DESIGN AND CONSTRUCTION OBJECTIVES

1-1 Scope of Work Design and construction shall comply with the specifications and requirements contained in this Request for Proposal (RFP). The design and technical criteria contained and cited in this RFP establishes minimum standards for design and construction quality.

1-1.1 Project Site Projects are located throughout Okinawa, Japan at 5254 locations; Camp Foster Buildings 1004, 1005, 4136, 5626, 5634, 5674, 5832 and 5836;

Camp Lester Buildings 6038, 6040, 6041 and 6071; Camp Schwab Buildings 3128, 3210, 3330, 3418, 3423 and 3535; Camp Courtney Building 4118, 4219, 4233, and 4312 and 4419; Marine Corps Air Station (MCAS) Futenma Buildings 461 and 525; Camp Kinser Buildings 110, 114C, 424, 520, 835, 864, 866, 1091, 1227 and 1307; and Camp Hansen Buildings 2134, 2340, 2375, 2382, 2407, 2418, 2519, 2530, 2618, 2622, 2665, 2667, 2716, 2818, 2820, 2821, 2892 and 2893.

1-1.2 Scope of Work Description General Information: This work is to replace the chiller systems as described in the following paragraphs. The Contractor is responsible for installing a chiller system that constitutes a complete and usable system. A complete and usable system includes but is not limited to what is covered in statement of work. Temporary mobile chiller systems will be required to cover outage periods that take place between 1 April and 30 November. Recommissioning is a requirement for all chiller locations per the commissioning specification Division 01 91

00.15. No Direct Digital Control (DDC) connection to a building automation system or installation energy management and control system is required for any location.

The current chillers use R-22 refrigerant and the intent of this Scope of Work (SOW) is to have the chillers replaced with chillers that use R-410A refrigerant.

1-1.2.1 Base Schedule

1) Mechanical Work

a. Remove and demolish the existing chillers shown below in Base schedule Tables 1 and 2 to include the chilled water supply and return piping from the chiller up to the isolation valves (to remain), piping brackets, chilled water pressure differential transducer, pressure gauge, temperature gauge, supply and return water temperature sensors, control system, stainless steel jacket and insulation. Flow valves and strainers, at applicable locations, must be removed.

b. Install new packaged air cooled chillers with capacities equal to or greater than the currently installed chillers that correspond with the existing Air Handling Units (AHUs) capacity for the buildings shown below in Base schedule Tables 1 and 2 to include the chilled

c. Refer to Chapter 8: Mechanical Work for details.

2) Electrical Work: Apply 200V class voltage system (208V/230V) to the buildings shown below in Base Tables 1 and 2.

a. Remove existing electrical power wirings, conduits, associated fittings and accessories.

b. Remove existing control wirings. Coordinate with mechanical work.

c. Remove existing step-up transformers with an enclosure cabinet and circuit breaker. Dispose of materials, equipment and devices. Remove and replace the upstream chiller feeder breaker at the existing transformer, motor control center, or distribution panel. Supply voltage of the new chiller shall remain the same as the supply voltage of the existing.

d. Provide new heavy duty type safety disconnect switch or an enclosed circuit breaker in accordance with NEC 440.21.

Locate in the chiller enclosure station or within sight of the HVAC equipment in accordance with NEC 440.14.

e. Provide new electrical power wirings, conduits, pull-boxes, associated fittings and accessories. Upgrade the entire electrical distribution system for a new chiller system and air handling unit system. Existing conduit may be re-used, as long as the conduit complies with all other project requirements. However all power cables shall be replaced with new.

f. Provide new conduit and wiring for system controls.

Coordinate with mechanical work.

g. Provide new Weatherproof (WP) plug-in use type, extra duty 20A, 120V ground fault circuit interrupter (GFCI) receptacle within 25 feet of the chiller equipment (NEC

210.63 & NEC 406.9). Provide new GFCI circuit breaker.

Modify existing panelboard or provide new enclosure, as required.

h. Obtain and analyze transformer peak load data for each location with MCB Butler, FMB (Facilities Maintenance Branch), and Electric Distribution Shop W/C 3052, Bldg 359.

Provide power system analysis documentation to include the first upstream device on the existing portion of the system (Japan District Design Guide 2019, 13.7) in design analysis.

(Transformer replacements/upgrades are not in the scope of work).

i. Provide grounding system for all new chillers and associated equipment and devices.

j. Replace all existing power cables of the chiller system located between the circuit breaker in the service transformer station or Main Distribution Panel and the chiller equipment.

3) General Work

a. Fill any unused holes through the foundation or pads.

W912HV-19-R-0008 – SECTION 01 11 00-A - SOW Chapter 1-3

This fill shall provide for structural soundness.

b. For the buildings without a temporary backup chiller, the contractor is required to maintain the building interior temperature at or below 78F during construction.

c. Temporary mobile chiller systems will be required to cover outage periods that are show in the Temp Chiller Quantity column in tables Base Table 1 and Base Table 2.

The Contractor is responsible for supplying the temporary chillers. The currently installed chillers may be used as the temporary chillers if the Contractor chooses. If a location has a temporary chiller installed when the Contractor begins construction then the government installed temporary chiller may be used as the temporary chiller. However, if government installed temporary chiller goes down then the Contractor is required to install a temporary chiller in place of the government installed temporary chiller. The government will not provide temporary chillers to locations that do not already have them when the Contractor begins work.

3) General Work

a. Fill any unused holes through the foundation or pads. This fill shall provide for structural soundness.

b. For the buildings without a temporary backup chiller, the contractor is required to maintain the building interior temperature at or below 78F during construction.

c. Temporary mobile chiller systems will be required to cover outage periods that are show in the Temp Chiller Quantity column in table Option 3 Table 1.
