About this file
This document is Amendment 0003 to Solicitation W912HZ24Q0051 for Non-Destructive Ultrasonic Testing of Welds. The purpose of this amendment is to update the Question and Answer document.
The solicitation requires a contractor to supply eight (8) Level II nondestructive testing (NDT) technicians to conduct ultrasonic testing of 21 weld specimens each, for a total of 15.1 linear feet of weld testing. The testing will take place at the US Army Corps of Engineers Regional Rivers Repair Fleet (LR3F) Facility in Louisville, KY. The amendment addresses questions regarding the place of performance, technician experience requirements, and the solicitation timeline. The government provided examples of companies that have performed similar in-service weld inspections in the past 5 years, but did not extend the proposal due date. The government is also not willing to amend the requirement that all 8 inspectors have previous experience inspecting these specific hydraulic steel structure parts.

The following items are applicable to this modification:
Q&A Q1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A1. This is a brand-new effort with no incumbent.
Q2. Would you consider soliciting this work through our BPA contract?
A2. No this is a separate requirement and we need to be sure that the requirements can be met by the vendor.
Q3. Please confirm the place of performance, would it be in MS or KY?
A3. Kentucky.
Q4. The solicitation identifies that only recent experience (within the past 5 years) with hydraulic steel structures is valid. Can you confirm if the intent for UT technician experience is intended to be with in-service inspections only vs shop inspection of new structures? As far as I can see, the solicitation doesn't expressly say in-service inspection experience but it seems to imply that is the intent. Please confirm intent.
A4. We do not distinguish between in-service inspection and shop inspection. However, we do require the ability to height size, which is normally for in-service work.
Q5. The solicitation does identify experience within the past five years. If in-service inspection is intended, that would seem to be a large limitation of available technicians. It would seem likely that this will require a collaboration between several different NDT companies, which is fine. The difficulty is identification of which companies have performed this work in the past 5 years. Can USACE identify projects and/or companies in the past 5 years that have UT testing of in-service structures as a part of the scope of the project in order to facilitate viable candidates for this project?
A5. Examples include MISTRAS, ACUREN, OXARC, Fickett Structural Solutions, Intertek PSI, Mars Quality.
Q6. Assembling a qualified team and proposal for this work will take a considerable effort, in our opinion. The timeline of this solicitation is really short (20 days). Would the USACE consider extending the due date (currently Aug 26) to allow more time to address the complexities of putting together a team of qualified individuals for this work? We would recommend adding at least a month to the deadline.
A6. The scope of work (Section 3.3, Task 1) gives the contractor 45 days from award to identify the technicians and provide information on their qualifications. The requirement to provide information about the names of technicians and their qualifications along with the proposal was inserted by the Contracting Office. While this information would certainly be valuable in evaluating proposals, I would accept a demonstration of the contractor’s ability to assemble such a team. This contract must be awarded before the end of September 2024.
Q7. Is the government willing to amend the requirement that all 8 inspectors have previous experience inspecting these specific HHS parts and instead require a minimum of 5 years advanced UT experience?
A7. The government does not distinguish between in-service inspections vs shop inspection. However, we do require the ability to height size, which is normally for in-service work. The government is not willing to amend the requirement at this time.
Q8. Would the government be willing to extend the proposal due date?
A8. Not at this time.
Q9. Will you please identify all the types of UT the test requires, possibly including phased array UT or Shear Wave UT, or straight beam UT Thickness?
A9. We are doing weld inspections to detect, size (length and height), and characterize flaws. Inspections may be done using either conventional UT or phased array ultrasonic testing. No UT thickness testing is required.
