PERFORMANCE WORK STATEMENT (PWS)
Non-Destructive Ultrasonic Testing of Welds
Part 1 General Information
1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of Services/Introduction: This is a non-personal service(s) contract to use ultrasonic testing (UT) techniques to, detect, size, and characterize discontinuities in welded stell members of hydraulic steel structures
(HSS).
1.2 Background: The USACE owns and maintains thousands of hydraulic steel structures (HSS), which are distributed throughout the Nation. As they are used over time, HSS accumulate damage and periodic inspections are needed to assess the level of damage and determine the need for repair.
1.3 Scope: The Contractor shall provide non-personal service(s) for research tasks that utilize Level II nondestructive testing (NDT) technicians to detect, size, and characterize flaws in welded steel specimens representing a variety of joints in hydraulic steel structures (HSS). USACE will use the data generated by the NDT technicians to quantify uncertainty in NDT test results and assess the factors influencing that uncertainty.
Deliverables shall include a weld inspection report for each weld inspected. The weld inspection report form will be provided by the research team. The report will describe the location, size, and category (type) of each flaw detected, a diagram of each flaw, and inspection metadata as requested.
1.4 Objectives: The objective of this contract is to investigate methods of nondestructive testing (NDT) to help safely extend the life and operation of hydraulic steel structures (HSS). PART 3
SPECIFIC TASKS
3.1 Basic Services: The Contractor shall provide services for specific tasks associated with this contract.
Methods of nondestructive testing (NDT) are currently being investigated to help safely extend the life and operation of hydraulic steel structures (HSS). As part of this effort, the ERDC requires experiments using methods of ultrasonic testing to detect, size, and characterize flaws in welded steel specimens. The information acquired through these experiments will inform how ultrasonic testing is applied in the future to periodically inspect HSS to determine their condition and fitness for continued service. These specimens have been fabricated to represent an array of joints commonly encountered in HSS and contain 15.1 linear feet of weld. Each contains flaws that are also typical of those that might be found in HSS, including cracks, lack of fusion, incomplete penetration, slag inclusions, porosity, and laminations. NDT technicians will locate, size, and characterize the flaws in these specimens.
3.2 Overview:
Contractor shall supply eight (8) Level II nondestructive testing (NDT) technicians to conduct ultrasonic testing of weld specimens for research purposes. Each technician shall test 21 welds totaling 15.1 linear feet. These welds are distributed among 20 specimens representing a variety of butt joints, t-joints, and corner joints found in existing HSS (Exhibit A). Testing will take place at the US Army Corps of Engineers Regional Rivers Repair Fleet (LR3F) Facility, 2605 Shippingport Drive, Louisville, KY. Testing will take place during business hours (8:00 AM – 5:00 PM) and during consecutive weekdays (Monday – Friday) anytime from Tuesday, January 21, 2025 through Friday, February 14, 2025. The contractor shall select appropriate dates during this window of time when all eight technicians can be present at the facility at the same time.
Each Level II NDT technician shall be certified in accordance with either American Society of Nondestructive Testing (ASNT) Recommended Practice SNT-TC-1A or ANSI/ASNT CP-189. Each technician shall possess verifiable experience conducting ultrasonic NDT of USACE HSS on multiple prior occasions. Each technician shall provide an ultrasonic testing instrument and shall be fully capable of calibrating and operating that instrument.
During testing, technicians may not share or exchange ultrasonic testing instruments. Each technician shall supply all other equipment or materials that may be required for ultrasonic testing such as consumables (gel, rags, etc.).
Testing will take place outdoors, on barges, and around water. Contractor shall ensure that each NDT technician is equipped with the appropriate Occupational and Safety and Health Administration (OSHA) approved personal protective equipment (PPE) that is required at marine construction sites, including hard hat, steel-toed boots, a high visibility safety vest, and eye protection.
To maintain statistical independence of the experimental observations, it is critical that each technician work independently. Therefore, technicians may not discuss the results of their inspections with one another or otherwise share information about the specimens during or after the experiment. ERDC will supervise testing of the specimens to ensure technicians do not share information with one another. Upon the conclusion of each inspection, ERDC will collect all written notes.
ERDC will stage the 20 steel specimens at twelve or more stations throughout the testing facility. When a technician completes a station, ERDC will review each technician’s report and resolve any questions or discrepancies with the technician before the technician will be permitted to move to the next station. ERDC will direct the order in which each technician tests the specimens.
