SECTION 03 30 00.00 10 Page 14 (Am-0001)

Contractors' Questions

Item Sheet No. or Specs Contractor Question or Information Needed Government Response 1 There is no mentioning of Partnering process in the Specifications but our usual experience with USACE projects with the same magnitude includes formal Partnering. We believe it will be an advantage to have this formal Partnering for all parties involved in the project. Please confirm

A Partnering clause has been added to the section 00 70 00.

Please refer to revised section 00 70 00 in this amendment (Am- 0001).

2 As-Built DWG Typically in the renovation work there are many unforseen conditions and objects that complicate especially the demolition work. In order for us to avoid unforseen conditions and quote accurately, we need to have as-built drawing to confirm the as-built condition. Can you please provide As-Built drawings?

The Government provided As-Built drawings in the amendment (Am-0001). The As-Built drawings are for informational purposes only. Contractor must verify the actual site conditions.

3 SF1442

Block 11 52.211-10

Although this project is quite large in size, the construction period of 700 calendar days seems too short for all the required work.

Could the Government consider extending the project duration?

The construction duration has been extended to 840 days. Please refer to revised SF1442 and revised section 00 70 00 in this amendment (Am-0001).

4 52.211-10 Based on our experiences in Misawa Air Base projects, we know that It is extremely difficult to do the work for exterior and confined space areas due to sever weather from the middle of December to middle of March. In fairness to the contractors, could we suggest to make these winter days non-working time and start the contract (NTP) in spring, April 2018?

The bulk of the work is interior with limited roof work. With proper scheduling, late start should not be necessary.

5 SECTION

32 92 23

Is it possible to apply seeding instead of sodding for all the applicable area?

No. The contractor must follow the specification requirements.

6 SECTION

33 30 00 para.3.2.2

Usually gravity sewer lines in Japan are not commonly tested for leaks and deflection. Is it possible to waive this paragraph 3.2.2.1 and 3.2.2.2 from the specs?

The test is required per section 33 30 00, par 3.2.2.

7 SECTION

31 63 33

Is it possible to use Japanese standard or method for the Drilled micropiles?

After award, the contractor may propose a variation in accordance with Specification Section 01 33 00.

8 SECTION

31 63 33

DWG. S-012

Could you provide drilled micropiles qty. for bid purpose? Please see Sheet S-012 for micropile quantity.

9 SECTION

DWG. S-012

Could you provide the length of test piles for bid purpose? Please see Sheet S-012 for minimum micropile length.

Foundation A-1,2

Regarding "Geotechnical Investigation report", we cannot locate below "Geotechnical report" as indicated in the S-001. Can you provide them for cost estimation?

1.Geotechinical Report Edgren High School, Misawa Air Base, Japan by Masa Fujioka & Associates Dated March 6, 2013.

2. Memo Regarding Soil Liquefaction by Masa Fujioka & Associates Dated April 10, 2014.

The Government provided the Geotechnical report and memo in this amendment (Am-0001) for informational purposes only.

11 Spec. Section 01 57

20.20 33 "Contaminated Soil & UXO" Are there any possibility for contractors to encounter any contaminated soil and/or UXO in this project? If yes, please provide information.

There are no known UXOs in the area, and soil contamination is not expected to be an issue within the limits of this project.

Page 7, 8, 9, 27, 28 & 29

The pages 7, 8, 9, 27, 28 & 29 have blank spaces and pages, is there any contents missing? please confirm.

The Government confirms that there is no missing content on pages 7, 8, 9, 27, 28 & 29 of section 23 08 00.00 10; the blank pages and spaces were due to a formatting error.

13 SECTION 01 50 00

Para. 3.10

Restoration of temporary storage areas states seeding as necessary, but there is no seeding specs section and we have only sodding section. Please confirm if we could also use hydro-seeding to restore disturbed turf and newly graded finished earth surfaces.

The contractor shall restore any disturbed turf area and newly graded finished earth surfaces to original condition by applying sodding. Please refer to revised section 01 50 00 paragraph 3.10 in this amendment (Am-0001).

14 drawing GI-001, Ref. drawing GI-001,on the last part of this sheet, a list of fire protection related items is provided and SHALL be U.S. products with U.S. testing labels as required. However, building code notes on this same sheet indicate 0 hrs fire resistance ratings for structural frame, both exterior and interior walls, floor and roof construction. Please confirm if these structural components need not to have fire ratings; or if needed, please provide fire resistance ratings for each.

For fire-rated construction, please see sheets GI-002, GI-003, GI-
