Information Technology Laboratory (ITL Research and Development (R&D) Service Requirements

20 January 2016

Good Afternoon, welcome to ERDC Corps of Engineers and this is the Engineer Research and Development Center. My name is Davita Baloue and I am the contracting officer for this requirement. I am happy to see such a healthy turnout of vendors interested in this requirement.

Allison Hudson if you will, Allison is the person that your will be e-mailing and is the main point of contact for the requirements.

Today were going to talk about the Information Technology Laboratory (ITL). ITL has the requirement for Research and Development (R&D) support services, to support them with contracted professional services that the R&D needs.

Welcome again. The purpose today is to provide an overview of the solicitation and the process that we are going to use to select the vendor. I am also going to set some ground rules for communicating back and forth to myself and Allison ONLY about this requirement. Another purpose today is to provide an overview of ITL the Information Technology Laboratory and some of the things that ITL does, some of its research needs, and support services that they need.

Today’s presentation is only here in this room, our PowerPoint presentation, there will not be walkthrough or a site visit. So after my presentation and then Mr. Edward Huell that will conclude the presentation today.

(Disclaimer slide) There is one disclaimer; today’s presentation is for informational purposes just to talk about the requirement and to give you the overall process, the solicitation process and how we will select the awardee for this requirement. In the event of a discrepancy, between the information that is contained in this PowerPoint presentation, and hopefully there is not, in the event of a discrepancy the RFP which is a Request For Proposal/Solicitation will be the official document. It will take precedence if there is a conflict of information contained in the presentation. The RFP is the solicitation document, that is the official document and it governs this process.

(Communications Concerning the Solicitation slide) We talked about communication earlier and how we want to communicate (asked person to sign in)We talked about communications earlier there are a lot of people, a lot of different vendors in this room, sot there is going to be a lot of communicating that is going to occur. One point of contact for communications and that is Allison Hudson. You have her E-mail address is posted to FBO. If you go out there and look at solicitation and her information is there. All questions must be e-mailed to Allison Hudson. Numerous vendors have already submitted questions, started to submit questions. We are not prepared to answer those questions today. We are still building those answers, preparing those answers for you. So those questions that you have already submitted and any questions that you have at the conclusion of this presentation today will be drafted and an official formal amendment to the solicitation. So the solicitation as issued and any amendment to that solicitation is what is going to govern this process. So if you have any questions or if you have more please send them, and those will be answered in an amendment. That amendment will be posted to FBO, all vendors will get the same answers at one time. All vendors are privy to other vendor’s questions, everything is shared with all vendors at the same time.

(Communications Concerning the Solicitation slide)

I got a little bit ahead again, the question must be submitted to Allison. The government, we will accept questions up to seven calendar days before the closing of the proposal due date. If the proposal close date is February 22 then we will entertain or accept questions up to seven calendar days prior to February 22. Now if the close date is February 22, that could change but at this time it is February 22.

Last sentence (on the slide) it is the vendors responsibility to check FBO daily, and the closer it gets towards the close date I would check it multiple times during the day. Even though you have e-mailed a question to Alison we will not respond to your e-mail stating that we posted an amendment today – or we are going to post it tomorrow – or it is posted, it is your responsibility to check FBO constantly to look for your amendment to answer your question. And I would do this more frequently, several times during day, the closer it gets to the close date. Amendments must be acknowledged so once you get your packet with your proposal you must acknowledge all of the amendments as well.

(Scope slide) in a sentence the requirement basically is for professional services that support ITL Information Technology research needs. We have representatives here today from ITL Mr. Edward Huell and he is going to give you a little oversight, an overview, of the type of research that ITL does after my presentation.

(Typical services for R&D projects slide) This slide lists the typical types of services that are required.

These are just major headings or major categories, the solicitation talks more about them and also Edward may touch upon these as well in his presentation. Typical task orders, project task orders are issued in the contract might include work in support of say scientific software engineering support application research, sensors measurement and instrumentation research, geospatial analysis research, computer aided design, building information modeling research, data analysis, integration and assessment research, or computational analysis research, or a combination of all of those in the task orders. These are the different categories that were looking for.