Technicians who participate in this study will not be associated with individual test results. Results will be reported in ways that do not reveal the identity of the technician. However, technicians may be identified as study participants in project reports and other documents.
The contractor shall supply a representative from its organization to be on site at the testing facility. The representative shall be present for the duration of testing and shall have an appropriate level of authority and experience to oversee and direct the Level II NDT technicians who are employed by or contracted to their organization.
3.3 Task 1: Identify NDT Technicians and Submit a Schedule for Testing

USACE personnel will direct the order in which the specimens are tested. Welds shall be inspected in conformance to the inspection requirements laid out in Task 2. Testing will be done through paint. NDT technicians shall add a 10 decibel (dB) correction factor to account for 8-12 mils of a three-coat vinyl paint system (System 5-E-Z).
Each technician shall inspect each specimen with the objective of detecting all flaws present, estimating the length and height of each flaw detected, and characterizing the category (planar, volumetric, or laminar) and subcategory of each flaw detected. Flaw subcategories include: 1) longitudinal/ centerline crack, 2) transverse crack, 3) toe crack, 4) root crack, 5) base metal crack, 6) incomplete joint penetration, 7) lack of fusion, 8) porosity, 9) slag inclusion, and
10) base metal lamination. Each technician shall supply all testing instruments, equipment, accessories, and supplies.
Technicians may not share or exchange ultrasonic testing instruments.
For each flaw detected, technicians shall report:
a. Start and stop locations using the conventional AWS X, Y, Z coordinate system as illustrated in Exhibit B.
i. The x-axis is perpendicular to the weld axis, the y-axis is parallel to the weld axis, and the z-axis is positive from Face A to Face B.
ii. USACE shall label the faces of each specimen to minimize confusion.
iii. Technicians may mark specimens using dry erase markers. No permanent markers (e.g.
Sharpies) may be used to mark the specimens. Technicians shall remove markings from the specimens upon completing the specimen.
b. The location of each flaw within the specimen shall be sketched in a diagram of the specimen, to be provided by the research team.
c. Flaw length, 𝐿 , shall be reported in accordance with AWS D1.1 along with the method used to estimate length:
i. Flaws oriented parallel to the weld axis shall be reported as: 𝐿 = 𝑦 − 𝑦 .
ii. Flaws oriented perpendicular to the weld axis (e.g., transverse cracks) shall be reported as:
𝐿 = 𝑥 − 𝑥 .
iii. Flaws oriented at between 0 and 90 degrees to the weld axis (i.e., skewed), shall be reported as:
𝐿 = 𝑥 − 𝑥 + 𝑦 − 𝑦 .
d. Flaw height shall be reported along with the method used to estimate height (e.g., 6 dB drop method).
e. Flaw category and subcategory shall be reported.
Each technician shall prepare one written report for each weld inspected. The report shall contain information as outlined in the Task 3 Deliverables: weld inspection report (below). The report shall clearly identify the specimen that was tested, location and length of all flaws detected in each specimen, and a diagram showing the location of each weld. Designated USACE personnel shall review the report to resolve any questions before the technician moves to a new inspection. At the time of this review, each technician shall remove all markings from the specimen and submit the inspection report to the reviewer along with all notes made during the inspection, including any digital records of the scan.
Technicians shall not discuss test results with one another or with anyone other than members of the research team.
The research team shall collect all notes, paper, or other records created during the inspection, including any digital records.
Task 3 Deliverables: WELD INSPECTION REPORT
Following completion of all weld inspections a Weld Inspection Report shall be completed. Weld Inspection Reports shall include the following:
1. Inspector Name (on each page).
2. Specimen and weld number (on each page).
3. Inspection date (on each page)
4. Inspection start time and stop time.
5. Description of the inspection procedure and instrument (make, model) used.
6. Description of inspection probe (make, model, number of elements) and the probe operating frequencies and inspection angles used.
7. Flaw tip location coordinates (X, Y, Z), length, height, character (type) and rating.
8. Determination if AWS D1.1 Requirements are met (Pass/Fail).
USACE shall provide the reporting form. A sample reporting form is provided in Exhibit C.
Submit all deliverables electronically to the technical POC. While this schedule is established to be complete by February 14, 2025, the total period of performance on this task order is 365 days from issuance of the notice to proceed (NTP) to allow for unforeseen events, such as any continued COVID related issues that might impact the schedule coordination.
