Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the instructions provided.
1.3 In accordance with the Federal Acquisition Regulation (FAR) 4.1102, offerors and quoters are required to be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements. You may register at the SAM website, www.sam.gov.
1.4 Who May Submit a Proposal. The requirement is being set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) competition; any legally organized firm that has a current registration in SAM may submit a proposal. Offerors submitting as a joint venture must provide the agreement forming the joint venture.
1.5 Offeror's Responsibility. It is the offeror's responsibility to ensure the completeness and accuracy of his or her proposal. Corrections will not be made by the Government. Errors in the proposal will be considered, among other factors, as a reflection of the offeror's technical and management capability.
1.6 Policy on Requests by Prospective Offerors for Assistance in the Preparation of Proposals. It is the policy of the Corps of Engineers to not provide any assistance to prospective offerors in the preparation of their proposals.
However, this is not meant to preclude offeror's requests for information or clarification. Information will be provided if it is available and releasable, while clarification will be provided in all cases. Please see section 2.0 Communications Concerning the Solicitation for further information.
1.7 Offerors shall respond to all requirements of the solicitation document. Offerors are cautioned not to alter or disassemble the solicitation.
1.8 The written proposal will be the primary basis on which the Government will determine the capability of the Offeror to perform this work. It shall be specific, complete, thorough, clear and concise, and must address each requirement stated in the Performance Work Statement.
1.9 The proposal shall not merely offer to comply with the Government's requirements by simply restating them, but shall specifically describe the means of accomplishment. The proposal in its entirety shall be specific, detailed, and complete to demonstrate that the Offeror has a thorough understanding of the solicitation requirements. Statements such as “the Offeror understands, can or will comply with the requirement listed in the Performance Work
Statement”, statements that paraphrase the Performance Work Statement, or ambiguous phrases such as “standard procedures will be employed” or “well known techniques will be used” will be considered unacceptable.
1.10 Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal is not desired and may be construed as an indication of the Offeror’s lack of cost consciousness. Elaborate artwork, expensive paper or bindings, and expensive visual or other presentation aids (with the exception of technical drawings and figures) are neither necessary nor desired. The proposal shall contain all the pertinent information in sufficient detail in the one area of the proposal where it contributes most critically to the discussion.
When necessary, the Offeror shall refer to the initial discussion and identify its location within its proposal.

The Offeror shall demonstrate relevant corporate experience related to the evaluation criteria. Recent Relevant experience is experience (within the last 5 years) that is of the same or similar scope and complexity to the work described in the Performance Work Statement, and is to demonstrate its corporate experience, the Offeror shall identify up to three (3) of its most relevant contracts or efforts within the past two (2) years, and provide any other information the Offeror considers relevant to the requirements of the solicitation. Offerors shall provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation.
The project description shall clearly describe the projects. The Government will not assume any project characteristics that are not specifically identified and described. The offeror may describe how the project contained the elements described above meets the requirements of this factor. The submission must contain sufficient information for the Government to determine whether the project meets the requirements of 3.7.4.
To the extent that the Offeror intends to subcontract significant portions of the effort, for each subcontractor the Offeror shall identify up to three (3) of the most relevant contracts or efforts within the past two (2) years and provide any other information the Offeror considers relevant to the requirements of the solicitation. “Significant”, in this case, means work efforts involving more than 4,000 man hours per annum. In evaluating subcontractor experience, the relevance of subcontractor experience will be determined based on the scope, complexity, and magnitude of the aspects of the work in the solicitation for which the subcontractor is proposed to perform.
Therefore, the proposal shall detail clearly the aspects of the work in the solicitation that each subcontractor is intended to perform. The Offeror shall also provide information as to where the subcontractor fits into their organizational chart.
Demonstrate understanding/approach to meet requirements of Performance Work Statement.
3.8 Volume II - Past Performance Proposal
The Offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past two (2) years that is of the same or similar scope, complexity, and magnitude to that which is described in the solicitation (as explained under the Experience subsection).
If the Offeror has limited experience within the past two (2) years, but does have relevant experience beyond two (2) years in the past, a full description of this past experience must be given along with a narrative describing why this past experience is still relevant and what steps have been taken over the intervening time span to retain the necessary technical expertise and capability to fulfill the requirements of the Performance Work Statement.
Offerors are reminded that both independent data and data provided by Offerors in their proposals may be used by the Government to evaluate Offeror past performance. Since the Government may not necessarily interview all the sources provided by the Offerors; it is incumbent upon the Offeror to explain the relevance of the data provided. The Government does not assume the duty to search for data to cure problems it finds in the proposal. The burden of providing thorough and complete Past Performance information remains with the Offerors. Proposals that do not contain the information requested risk rejection or less than acceptable performance rating by the Government.
Past Performance Questionnaire – The Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Volume II, Past Performance. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed Past Performance Questionnaires should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from the client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment A), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Amanda Andrews and Sonia Boyd via email at Amanda.Andrews@usace.army.mil and Sonia.J.Boyd@usace.army.mil prior to proposal closing date. Offeror shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Also include performance recognition documents received within the last two (2) years, such as awards, award fee determination, customer letters of commendation, and any other forms of performance recognition.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all CAGE/UEI numbers of team members (subcontractor, partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
The Government wants to ensure timely contract award. To that end, Offerors are encouraged to submit Past Performance information before the solicitation close date to enable the Government to begin contacting references.
New Corporate Entities -- New corporate entities may submit data on prior relevant and recent contracts as explained under the Experience subsection (within the last two (2) calendar years) involving its officers and employees. However, in addition to the other requirements in this section, the Offeror shall discuss in detail the role performed by such persons in the prior contracts cited. Past performance information on work for state and local governments, private sector clients, and subcontractors that are similar to the Government requirement will be evaluated equally with similar federal contracts. Offerors may submit information on key personnel, major subcontractors, and work performed as part of a team or joint venture and other previous reincarnation of its current organization.

No changes, substitutions, or deviations from the accepted proposal may be made without the approval of the Contracting Officer. You, as the Offeror, agree that the explicit capability presented in your proposal shall be provided under this contract at the stated price.
*A formal site visit will be held. Prior to the submission of any proposals, all Offerors are required to visit the project site location to become familiar with the project requirements. A proposal will not be rejected only because the offeror fails to visit the project site. Failure to visit the project site will not relieve the Offeror from responsibility for performance of the work and compliance with the terms and conditions of any resultant contract. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract.
Offerors or quoters are urged and expected to inspect the site where the work will be performed.
