The requirement is for armed security guards, with a minimum of 314 on-duty service hours per week, including a 24/7 manned Command Center and roving patrols. Key requirements include all guards holding a Texas Level III armed security license, with the Government providing access to required DoD training. Solicitation Questions and Answers

W912HY-25-R-A0010

Security and Law Enforcement

1. I’m working on providing a proposal for the above referenced solicitation and would like to confirm whether the requirement is for armed or unarmed security guard services . The SOW is requesting for Armed Guards.

2. I see that there is a 24-hr. monitor position but there's no block for pricing of that position. Should we use another position for pricing? That is a 24/7 hour manned Command Center. It is broken up in shifts.

3. Which wage determination should we use for pricing Guard I, II or Police Officer I, II? The pricing used is for: Armed Security Officer with Texas Level 3 (minimum).

4. The PWS requires no less than 314 on-duty service hours per week. Are the seasonal, weekend, and special event guard hours included in this total, or are those in addition? Yes, there are different categories, consistent weekly schedules established and the little increase when there are special events and activities at our Jadwin Bldg.

5. PWS Section C-12 specifies 180 hours per 30-day period for roving patrols, while the CLIN schedule specifies different daily shifts. Can USACE confirm whether the CLIN schedule replaces or supplements the minimum PWS hours? The CLIN covers the 180 hours, but the shifts be broken up, as needed scheduled.

6. Is the Guard Supervisor expected to be on-site daily, or only available by phone with periodic site visits (noting the PWS distinction between Contract Manager and Supervisor)? Yes, the Guard Supervisor (Lieutenant) is expected to be on-site, M-F and “Core Hours” on duty with the Security Guards. The Operations Manager (Contract Lead) can be off-site. Yes, available for periodic, on-site visits.

7. Is the contractor expected to provide a dedicated relief guard to physically replace a guard during a break or meal period or are posts “self-relieving” with the assigned post guard on site and able to respond? The typical weekly schedule is set and “Rovers” are assigned to provide that kind of coverage, as it’s needed.

8. The PWS requires all guards to hold a Texas Level III armed security license. Must evidence of current licenses be submitted with the proposal, or only post-award?

This should be Pre- Award, to meet all the Training requirements prior to hiring and starting work.

9. Attachment 1 (Training Plan) requests facility, date, and time information. Should this be a completed plan with specifics at submission, or may offerors provide a draft framework for DSM approval after award? Offerors are preferred to submit to the District Security Manager (DSM) prior to the Award.

10. Will the Government provide access to required DoD training (AT Level I, OPSEC, iWatch, IA/IT), or must contractors arrange for access independently? Yes, All of the above

11. If federal or state regulations change during contract performance requiring different calibers or ammunition, will the Government consider equitable adjustments for contractor-furnished weapons/ammunition? Yes. Will adapt/ adjust, as necessary

12. For the two required security carts, will the Government accept leased equipment, or must they be contractor-owned? No requirement, but must be operational and no more than 1 cart down at a time. Can’t have both down in order to do patrols.

13. The solicitation allows two past performance references. May offerors include additional “supplemental” references, or will only two be reviewed? Yes, please provide.

14. Can CPARS be used in lieu of Past Performance Questionnaires? Yes, acceptable

15. The evaluation process indicates award may be made to the lowest-priced technically acceptable offeror with satisfactory past performance. Can USACE confirm there will be no tradeoff to higher quality at a higher price? Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures IAW FAR Part 13. The government will award a contract resulting from this RFP to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the government, price and other factors considered.

16. The PWS notes a 30-day transition period. Will partial staffing be permitted during this period, or must the full guard force be in place on Day 1? Full Guard Force & Meet the Government Background Check Requirements.

17. Annex A indicates only the DSM may authorize additional special event guard services. Should offerors propose a pricing methodology for surge support beyond the CLINs, or will those services be strictly ordered under the existing CLINs?

Ordered under existing CLINs. The pricing should be used for “Armed Security Officer”

18. Who is the incumbent contractor for these services? Meritus Solutions Group