(Summary of solicitation slide) This requirement, and hopefully all of you are aware that this is 100% set aside for competition for Service Disabled Veteran Owned Small Businesses. This requirement to compete or for competition you must be a Service Disabled Veteran Owned Small Business. This will be an indefinite delivery type contract (IDIQ) and we will make one award, a single award “SATOC” if you are familiar with that term Single Award IDIQ Contract. We will not have options. There will be a five year ordering period, rather than a base and a four year option. It will be awarded as a five year ordering period and we may issue during those five years multiple different types of task orders depending on the work depending on how definite the (PWS) is the procurement work statement. The more definite it is then it is going to be a fixed price type contract or task order. So the less definite or precise specifications are, looking at a fixed price level of effort or cost plus fixed fee type contract/task order.

So this single award IDIQ with a five year ordering period could have multiple, different types of task orders awarded under it.

(Summary of solicitation slide 1) The maximum capacity for the contract is five years and ninety-five million dollars ($95,000,000.00) so we could potentially issue work over the five years that totals up to ninety-five million, that is not guaranteed, that is not guaranteed. The only thing that we will guarantee an awardee or the successful vendor is twenty-five thousand. So the minimum guarantee if no work is ordered will be twenty-five thousand. But we could order work up to ninety-five million over the five year period. We will talk a little bit more about the last bullet but we will use the best value trade off process to select the vendor, this is not lowest price wins, we are going to use the best value trade off process. So, other than the lowest price proposal, could be successful.

(Summary of solicitation slide 2) All this in in your solicitation, section “L” and “M”. “L” is your instruction, instruction to offers, “L” tells you how to prepare your proposal, what to submit in your proposal. Those are your instructions. “M” tells your how you are going to be evaluated. So all this I am presenting today is found in your solicitation section “L” and “M”. The proposal will consist of three physically separate volumes, volumes one, two, and three and we will talk about those on the next slide.

We are asking for one copy of the materials on a CD ROM. The solicitation talks more about the forms or software programs to use it must be in and it talks about the fonts and the page limitations and all that stuff. Everything is in your solicitation. And in case there is a conflict between the CD that you are going to provide to us, we are also asking for hard copies. And the hard copies, the paper copies should take precedence. We will talk a little bit more again but again were asking for a CD, a soft copy, and we are also asking for a hard copy. Three physically separated binders or volumes.

(Summary of solicitation slide 3) The volumes are technical, past performance and price, volumes one, two, and three. Volume one, - Technical Proposal, Volume two – Past Performance and Volume three – Price Proposal and then were asking for an original and were asking for five copies, five hard copies. So we are asking for six hard copies, three physically separate volumes. One original and five copies in addition to the CD ROM. Clarification on the price proposal, were asking for one plus one for a total of two. Got it? Thanks.

(Locations slide) ERDC, if you are not familiar with ERDC, ERDC is huge. ERDC is in many states I am not sure how many states but we have a major – major presence here in Vicksburg, this is where we are headquartered. The Engineer Research and Development Center is headquartered right here in Vicksburg at this location. Here we have four laboratories, we have sites in Alexandria, Virginia, Champaign, Illinois, and also Hanover New Hampshire. And then we have multiple small offices throughout the United States as well, but these are your major sites or locations for the ERDC. ITL, the Information Technology Laboratory is here located in Vicksburg, Mississippi.

(Locations slide) When you are preparing your proposal the default location for the services is the vendor’s location. We’re asking for section “B” if you look at the attachment, there is an attachment for pricing, were asking for onsite and offsite rates. The work IF NEED TO may be performed onsite but the default location is the vendor’s location, offsite vendor’s location. If work is necessary to be performed onsite, your primary location for the work would be here in Vicksburg, Alexandria, Champaign, and Hanover. We also ask then, if you look at the solicitation and pricing section, the section “B” pricing template, were asking for locality rates. Vicksburg is in the base location so you will give a rate for Vicksburg. If work was required in Virginia, we will multiply that factor by the Vicksburg rate to get the Alexandria rate or the Hanover rate.

(Selection Process slide) How were going to select the vendor. We talked about the best value process and the trade-off process, this is straight from the solicitation. We plan to award without discussion.

