About this file
This is a conformed solicitation document for asphalt repair services at the J. Strom Thurmond Dam and Lake Project. The U.S. Army Corps of Engineers (USACE), Savannah District, is seeking roadway surface repair services located in Columbia County, Georgia, and McCormick County, South Carolina. The work scope includes milling existing asphalt surfaces, replacing asphalt pavement, and performing associated roadway maintenance activities to restore safe and durable driving conditions. All roadway surfacing activities must incorporate drainage improvements to ensure proper water runoff and prevent water accumulation. The contractor must furnish all labor, equipment, materials, supervision, and incidentals required to complete the work while minimizing disruption to ongoing project operations and ensuring the safety of personnel and the public.
The Government intends to award one Firm-Fixed-Price (FFP) contract using a Best Value Tradeoff evaluation methodology, where Technical and Past Performance factors are significantly more important than Price. The solicitation includes minimum technical capability thresholds similar to an LPTA baseline, but the Government reserves full discretion to make tradeoffs among non-price factors. The proposal submission deadline was February 9, 2026, at 5:00 PM Eastern Standard Time via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. A conformed copy incorporating the solicitation and all amendments was available as of February 10, 2026.
