Site Visit Conference for

Solicitation W912HN26RA003 Maintenance, Repair, Minor Construction, and Operations of the Hartwell Project

MINUTES

A formal site visit for solicitation W912HN26RA003 was conducted on November 25, 2025, at 09:00 A.M.

(Eastern) in accordance with Section L.6.

The pre-bid on-site meeting for contract solicitation W912HN-26-R-A003 commenced at the Hartwell Project Operations Manager’s Office in Hartwell Georgia at 0900 eastern time on 25 November 2025. Attached is the meeting agenda and attendance sheet. Hartwell Program Manager Kenneth Bedenbaugh opened the meeting by welcoming all attendees and providing time for all attendees to introduce themselves.

Representatives from Anderson Construction, R&D Maintenance, and Re-engineered Business Services (RBS) were in attendance. Hartwell Project Operations Manager Aaron Wahus and R&D President Glenn Chalker participated virtually via TEAMS meeting. Savannah District Contracting representatives were not in attendance as scheduled. Following introductions, Mr. Bedenbaugh presented a brief Power Point presentation providing a general overview of Hartwell Project missions and magnitude.

Following the overview, and in the absence of Savannah District Contracting representation, Mr. Bedenbaugh discussed proper proposal submittal procedures in accordance with instructions outlined in Section L of the solicitation. Attendees were reminded of the importance of timely submission of bids in accordance with the due date of 5 January 2026. He instructed attendees that ProjNet, https://www.projnet.org. is the proper tool for submitting questions related to the solicitation and that questions submitted thus far were actively being evaluated for response, noting that an amendment to the solicitation would be forthcoming regarding some updates resulting from ProjNet inquiries. Discussion then moved to Section M, with Mr. Bedenbaugh reminding attendees that this would be a “Best Value” award with both Technical and Price proposals being evaluated in accordance with evaluation factors outlined in Section M.

Upon conclusion of formal presentations, participants proceeded to tour project facilities as outlined in the attached agenda. Identified project personnel shown on the attached agenda provided access to facilities and general information related to contract requirements. One specific question, stated below, was asked during the tour:

Question: For clarification, the Government will be funding all Level I and Level II services at the time of contract award, with the exception of those shown as “Options”, based on submitted pricing.

Answer: That is correct. Level II requirements identified as “Options” will not be funded at time of award. All other Level I and Level II CLINs will be funded at time of award based on submitted/awarded pricing.

The pre-bid meeting and site visits concluded following a tour of the Hartwell Power Plant. As all attendees had recently participated in an on-site visit on 10 December 2024 in response to cancelled solicitation W912HN24R5003, all stated they did not need to once again tour park facilities and the Clemson Pumping Station. Attendees were reminded that an amendment would be forthcoming before departing.
