Item (a) states, "Price information shall be included in the price proposal only."
However, Sections L.5.1 (Proposal Format, item (c) chart) and 5.2.4 (Volume IV – Solicitation Documents) require submission of Section B – Pricing Schedule in Volume IV – Solicitation Documents, which is contrary to "the price proposal only" directive. Is this correct?
Also, Section L.5.2.3 (Volume III – Price, d. Electronic Copy) states, "The Price Volume shall contain the Pricing Spreadsheets to include all required data in the pricing schedule – Section B with a Price Volume proposal supporting narrative...If there are any discrepancies identified between the information provided in Volume III – Price and Volume IV – Solicitation Documents, the data identified in Volume IV will take precedence." And Section L.5.2.3 (Volume III – Price, e. Narrative) states, "The price proposal narrative shall contain same price volume required in 'd. electronic copy' to include Pricing Spreadsheets to include all required data in the pricing schedule-Section B." Is Section B to be included in both Volume III – Price and Volume IV – Solicitation Documents?
These instructions are conflicting and confusing. Please clarify where Section B – Pricing Schedule should be included and revise solicitation instructions if needed.

The solicitation states, "For the superintendent and quality control positions, offerors will provide qualification statements indicating the knowledge, skills, and abilities required to hold these positions. If the individuals are known, résumés may also be submitted."
However, Section L.5.2.1. – 1) Workforce (A. Organization and Staffing) states, "Submit résumés for the following key personnel...Project Manager, Contractor Quality Control (CQC) System Manager, Cleaning and Maintenance Foremen."
These instructions are conflicting and confusing. Section L.5.2.1.c. suggests only 6 pages for the Key Personnel section. However, if all documentation requested in L.5.2.1.c. and L.5.2.1-1 are provided, it would be at least 9 pages, which would then reduce the pages available for our response to other technical sections. Please clarify which résumés, if any, are required.

The following discrepancies were identified while performing a cross check between the Performance Work Statement (PWS) and the Performance Requirements Summary (PRS). Some tasks are numbered incorrectly in the PRS, and some tasks are not included in the PWS that are shown in the PRS. Please revise in order for the two to correspond:
a. TP-1.23 Security in the PRS should be TP-1.22.
b. TP-5.3 Station Sump Water Analysis in the PRS should be Water Filters – Station Sump Water Analysis is not included in the PWS.
c. TP-5.4 in the PRS should be Fire Extinguishers.
d. TP-12.6.1 Fish Attractor Maintenance in the PRS should be 12.5.
e. TP-12.10 Pest Control in the PRS should be 12.7.
f. TP-13.7 Surveys in the PRS is not included in the PWS.
g. TP-15.2 Installation of Utilities is not included in the PWS.

TP-7.4.1 Cleaning of the 5-ton Bridge crane; TP-7.4.2 Cleaning of the 300 ton gantry crane; TP-7.3.7.1 Hydrostatic testing of 115 CO2 bottles; TP-10.5 Beach Sand; TP-15.10 Riprap: TP-18.1 Elevator Load Testing; TP-18.1 Elevator Inspection and Maint (2 instances - Dam and Powerhouse). We believe that the most effective resolution of the conflict would be to change these items to Service Level II.
Service Level II would be the most efficient solution administratively for both the government and the contractor, rather than managing/tracking a list of exceptions. Please advise.
