ERDC ELEVATOR MAINTENANCE AND REPAIR
QUESTIONS AND ANSWERS
*Noted Elevator Maintenance Discrepancy on System #3 Kone
Question
1. The last 5-year test was done in 2010 for System-3 (Kone EcoSpace) or B-3270 (ELHQ) and is currently 8 years overdue. The elevator will need to be weight tested to check elevator brakes, governor, and safeties. All safety switches, limits, door switches, and all other code compliant devices will also be checked during testing procedure.
Hydraulic Units Rupture Valve Test – On each unit that is equipped with a rupture valve, it will require a full load test. Test weights will be put on the elevator, the unit is to be ran greater than contract speed in the down direction in order to set the valve and ensure it will stop the elevator while also holding the capacity. The state of Mississippi has adopted the 2019 elevator code and this test is required on all rupture valves every 5 years. The valves have to be tagged with proper identification showing the test dates per 2019 code.
a. Response: In the Base Year of the contract the contractor shall perform the required 5 Year tests on all applicable Elevators in accordance with applicable Federal, State, and local laws, standards, codes, regulations, and directives.
Technical Exhibit 3 has been amended to add this requirement.
2. It is not mandatory in the State of Mississippi that the test be witnessed by an elevator inspection service. Due to the language of the bid documents, we are including the inspection fees in our proposal for witnessed testing on all these units. If you decide that you would like another proposal without the inspection fees included, please contact us so we can revise pricing.
a. Response: Even though we are the federal government, we are adhering to the State of MS mandates and requiring the elevator inspections per their statutes.
3. If a contractor is awarded the contract, do the 5-year test, and then find other issues that were preexisting they would do that separately at that time, using the guaranteed labor rates for straight rate labor per hour, included in the maintenance proposal.
a. Response: Any deficiencies found during inspections will be repaired using the reimbursable hourly rates in the contract. Please complete the Bid Schedule which includes hourly rates for repairs and service calls.
4. Although Base Year Lines 7 and 8 (Option) are reimbursable, you want to incorporate the projected 40 normal and 10 overtime service call incidents into the bid schedule?
a. Response: Please complete the Bid Schedule in Section L and include in your proposal. The provided bid sheet includes estimated hours for each hourly Rate.
NOTE: The quantities for hourly rates are estimated for price evaluation only and do not constitute the government to perform or award the estimated hours. The price proposal shall include a total number derived from the monthly costs/months, and hourly rates/estimated hours as outlined in the provided bid schedule for the base year and all option years. This will be used to determine price.
