About this file
This is a Conformed Solicitation document for asphalt repair services at the J. Strom Thurmond Dam and Lake Project, a multi-state infrastructure maintenance effort spanning Columbia County, Georgia, and McCormick County, South Carolina. The U.S. Army Corps of Engineers (USACE), Savannah District, is seeking one contractor to perform roadway surface repair services including milling existing asphalt surfaces, replacing asphalt pavement, and performing associated roadway maintenance activities. The contractor must furnish all labor, equipment, materials, supervision, and incidentals required to complete the work while incorporating drainage improvements to ensure proper water runoff and prevent water accumulation. All operations must comply with applicable Federal, state, and local laws, regulations, and policies, with work executed to minimize disruption to ongoing project operations and ensure personnel and public safety.
The solicitation (W912HN26QA006) will be awarded as a Firm-Fixed-Price (FFP) contract using a Best Value Tradeoff evaluation methodology, where Technical and Past Performance factors combined are significantly more important than Price. The Government reserves discretion to make tradeoffs among non-price factors to determine the proposal representing the best overall value. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module no later than February 9, 2026, at 5:00 PM Eastern Standard Time. A conformed copy incorporating the solicitation and all amendments was published on February 10, 2026.
