Version 1.0

ATTACHMENT B

3 Performance Requirements

3.1 The Contractor shall develop a software application for the project

4 Deliverables

Performance Work Statement (PWS) Application Development Services for Research and Development

3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.

3.1 The Contractor shall develop a software application for the project.

The goal of this project is to produce an application, which uses a map-based graphic user interface (GUI), to acquire environmental data from web services hosted by other sponsors (e.g., NOAA or USGS). The application should allow the user to select a region on the map and select the data service providers (e.g., USGS or NOAA) that host environmental data relevant to this problem. The application shall allow the user to see the locations of data sources that he is interested in, to select and download datasets, and to perform transformations on the data (e.g., conversion of units, reformat data for another application/purpose, visualize the data, etc.). The application shall read available metadata (location, max elevation, min elevation, etc.) from the environmental data and report this metadata to the user. The application shall allow the user to download the environmental data to their local computer. The application shall log the environmental data downloaded from the web service provides in a database.

Performance Standards

a) STD: 100% compliance is required for customer satisfaction, performance, and utility

b) STD: 100% executable/functional code

c) STD: All architectural requirements shall be met

Deliverables A010 Compiled software application A003 Monthly technical status report A002 Programming source code

3.1.1 The Contractor shall design and document algorithms for this software application.

Algorithms shall be designed using a logical and systematic approach. This includes defining the problem the algorithm solves, model used to development the algorithms, include any specifications, process of checking for correctness, analysis and procedures used, process of implementing the algorithm, and program testing. Algorithms shall be documented sufficiently to explain the algorithms.

Performance Standards

a) STD: 100% accurate and complete is required

Deliverables

A001 Algorithm documentation

3.1.2 The Contractor shall write all software code for the software application.

Code shall be developed in languages such as JAVA, Python, and Microsoft Visual Basic or C# written using Microsoft Visual Studio as the development platform. The code shall contain sufficient comments to allow future understanding of the intended functionality of each segment of the code.

Performance Standards

a) STD: 100% executable/functional software code

Deliverables

3.1.3 The Contractor shall test software code for proper functionality of the software application.

The application shall performance in accordance with the requirements described in Task 3.1.

Performance Standards

a) STD: 100% defect and error free

b) STD: 100% executable/functional code

Deliverables

3.1.4 The Contractor shall document software code for the application.

The code shall contain sufficient comments to allow future understanding of the intended functionality of each segment of the code.

Performance Standards

a) STD: 95% of the documentation provided meets the stated standards

A006 Complete documented code report

3.1.5 The Contractor shall debug the software code for the software application.

The code may be debugged using the debugging tools in Microsoft Visual Studio or other currently acceptable debugging methods.

Performance Standards

a) STD: 100% compliance is required for customer satisfaction, performance, and utility

b) STD: 100% executable/functional code

Deliverables

A008 Monthly debugging report of software code

3.1.5.1 The Contractor shall prepare and provide report documenting the debugging for the software application.

Performance Standards

a) STD: Identifies and corrects deficiencies

A008 Monthly debugging report of software code

3.1.6 The Contractor shall develop a database to collect the logging of data downloaded from the web sources.

Performance Standards

a) STD: 100% compliance is required for customer satisfaction, performance, and utility

b) STD: 100% executable/functional code

A009 Database

3.1.7 The Contractor shall create a log of all sources of web services the application identified as data sources and store this information in a database.

Performance Standards

a) STD: 100% compliance is required for customer satisfaction, performance, and utility

A009 Database

3.1.8 The Contractor shall create a report logging all sources of web services the application identified as data sources.

Performance Standards

a) STD: 100% compliance is required for customer satisfaction, performance, and utility

A012 Data source log report

3.1.9 The Contractor shall create and provide a schema showing the table relationships within the database.

Performance Standards

a) STD: 100% compliance is required for customer satisfaction, performance, and utility
