Q1: Under Section 1.0 of solicitation reads
“This will include a wide variety of services such as minor new construction, sustainment, restoration and/or modernization services to include the following: Repair and Alteration of real and personal property facilities, e.g. maintenance, repair, and minor construction services relating to the following:
Mechanical, Plumbing, Structural, Electrical, Heating, Ventilation, and Air Conditioning (HVAC) Instrumentation repair incidental to construction, Asbestos and lead based paint abatement, and other environmental remediation incidental to the construction. Interior or exterior painting of buildings and structures. Storm water system improvement and repair. Other site work including site grading and drainage, landscape plantings, exterior irrigation systems, and retaining walls incidental to the construction.”
During the site visit we were told there is a primary previous contract with another company that would handle most of the items listed above as a primary and the work this JOC covers would mainly entail roadway work, curb, grading, drainage, underground lines, etc. Is the current contract the primary for all work listed in the solicitation and this JOC would be secondary contract for the work listed? Who is the contractor for this primary contract and when does that contract expire?
Government: The Government stated that this JOC solicitation is to insure there is no lapse in service for the ERDC in the case the current JOC contract expires and/or runs out of capacity. The SOW for projects to be completed for this solicitation is as listed in the solicitation. Projects will be on a case by case basis, and a determination will be made as to the means of execution of each requirement that is determined to be in the best interest of the Government. The current JOC contractor at the ERDC is South Dade Air Conditioning & Refrigeration. The current contract is scheduled to expire 6 April 2021.
Q2: Under the specs and solicitation it talks about time from award to time to be able to accept first contract “mobilization to acceptance of first contract” time frame. One section says 30 days, another says 15 days. Which is it?
Government: Statement of work Section 3.1.2 will be changed from 15 days to 30 days.
Q3: Historically (2018-2019) how many projects have been completed on base?
Government: The only guarantee of work under this contract is the $25,000 minimum guarantee. The current JOC contract was awarded in 07 September 2018 and has had Twenty-five (25) task orders awarded totaling $4,552,299.42.
Q4: Is there a “seed” project that kicks off this contract?
Government: The only guarantee of work under this contract is the $25,000 minimum guarantee.
Q5: The solicitation calls for prices for items 001 thru 003. Does the USACE wants just the coefficient or a hard money amount that includes the coefficient percentage?
Government: Only a Coefficient shall be placed in the Coefficient Factor box of the Bid schedule. There are four line items 0001-0004, see “Attachment A” of the solicitation.
Q6: During the site visit, we were told the Corps would design the projects and we would build but the solicitation calls for engineers on our side to design and build. Will we need engineering staff?
Government:
See Section 4.0 Technical Design Support and Section 6.0 Design and Construction Requirements.
Q7: Is there a disposal site on base?
Government: Disposal will be determined on a per task order basis.
Q8: Is there a USACE lab on base for use by contractor for asbestos, lead, compaction study, etc?
Government: No.
Q9: RMS is to be used for QC by contractor aka “QCS”. Will that be available to contractor once award is made? Timeframe?
Government: The use of RMS will be determined on a per task order basis. When the use of RMS is determined mandatory it will be provided to the contractor in the time frame adequate for implementation.
Q10: What software is needed to run AES and AutoCad requirements?
Government: E4clicks is the automated estimating system (AES) required by this solicitation. For acceptable Computer Aided Design and Drafting software see Section 3.2.4 Design/Drafting: Provide technical design and computer aided design and drafting (CADD) support compatible with USACE AUTOCAD version 2010 or MicroStation V8XM edition version 08.09.04.51 and capable of producing accurate design and drawings for each individual TO within the time constraints specified.
Q11: Primarvera’s scheduling programs should be used? Will that software be provided by the government?
The requirement for Primarvera’s scheduling programs is being removed from this solicitation and will be replaced by a COR approved schedule agreed upon by the contractor and the Government.
Q12: EM-35-1-1 will be the “bible”. Will contractor have access to manual with all changes?
Government: EM-385-1-1 is available for download free on line. If the contractor is unable to download a copy of the manual the Government can email a copy. https://www.usace.army.mil/Missions/Safety-and-Occupational-Health/Safety-and-Health-Requirements-Manual/
Q13: Are any projects for FY 2021 for this JOC in the development phase now? How many? Dollar amount?

The QCM, PS, and SSHO may be a single person if that person meets the qualifications of every position.
Q18: I understand that all these persons should be present on site when work is underway. Do these people have to be present on site if no work is underway?

Government:
a. A Scope of Work is created by the Government and a site visit held with the JOC Contractor to discuss the SOW before finalizing.

d. The contractor will create a proposal using e4clicks and submit to the Government.
e. The proposal will be evaluated by the government and if acceptable a task order will be awarded, if not acceptable negotiations will be required.
