies based on deployments, where units are conducting training (some may go out of state for an exercise) and their on-post feeding requirements. 2020 was full of statewide activation missions which decreased the need for meals at Fort McCoy through the current vendor. June 2021 and beyond should be back to a normal training schedule.

Again, speaking for IDT and AT meal numbers only: the same general volume as averaged in the last 5 years (throw out 2020) is expected in the next 5 years. Seasonal fluctuation to coincide with when WIARNG units train on Fort McCoy will continue. The main point is- if a WIARNG unit does not have their own cooks, they’ll be required to utilize the vendor when training on Fort McCoy.

Speaking for students (ARRTS) attending courses at the RTI, volume should increase slightly each year but it is really based on Government funds, politics, etc.

Question: I am checking to see the volume of personnel being fed/ if there are any requisite numbers of staffing positions that I have missed?

Answer: For volume of personnel being fed, see answers above. For requisite number of staffing positions, you are to determine the number required in order to successfully complete the requirements in the Performance Work Statement and include that in your onboarding plan portion of your proposal (See the 1449 solicitation, 52.212-1 ADDENDUM Volume 1, Technical Capability Subfactor 1).
