Question: Is there a target timeline/date for a DRAFT RFP or pre-solicitation with documents or other background information to the o/a 15 DEC or later site visit?

Government Response: Site visit is planned for February 2022. Exact date and time and details will be indicated in the solicitation, Phase 2.

Question: Will Phase 1 be in advance of the site visit? If not, is there a general timeline for how long between the site visit that Phase 2 will be due?

Government Response: Anticipate award no later than September 30, 2022.

Question: Will SOFA coverage apply to this requirement?

Government Response: Yes, for contract the awardee only.

Question: Would the government consider a Cost-Reimbursable Type Contract given uncertainties with the supply chain and COVID restrictions?

Government Response: No.

Question: Question 7 pertains to bonding capability. Will bonding be required for this project?

Government Response: Yes.

Question: Will the Construction Security Plan (CSP) be provided as part of the RFP Phase 1 or will it be provided to contractors prior to the site visit?

Government Response: No. CSP will be provided as part of the solicitation, Phase 2.

Question: Does the Government anticipate all workers on this contract to have a Top-Secret clearance or will uncleared workers be allowed to be escorted? If escorts are permitted, will the contractor supply escorts or will the government supply escorts?

Government Response: Refer to CSP as part of the solicitation, Phase 2.

Question: Are non-U.S. citizens allowed to perform work on this contract, and if so, what aspects?

Government Response: Refer to CSP as part of the solicitation, Phase 2.

Question: [Company] has extensive experience in procurement (blind and random procurement) and shipment (secure by maritime and air) of construction equipment and materials in accordance with ICD-

705. Will this project require ICD-705 compliant shipping and procurement?

Government Response: Yes. Refer to CSP as part of the solicitation, Phase 2.

Question: We understand that a hybrid restriction of movement (ROM) may be possible with coordination with the U.S. Navy and the hospital at Camp Foster. With this support from the U.S.

Government, it would be possible to conduct a more time and cost-efficient site visit of Camp Hansen.

Government Response: Meeting COVID requirements will be the responsibility of Contractor.

Question: There is a hybrid Restriction of Movement (ROM) process for our project at DFSP Tsurumi.

Commander Fleet Activities Yokosuka (CFAY) has a complete Naval Hospital at Yokosuka. This presents the Navy with the ability to take control of the entire contingent of deployed personnel to CFAY.

Government Response: Meeting COVID requirements will be the responsibility of Contractor.

Question: The Government of Japan’s rules are still followed with the change that the US Government takes control of all SOFA personnel as there are no 90-day tourist visas being issued to US citizens that travel to Japan.

Government Response: SOFA will be offered to eligible personnel.

Contractors attending the site visit would need support from the U.S. Government:

Question: The U.S. Government provides an approved LOA and CAC with lodging and commissary privileges.

Question: ROM will need to be provided at a U.S. DoD installation in Japan.

Question: Vehicle travel must be on a U.S. DoD bus to the U.S. DoD installation.

Question: Contractors will still need to follow U.S. installation specific requirements.

Question: Japan COVID testing requirements still apply.

COVID-19 vaccine completed 14 days prior to travel.

SPOT-LOA or other approved LOA to be considered as deployed and need to follow all rules that apply to active-duty personnel.

CAC or other approved identification.

Complying with all of the installation instructions for COVID-19.

Negative COVID-19 test at 5 days, but no later than 10 days, after arrival.

Government Response: Yes

Question: Completing your “Holding” ROM while on-base in accordance with the written base procedures. Under CFAYs rules Contractors were able to go to work and had access to all on base facilities. They gave Contractor’s commissary privileges because they could not access off-base locations.

They allowed Contractors to travel from CFAY to Tsurumi or other authorized locations as long as they do not exit the vehicle or interact with people outside the installations.

Government Response: No. Meeting ROM requirements will be the responsibility of Contractor.

Question: The Government could issue the RFP with Phase One and Phase Two evaluation criteria prior to the site visit so industry could fully assess our suitability and competitiveness for award. Based on this assessment, we would be more inclined to invest in attending the site visit.

Government Response: No. Refer to solicitation, Phase 2.

Question: We previously submitted a response to the earlier survey in June and the one due in early November and remain interested in the renovation project; however, based on the quarantine requirements, even the most recently revised ones which are attached, I hesitate with a commitment to attend the site visit. Could you provide some additional information on the two-phase proposal so that we can further analyze the costs of attending or not the site visit?

Government Response: Refer to solicitation, Phase 2.

Question: If I understand correctly, Phase 1 of the two-phase RFP is the verification of our FCL and identification of no more than two (2) personnel to participate in the site visit. Does this mean that companies which do not submit to the capabilities survey with that information are automatically excluded from participation? Are those two requirements, the down-select criteria for the Phase 2 proposal?

Government Response: Phase 1: Follow instructions and submit requested information in pre-solicitation notification. Refer to Solicitation, Phase 2, for proposal evaluation criteria.

Question: If the FCL is verified and personnel are named to attend the site visit, will those firms be provided the RFP with additional detail prior to the site visit to assess their appropriateness and win potential prior to the site visit? Without understanding the proposal evaluation criteria, I hesitate on committing my company to a site visit due to the expenses associated.

Question: We hope to be part of this competition and request additional information on the RFP process and evaluation criteria to further determine our suitability. Additionally, please provide a receipt confirmation for our records.
