Bidder Inquiry Final Response
FM-403 & Government's Response for Question #25 in Amend 0004
Government's response on question #25 in Amend 0004 was "the amount of time Facilities 2614 and 2125 are taken out of service should be minimized and should be limited to a "maximum duration of one week". We understand that the government wants to minimize the duration, however one week is not realistic considering the work procedure. We will do our best to minimize the duration, but it should be discussed and coordinated.
Bid As-Advertised. The "maximum duration of one week" for an outage is required to minimize aviation operation impacts at MCAS Iwakuni.
FM-404 & Government's Response for Question #26 in Amend 0004
Government's response on question #26 in Amend 0004 was "the amount of time Facility 1027 is taken out of service should be minimized and should be limited to a "maximum duration of three days". We understand that the government wants to minimize the duration, however three days are not realistic considering the work procedure. We will do our best to minimize the duration, but it should be discussed and coordinated.

Government's Response for Question #38 in Amend 0004
We understand that flushing is required between DBB valve at DN350 offload line and flushing connections at offloading position 3, 4 and 6 per government response to the question #38. What should we be using for flushing, water or oil? Also, will sampling to check the cleaning level of flushing be done at flushing connection? If so, we need to remove DBB valve temporarily and install temporary pipe for air vent and filling opening. Will this partial modification be acceptable?
(Question 1 & 2) See specification section 33 08 53, para. 3.2.
Fuel shall be used to perform flushing. Yes, sampling of the fuel will be performed to check the cleaning level of flushing.
(Question 3) The offeror shall make their own determination based on the solicitation and any means and methods shall be determined by the Contractor. Bid as advertised.
