Per Section 1. Scope, the Government reserves the right to exclude all or portions of any of the DMCAs and/or bird island that may be under a separate contract for dike and weir improvements, maintenance and any other work being performed in the DMCAs that may impact mowing. DMCAs under construction will be de-obligated from the contract work item.
Q4. Is this contract awarded as a lump sum? If it is not a lump sum what is the minimum and maximum value expected?
The contract will not be awarded as a lump sum. Per Section A- Solicitation/Contract
Form
The contract will be awarded by year and at a unit rate, all quantities are expected to be performed each year.
Q5. How close is the contractor supposed to get to collapse and shear wall? Whose responsibility is it to decide a safe distance from washouts and sheer walls?
All equipment used and work performed shall be in accordance with safety requirements set forth in the U.S Army Corps of Engineers Manual 385-1-1 entitled
“Safety and Health Requirements Manual”, copies of which will be provided after award of contract.
The Contractor shall notify the Government immediately if they encounter an area of the dike that has been washed out, voided, or rutted.
See Plan Sheet C-102, Restricted Mowing Area, This area has been removed from contract.
Q6. Will full mowing begin immediately upon contract award or as scheduled in the contract?
Per Section 1. Scope, The base year begins from the date of contract award. Note initial mowing will be an Environmental Mowing per environmental window as provided in contract.
Q7. Please explain hog mitigation and impact on the project?
Invasive wildlife population management events are performed as needed, and as often as quarterly. These events are coordinated with contractors working in the disposal areas to ensure there are no impacts to contract performance. The Contractor shall be aware the DMCA’s dike system has areas where animals, construction equipment and pipeline installations have caused voids and ruts in the areas to be mowed. The
Contractor shall use caution while mowing/cutting these areas and notify the
Government if they encounter an area of the dike that has been washed out, voided, or rutted beyond condition that can be mowed.
Q8. How many hogs are on site and how will that population be managed?
Population assessments have not been performed. Invasive wildlife within the DMCAs are managed with separate efforts outside of this contract. Invasive wildlife population management events are performed on a near quarterly basis.
Q9. Is the hog population expected to increase or decrease over the life of the contract?
Reoccurring mitigation efforts have demonstrated a decline in invasive wildlife population within the contract area.
Q10. How many acres per year are expected to be impacted by hog damage?
The Contractor shall be aware the DMCA’s dike system has areas where animals, construction equipment and pipeline installations have caused voids and ruts in the areas to be mowed. The Contractor shall notify the Government immediately if they encounter an area of the dike that has been washed out, voided, or rutted. The
Contractor shall use caution while mowing/cutting these areas.
Q11. Is the application of herbicide to the bird island’s the contractor’s responsibility for results or just to apply herbicide at the rate the government requires?
Per Section 1 Scope, the contractor shall herbicide and remove vegetation including roots on the interior bird islands located in DMCAs 1N, 12A, 13A, Jones/Oysterbed
Island, as well as a bird island (Tompkins Island) approximately 2 miles offshore of
Jones/Oysterbed Island, Savannah Harbor.
See Section 1.4 Herbicide Application of Bird Island Vegetation and Technical Exhibit A, Performance Requirement Summary Section 1.4. and 1.5.

Per Section 3.8. Contractor Access and Use of Premises, the Contractor may establish a laydown area for parking and storage of equipment used on this government contract.
The laydown area must be within the shared space available to all government contractors known as the staging area between DMCA12A and the Back River (Sediment
Basin) in the Savannah DMCAs located in Jasper County South Carolina. The Contractor shall use reasonable care to avoid damaging this property.
Per Part 3 Government Property and Services, Section 3.2, the Government will provide an equipment staging/lay-down area for which the contractor may utilize for parking/storage of equipment used on this government contract. The Contractor shall disassemble/demobilize any staging/lay-down area and restore that area to pre-work conditions or better following the completion of each clearing/mowing event.
The “event” is the mowing contract. At the conclusion of contract, the contractor must disassemble/demobilize any staging/lay-down area and restore that area to pre-work conditions or better. (Also see Section 9.1 Post Work Activities.)
Q13. Will usable barge landings and docks be provided on Jones Oyster Bed Island?
Per Section 1 SCOPE, DMCA Jones/Oysterbed Island can only be accessed by water. Cost for equipment and personnel mobilization to access is considered incidental to the contract. Access to DMCA Jones/Oysterbed Island is the Contractor’s responsibility.
The previously used landing and dock locations are indicated on Plans Sheet C-108.
Q14. Is the mowing contractor responsible for maintaining the barge landing and dock on Jones Oyster Bed Island?
Per Section 1 SCOPE and Section 1.8 ESTIMATED QUANTITIES this area has been included in acreage. Vegetation in these areas must be maintained.
Additionally, per Section 1 Scope, the cost for boat/barge use or alternate method to access bird islands for maintenance is considered incidental to the contract. Access to
DMCA bird islands, inshore bird islands, and offshore bird islands are the Contractor’s responsibility. See Plans Sheet C-108.
Q15. Will the areas that are submerged with standing water be required to be mowed?
Per Section 1.1 FULL MOWING/CUTTING OF DMCAs, the ground conditions of the dikes, slopes, and benches may be uneven and vary from firm to soft. It is anticipated that areas along the lower bench will be wet and soft which cannot support typical mowing equipment. Provide all labor and special equipment required to safely accomplish mowing/cutting on the slopes, in the wet areas, on the tops of the dikes, and all other areas within DMCAs. Equipment used in the operation of mowing/cutting shall be adequate to produce the desired results.
