About this file

The document is a Questions and Answers (Q&A) file for a Landscaping Blanket Purchase Agreement (BPA) issued by the Department of the Army Corps of Engineers Engineer Research and Development Center for the LAERF facility in Lewisville, Texas. The solicitation (W912HZ25R0010) seeks a landscaping contractor to provide services including grass mowing, tree services, and grounds maintenance. Key service details include grass mowing every 2 weeks for 8-9 months annually, with tree removal and planting performed on an as-needed basis. The government prefers pricing submitted per service hour and per individual service type (e.g., arbor services, mowing), and a site visit is scheduled for Monday, August 11, 2025, at 9:00 am at 201 East Jones Street, Lewisville, Texas. This is a new requirement with no incumbent contractor, and subcontractor past performance is acceptable if clearly identified in the proposal.

LAERF Landscaping BPA Q&A

Q1.Anticipated scope or volume of work per year – Is there an estimated frequency of services (e.g., mowing cycles, arborist tasks) to help us plan labor allocation?
A1.We are anticipating needing the grass mowed every 2 weeks for 8-9 months a year. All other tasks are on an as needed basis.
Q2.Subcontractor involvement – Would it be acceptable for a subcontractor’s relevant past performance to be included in our proposal if clearly identified?
A2.Yes
Q3.Access to the site – Is there an opportunity to visit the facility or request images to better understand site conditions?
A3.Site Visit will be held Monday August 11, 2025, at 9:00 am at 201 East Jones Street, Lewisville, Texas 75057
Q4.Preferred invoice format and timeline for payments under the BPA.
A4.We would prefer monthly, as services are completed is also acceptable.
Q5.Any additional guidance or clarifications that have been issued since the original posting.
A5.All guidance/clarifications are posted via amendments to this solicitation
Q6.Can you please confirm the date of the visit.
A6.Monday August 11, 2025, at 9:00 am at 201 East Jones Street, Lewisville, Texas 75057
Q7.Is the contractor expected to itemize pricing according to the individual service examples listed, such as: Arbor services for tree planting = $X, Mowing services around ponds and buildings = $X Or is a lump sum or generalized pricing approach more appropriate?
A7.We would like to see the pricing per service. We were expecting pricing per hour.
Q8.We are unsure about the expected frequency of services per month, the square footage, and the type of grounds at your facility. Additionally, the current pricing schedule lists a quantity of "1" with the unit labeled as "job." Could you please clarify if this implies we should price one comprehensive job that includes all services listed, performed simultaneously? If that is the case, we would need further clarification such as the estimated number of trees to be planted, trimmed, or removed, as well as details on other service quantities to develop a realistic and competitive proposal.
A8.The tree removal and planting will be on an as needed basis, we do not have specified number per year. The grass cutting and weed eating will be requested every 2 weeks for about 9 months a year.
Q9.Any insight into how the incumbent contractor previously managed these services, along with the awarded pricing, would be extremely helpful.
A9.This is a new requirement.