Your initial proposal should always be your first. We may, ask for clarification, but again clarification is not discussion, and a clarification does not result in a revised proposal, it is just a question. And the answer is typically yes or no. You cannot submit a revised proposal. So again, your initial response to us should be your best in terms of technical and price. Because, we do not have to have discussion. We always reserve the right, we always reserve the right if necessary we will conduct discussion. And if you are familiar with discussion, discussion results in a revised proposal. But if necessary we always reserve the right to hold discussions and that will result in a revised proposal. We’re asking that your proposals when you submit them to us on February 22, or if a later date is established via an amendment, were asking that the pricing, the terms and conditions and the pricing in that proposal remain valid for one-hundred and eighty days. So we could award on the one-hundred and eightieth day at that rate, that price, with those terms and conditions. So the vendor, you have the option of when you submit your proposal of saying that our prices are valid or our terms and conditions are valid for “X” number of days.

The minimum days shall be one-eighty. It could be more, but we have to have it for one hundred and eighty days, One hundred and eighty days.

(Evaluation Factors slide) We talked about the best value process, trade-offs, we have three evaluation factors, and these are the factors. They are common factors, Technical, Past Performance and Price.

Within in technical we have four sub-factors. We’re asking for a technical and management approach, corporate experience, transition/phase in plan and then there is a sample task order that is attached, task 0001 that is attached as a sample task order. We’re asking you to provide us a technical approach for that sample task order as well under technical, the technical factor. Those four factors are going to be equal in importance. The second factor is past performance. How well have you performed these types of services before. And then price, your third factor is price. There is another slide but. Technical, past performance and price. Technical is significantly more important than past performance, past performance is more important than price, COMBINED the non-price factors of technical and past performance combined are significantly more important than price.

(Evaluation Factors slide) And there is the slide. Within the technical factor, all sub-factors are of equal importance. So this is the methodology that we are going to use to select the vendor, the single vendor.

This is the Best Value Approach, the Trade Off approach, and the Trade Off is going to be strengths and weaknesses and risk. We will evaluate your proposal. We will look at strengths, weaknesses, risks and so forth within the technical approach and also past performance, and determine who is the best value to the government.

(Basis for Award slide) This is our basis for award. Okay, again, this is how we are going to select the vendor. An award will be made to the responsible Offeror whose offer represents the best value to the government in consideration of all factors. As I said price is the least important factor, price is a factor and it will be evaluated. So the consideration of ALL factors including technical, past performance and price. This process will permit tradeoffs among the cost and the non-cost factors and this allows us to award to someone other than the lowest price offeror.

(Closing slide) This is my last slide but I will come up after Edward’s presentation, thank you again for attending, thank you for attending, today’s chart will be attached as an amendment that we post and again all questions must go to Allison Hudson and that is her e-mail address. I need to emphasize one more time, once you e-mail her she is not going to respond back and say I posted that amendment. It is your responsibility to check that website FBO for opportunities daily and closer to the end several times throughout that day. We mentioned that we are not going to answer questions today, we have the questions that you submitted and that will come out in an amendment after today’s presentation, submit your questions and we will put those together in an amendment as well. If there’s any general questions I will entertain it but technical questions are going to have to come out through an amendment. So any general questions at this time? (Information Technology Laboratory introduction slide) I have been tasked to give you an overview of what the ITL does so I have a short presentation for you of what our mission is and the structure in which ITL is organized and the type of work that takes place in the Bears work centers within ITL.

(ITL Mission slide) This is ITLs mission. Conduct research and development in informatics and computational science and engineering with particular emphasis in: high-performance computing for scientific and engineering discovery, data acquisition, analysis, management, and informatics, we work in Geospatial science and analysis, develop software applications and software engineering and perform evaluation of the software applications that are developed, work with a lot of automated information systems and we have a center that performs work in the area of computer aided design/building information modeling.

