About this file
This document is an Amendment of Solicitation for Request for Proposal (RFP) Number W912HZ25R0010 for LAERF Landscaping Services for the Engineer Research and Development Center. The amendment adds a series of Questions and Answers (Q&A) providing critical details about the landscaping contract. Key details include an anticipated service scope of grass mowing every 2 weeks for 8-9 months annually, with other tasks performed on an as-needed basis. The site is located in Lewisville, Texas, and a site visit was held on August 11, 2025, though the visit was not mandatory.
The Q&A section clarifies several important contract elements, including that subcontractor past performance can be included in proposals, preferred invoicing is monthly, and specific service pricing should be provided per hour. The government will provide location and square footage details at each individual call level, and a site map has been added to the SAM.gov attachment section. Potential contractors can expect flexibility regarding equipment staging, with the possibility of leaving equipment in a designated area and potentially storing a shipping container on-site, subject to further discussion. The contract appears to be a new requirement with no incumbent contractor.

SUMMARY OF CHANGES
SECTION J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS
The following have been modified:
QUESTIONS AND ANSWERS
LAERF Landscaping BPA Q&A Q1. Anticipated scope or volume of work per year – Is there an estimated frequency of services (e.g., mowing cycles, arborist tasks) to help us plan labor allocation?
A1. We are anticipating needing the grass mowed every 2 weeks for 8-9 months a year. All other tasks are on an as needed basis.
Q2. Subcontractor involvement – Would it be acceptable for a subcontractor’s relevant past performance to be included in our proposal if clearly identified?
A2. Yes Q3. Access to the site – Is there an opportunity to visit the facility or request images to better understand site conditions?
A3. Site Visit will be held Monday August 11, 2025, at 9:00 am at 201 East Jones Street, Lewisville, Texas 75057 Q4. Preferred invoice format and timeline for payments under the BPA.
A4. We would prefer monthly, as services are completed is also acceptable.
Q5. Any additional guidance or clarifications that have been issued since the original posting.
A5. All guidance/clarifications are posted via amendments to this solicitation Q6. Can you please confirm the date of the visit.
A6. Monday August 11, 2025, at 9:00 am at 201 East Jones Street, Lewisville, Texas 75057 Q7. Is the contractor expected to itemize pricing according to the individual service examples listed, such as:
Arbor services for tree planting = $X, Mowing services around ponds and buildings = $X Or is a lump sum or generalized pricing approach more appropriate?
A7. We would like to see the pricing per service. We were expecting pricing per hour.
Q8. We are unsure about the expected frequency of services per month, the square footage, and the type of grounds at your facility. Additionally, the current pricing schedule lists a quantity of "1" with the unit labeled as "job." Could you please clarify if this implies we should price one comprehensive job that includes all services listed, performed simultaneously? If that is the case, we would need further clarification such as the estimated number of trees to be planted, trimmed, or removed, as well as details on other service quantities to develop a realistic and competitive proposal.
A8. The tree removal and planting will be on an as needed basis, we do not have specified number per year.
The grass cutting and weed eating will be requested every 2 weeks for about 9 months a year.
Q9. Any insight into how the incumbent contractor previously managed these services, along with the awarded pricing, would be extremely helpful.
A9. This is a new requirement.
Q10. Are you able to provide answers or any available diagrams/plans that would aid in determining the following: Location & selection of trees to be installed and Location & square footage of pathway A10. Location, selection, and square footage will be provided at each individual call level Q11. Is it possible to obtain a site map that clearly outlines the areas included in the scope of work, as well as any areas excluded?
A11. A site map has been added to the attachment section of the solicitation on SAM.gov.
Q12. Regarding fence and road maintenance, there was some ambiguity. Could you confirm the exact area beyond the fence/road that we will be responsible for maintaining (e.g., 5 ft, 10 ft, etc.)?
A12. Areas will be provided at each individual call level Q13. Was the site visit mandatory or can we conduct a site visit on our own time and still be considered?
W912HZ25R0010
A13. The site visit was not mandatory however no additional site visits will be held. A site map has been provided to the attachment section of the solicitation on SAM.gov.
Q14. Are drainage channels ever completely dry along the bottom or are they constantly wet? I saw some Cat Tails in the middle that made me think the bottom of the channel stays wet.
A14. They are wet when we have a lot of rain, they are dry when the drought conditions set in. The condition of the ditches will be disclosed at the time of the request.
Q15. Will there be a designated "staging area" for our crews to work from?
A15. There will be an area for all crews to park and unload equipment and supplies.
Q16. During the initial clean up, can we leave equipment overnight? We understand you would assume to risk for the equipment.
A16. The equipment can be left in the designated area away from our studies and personnel areas.
Q17. During the term of the maintenance contract would it be possible for us to leave a "Shipping Container" on site for us to store equipment?
A17. This might be a possibility, but it would need to be discussed, and a designated area assigned. We assume no risk for any equipment damage.