(Technical Program Areas slide) I apologize for the smallness of the font, but I wanted to get all of this on one slide. Here are the technical areas, there are four primary technical areas within the ITL. Software engineering and informatics and what is done within software engineering and informatics is create information systems that combine cutting edge informatics and computer integration and technologies to provide world class products to our customers. Now if you look at each one of these program areas what you will see is that we perform this work for these particular customers. Now, ITL performance work is not just for USACE or ERDC in the traditional sense, but our customers are DoD wide and we also support the labs that exist here at the ERDC. Informatics software engineering and informatics computational science and engineering, those two are divisions within ITL. Scientific computing is a, falls underneath the High Performance Computing Center and High Performance Computing and Modernization Program is a work center within ITL that the High Performance Computing Center falls underneath.

(Technical Program Areas slide) Within the computational Science and Engineering Division they work more in developing the algorithms and things of that nature for Computational Science and Numerical Modeling. Within Scientific Computing, provide High Performance Computing approaches for scientific discovery, they do a whole lot of data mining within large data sets on high performance computers.

And within the High Performance Computing and Modernization Program, it is a program that, this is just to give you an understanding of it in regards to this contract. No work will take place under the High Performance Computing Modernization Program. This is on this slide just to give you an idea of the areas that exist within ITL. So no work will take place underneath the High Performance Computer Modernization Program.

(Research and Development Contract Focus slide) Earlier you saw within Mrs. Baloue’s presentation the various research areas that are covered within the performance work stations, work statement (corrected) for this particular contract or solicitation. What I’ve done here is just reiterate those areas that exist within that PWS. So you have Computer Aided Design/Building Information Modeling and when these areas were written, the focus areas from which we conduct work within ITL. So within the work center within ITL, Computer Aided Design/Building Information Modeling these are the types of work that take place; geospatial analysis, web development, application development as it pertains to Computer Aided Design/Building Information Modeling specifically and we develop data standards and integration of various other technologies as it relates to Computer Aided Design/Building Information Modeling. Another area that is covered in the PWS is Scientific Software Research and Development here are each one of the sub topic areas of work that takes place within this particular contract focus area. Electronic Systems Research and Development, Geospatial Analysis, what you also will see is a lot of cross, you will see a lot of duplication of the various types of work but the distinction rests within how that work relates to that particular main topic area so just because you see Geospatial Analysis and Research and Development they pertain to both work centers but within the work center within the Information Technology Laboratory there are special teams that exist within the expertise of the individuals that work within that work center and they cover those areas for those projects that fall within these particular sub-topic areas. But continuing on, Computer Engineering Research and Development and what that is is looking at the integration of computer hardware and things of that nature, database development administration we have a lot of individuals that are DBA within the work center and deal with a lot of large scale databases in support of DoD as well as USACE, and the Army and the ERDC. We develop technical documentation that relates to the projects that we undertake within the work centers and we also perform Scientific Application Research and Development. Specific, very highly technical applications that are required based on the customers that we have that request our services within the Information Technology Laboratory.

(Research and Development Contract Focus Areas cont. slide) Continuing on these are two other Research and Development contract focus areas that are covered within the PWS. Sensors, Measurement and Instrumentation Research and Development we develop and fabricate instrumentation that are used in support of the other labs for their research efforts, so we develop some of those prototypes for them and also we develop software that are used to perform the integration of the hardware with software components that may be used in conjunction with those particular instrumentations. Data collection and analysis, we perform work in data collection as it pertains to going to field sites and setting up instrumentation, performing data collection, utilizing that instrumentation, coming back into the office and synthesizing all of that data to get some kind of result as pertains to the project. Instrumentation calibration, we provide those services to the other labs as well as application and web development. Data Analysis, Integration, and Assessment this falls within the very same work center, electronics systems development that is that prototyping that I just mentioned. Database creation and administration, if the customer requires us to provide some form of a database that collects all of that data in one repository we provide those services as well, and if they want to see it in some way, shape, or form in some geospatial environment then we build those particular types of environments for them.

(Research and Development Contract Focus Areas cont. slide) And last, Computational Analysis, we have several work within the computational analysis branch within ITL that perform numerical analysis and research and development. They develop tools and techniques for performing and developing computational applications as well as probabilistic functions and methods for making deterministic for some statistical analysis that is requested of us within the lab. On the modeling and simulation, there are times in which we have large data sets and were looking at trying to derive results based on some small set of the data that we have so we perform an infinite number of simulations to see exactly what type of result we get from that data.

(Project Execution slide) Now within the ITL there are two divisions the Systems Engineering and Informatics Division and the Computational Science and Engineering Division. This is where the majority of the work takes place within the laboratory, within these two divisions. As I showed you earlier, we also have the High Performance Computing and Modernization Program as well as the Scientific Computing would fall within the High Performance Center in ITL. Don’t confuse the High Performance Center with the High Performance Computing and Modernization Program, the program sits up here, the center sits underneath it.

(Software Engineering and Informatics Division) Within the Software Engineering and Informatics Division it has three branches; one branch is the Computer-aided design/building information modeling technology center within the CAD/BIM technology center we develop standards that are utilized by the Army, DoD, as well as the Corps of Engineers as it relates to the standardization and presentation of engineering design content that are produced by the Corps of Engineers. We also develop applications to integrate Geospatial technologies related to Geographic Information Systems with CAD and BIM technology. And we do application development which are just specialized utilities that are used in conjunction with, or pertaining to, projects that are undertaken utilizing CAD and BIM technologies.

Underneath the Software, Engineering and Evaluation branch, they develop enterprise applications and by enterprise applications those could be on a scale of a DoD type system as well as a system that is utilized by all USACE Corps Districts. We have systems that are utilized just here at the ERDC in support of all the labs, we have systems that are utilized by all Corps districts spread out across both CONUS, CONUS being Continental U.S. and OCONUS, Outside of the Continental U.S. and DoD wide systems as well. They perform requirements definition and design documentation. So they write the specs for software development as well as the requirements that are used, that are going to be used to define the contractual requirements for applications that we may very well contract out for application development. They perform testing and evaluation of enterprise solutions so basically we have customers who come to this particular branch, they have a deliverable from some vendor, they want that solution tested before they build it, they perform the test and give the results back to the customer, that’s their role. Help desk services, we have a system that we’re maintaining that we have customers that are calling in to our request assistance with an issue related to that system that’s where the help desk services come in. Agent of Certificate Authority, we have a team that goes out and evaluates the systems for any customer that is requiring an authority to operate the system on a particular network so they go out, test the system, come back, give an evaluation of what their findings are and give that back to those customers.

(Software Engineering and Informatics Division cont slide) Knowledge Management, within Knowledge Management we develop web based software integration enterprise data bases. So basically we have data that is collected from an infinite number of sources, put into a centralized depository, and then make it available through a web based solution for other users who want to have access to that data.

Information Technology Develop Information technology software solution supporting informatics, we perform analytics on data, large data, data sets that we may very well create or acquire as it relates to the projects that we undertake.

(Computational Science and Engineering Division slide) Within the Computational Science and Engineering Division within the Computational Science branch they perform computational analysis.

Now some of their mission requirements include the development of advanced computational methods.

We are maintaining, and computational methods could be any project that is undertaken, like I said earlier in support of the ERDC some of the customer DoD wide that has some requirement for some method or algorithm for performing these highly complex computational algorithms. Development of computer aided structural engineering applications, within ITL we maintain a library of highly complex structural applications that are utilized to perform structural analysis across a lot of structures that the Corps undertakes for construction or some of the things that DoD may want to undertake for construction. And we develop new tools and provide enhancements to the existing tools that are within the library based on what our users of the existing tools require in terms of those enhancements. Web based software solutions for performing engineering analysis they do not necessarily have to be computer aided in nature, we may very well just have the write, develop some code for performing some engineering analysis against whatever the project requirements are, we have the capability of doing that. And finally, they compile reports of the new applications or engineering design applications or engineering analysis applications that they produce within the branch. Underneath the Scientific Software and Engineering that is a new branch within ITL within the Computational Science and Engineering Division. They’re different. If you look on the software engineering informatics division you will have seen that we have a software engineering and evaluation branch. This particular branch here writes a lot of highly technical engineering analysis software code for whatever the customers have requirements for. So scientific application and development of mobile technologies is one of the areas of interest that they have currently right now. They acquire, sometimes the acquire large scale data sets, and what they do is look at those large scale data sets for trends within them to give the results back to the customer. As I said earlier we perform modeling and simulation on these large scale data sets to see exactly what findings we may find within those data sets, or they may find within those data sets and they document the software code that they developed.

(Computational Science and Engineering Division slide) Sensor integration, this branch here is responsible for the fabrication of just sensor technology or the requirements that they may have for their customer. The customer may have a requirement for sensors to be installed on a lock and dam maybe installed on a levee for flood detection or something to that effect. That branch goes out, develops the sensor technology, writes the code that integrates the sensor technology with some other application that the customer has requirements for and then provides that back to the customer as a service. They perform numerical modeling and write applications that perform numerical modeling and develop software solutions integrating satellite communications.

So, with that, that is the quick and dirty of the Information Technology Laboratory. If you have any questions please as you have already been instructed to do so, please provide those questions to Allison Hudson and we will take a look at those questions and provide responses back as best we can.

That concludes our presentation today. I do want to emphasize once more that sections “L” and “M” are very important. Again, “L” is the instruction that tells you what to submit, “M” tells you how you are going to be evaluated. If you read through the evaluation factors it will state something along the lines that you must demonstrate a certain capability and a proposal that demonstrate this, clearly demonstrate this capability may be rated or evaluated more favorably than those that do not. That is the best value process. Strengths and weaknesses, deficiencies in your proposal. Suggestion, “L” and “M” know “L” and “M” make sure that you addressed everything that we stated that we need to see and that will be evaluated. Reminder that the plan, the intent is to award without discussion and therefore your initial proposal should be your best proposal in terms of technical, past performance and pricing.

And we do reserve the right to perform discussion if we need to and that would result in a revised proposal if necessary. At this time I think that’s it and I want to emphasize again if there is any general questions not technical in nature I may try to answer those today if you have them. Sir, (question not legible) YES, yes my presentation today, my Power Point presentation, Mr. Edward Huell’s presentation and also the list of attendees, the sign in sheet will be in the amendment. Any question that you have submitted already that we haven’t answered those will be in the amendment after today based on the presentation send your questions if you have questions send them, send them early, if you would please send them early. The earlier we get them we will have more time to get them out and post those amendments. Again, it closes February 22 currently it could be that we may have to extend the close date but current plan is to close the requirement on February 22 Look at your instructions to offerers it talks about late proposals, there is a date and time and central time that the proposals are due to us.

The solicitation talks about if there is a late proposal, and how to handle that late proposal. Don’t be late, be on time.

(Question not able to hear) That was a question that were going to answer in the amendment, I do not know if the RFP says specifically if the proposal could not be hand delivered it says that the proposal should be mailed to. Receipt is receipt, so we will answer that question in the amendment. (Answer)

(Question not able to hear) Submit that in writing to us, remember that we are being recorded today and we are going to transcribe today’s session as well. But do submit that to me in writing, but if you look at the solicitation under past performance it talks about relevant and confidence. Past performance will be evaluated on relevancy and then a confidence rating. Relevancy talks about similar in size, scope and complexity. Your previous work. Either as a prime, or your partner’s work if you are teaming as a joint venture of some sort, or a sub-vendor, sub-contractor, the combined past performance of that team is a similar in size, scope, and complexity. I.e. Relevant, the solicitation talks about a relevancy rating; somewhat relevant, very relevant, not relevant at all. Confidence, past performance is how well have you performed, you may have had ten contracts, did you perform very poorly on those contracts and may have been terminated for a default, so were going to get the past performance information to see how well you performed on a contract. How well you performed on a contract will give us some type of confidence of potentially how well you are going to perform on our contract. So those are the two criteria that were going to use for past performance that’s listed in the solicitation of relevancy and then confidence. The solicitation should talk about neutral, a vendor that doesn’t have neither, no past performance and no relevant past performance or no past performance at all. The solicitation should talk about a neutral rating, a neutral rating doesn’t help you, it doesn’t hurt you, but doesn’t help you either. Under the best value when we’re looking at strengths and weaknesses, past performance could help you. But in a vendor’s case with no past performance, no relevant past performance, it’s neutral, not going to help or hurt.
