Tide Gate Site Visit Memorandum for Record

CESAS-EN-H

CESAS-EN-H

November 27, 2015 1

A site visit to the USACE Tide Gate was made on November 20, 2015 by USACE personnel. This MFR was prepared on November 27, 2015 and documents observations made and photographs taken during the site visit.

Sediment Basin Tide Gate AM Friday November 23

Participant: Terry Page, USACE SAS-EN-H

The Georgia side of the tide gate is located on Hutchinson Island. Access to the USACE property is through a residential neighborhood and golf course: The Reserve at Savannah Harbor.

Approximately 10 acres of USACE property is enclosed by chain-link fencing with access through a double gate. The 10 acres is primarily a grass field that is regularly mowed through a maintenance contract.

An old asphalt drive leads through the site to a paved parking area. There are various items that are being stored on the parking area: metal ramps or gangways, metal platforms, rolls of filter fabric, and erosion control blankets. Concrete parking bumpers are along one side of the parking area.

Adjacent to the parking is an old restroom building. Electrical service to the building has been disconnected. There were two restrooms in the building. One still has some plumbing fixtures in place. The plumbing fixtures have been removed from the other side. The restroom used a septic tank and drain field. It is unknown at this time how water was supplied to the building.

West of the restroom and across the access drive is another old building structure. This building is dilapidated and falling down. It is unknown what this building was used for. There is an old electrical box and a possible well connection in the vicinity of this building. It is possible that this is where the restroom got its water.

There are 15 gates from the tide gate structure that are stacked within the fenced in area.

The gates were removed from the structure several years ago. There are two stacks of four gates and two stacks of three gates along the fence line adjacent to the river. There is a single gate in the vicinity of the dilapidated building.

On the Georgia side of the embankment there is a concrete block equipment building. It appears that this building has been unsecured and the doors left open for quite a while. Inside the building are various electrical panels, generator, and mechanical equipment used to operate the gates when they were in place.

CESAS-EN-H

November 27, 2015 2

A doorway from the equipment room leads out to the concrete walkway that goes across the top of the tide gate structure. The structure spans the Back River, with one end in Georgia and the other end in South Carolina. Steel hand rails were installed during the construction of the tide gate. However, the railing is missing in some areas and thin steel cable has been installed instead. Along the walkway there is steel grating in several areas to provide access to the mechanical equipment that operated the gates. Electrical conduit and mechanical piping also runs along the walkway. There several lights installed across the walkway. The walkway goes across the top to the piers that supported the gates. There are concrete stairways and steel hand rails from the walkway that lead down to the top of each pier on the downstream side of the tide gate. This provided access for maintenance of the gate pivots on each pier.

There are no structures associated with the tide gate on the South Carolina side. The concrete tide gate walkway on the South Carolina side ends at a man gate that leads to the earthen embankment. Access to the tide gate from the South Carolina side is by a dirt road off U.S. Hwy

17. The dirt road leads to a gated entry to Georgia Department of Transportation property on Barnwell Island. This property mainly consists of dredge material containment areas. In the vicinity of the tidegate on the South Carolina side there are contractor staging areas for ongoing dredging operations and dike construction/maintenance contracts. There are several electrical poles with primary and secondary power in this area, along with an existing well. There is also contractor field office trailers in the area.

Tidegate South Abutment Environmental Study

U.S. Army Corps of Engineers, Savannah District

Executive Summary

The Savannah District conducted investigations and sampling along the south tidegate abutment on Hutchinson Island, Georgia in July, October and November 2015. The samples were collected as part of an investigation to determine potential contaminants that may exist in the soils at the site.

An initial surface soil investigation was conducted on July 22, 2015. Ten samples were collected and tested for RCRA metals, hexavalent chromium, volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), diesel range organics (DROs) and polychlorinated biphenyls (PCBs). Results from sampling detected hexavalent chromium slightly above EPA regulatory standards at one location, adjacent to stacked tidegates. No other analytes were detected at concentrations above regulatory standards. The full report is located in Appendix A.

A second soil investigation was conducted on October 7, 2015 to confirm the presence of hexavalent chromium and determine if the UST had impacted the subsurface. Eleven samples were collected and all were tested for RCRA metals and hexavalent chromium. Two samples, located near the UST, were analyzed for VOCs, SVOCs and DROs. Concentrations of DROs were detected in these samples, however the sampling resolution was insufficient to delineate the boundaries of the affected material. Hexavalent chromium was detected in one location, adjacent to the UST, however the sampling did not replicate the detection of hexavalent chromium above EPA regulatory standards around the former gates. The findings from the confirmatory sampling suggests that the material around the former gates is unaffected by hexavalent chromium. The full report is located in Appendix B.

A third sampling event was conducted on November 12, 2015. Seven samples were collected on the abutment of the tidegate to delineate the boundaries of the plume around the UST and determine if groundwater has been affected. No analytes were detected in the groundwater above regulatory standards and the groundwater has been considered unaffected. Results of sampling around the south tidegate abutment suggests a release from the UST has impacted soil from the pump house to the south, approximately 60 feet and to a depth of 14 feet. It is recommended that approximately 2,334 cubic yards (CY) of affected material be removed and disposed of at an approved landfill. The soil excavation should encompass the northernmost area of the south abutment, south 100 feet and to a depth of 14 feet below the elevation of the ground surface at

Tidegate Abutment, Hutchinson Island, Georgia U.S. Army Corps of Engineers Tidegate South Abutment Environmental Study Savannah District the location of the UST. Rip-rap armor covers the slope of the abutment for a depth of approximately 2.5 feet. Upon removal of the rip-rap along the upstream and downstream slopes, soil should be removed to a depth of 14 feet below the elevation of the ground surface at the location of the UST. The full report is located in Appendix C.

U.S. Army Corps of Engineers, Savannah District

1.0 Introduction

The U.S. Army Corps of Engineers, Savannah District conducted soil sampling along the south tide gate abutment on Hutchinson Island, Georgia on October 7th 2015. The samples were collected as part of an investigation to determine potential contaminants that may exist in the soils. This report supplements the findings of the original sampling event conducted in July 2015.

2.0 Analytical Sampling

2.1 Soil Sampling

Soil samples were collected as follows:

1. TG-SS-1, collected from 0-1’ adjacent to the underground storage tank (UST) fill valve south of the pump house.

2. TG-SB-1, collected from 3-4’ in the same location as TG-SS-1.

3. TG-SS-2, collected from 0-1’ adjacent to the access road west of the stacked gates.

4. TG-SS-3, collected from 0-1’ adjacent to the access road at the center of the abutment.

5. TG-SB-3, collected from 5-6’ in the same location as TG-SS-3.

6. TG-SS-4, collected from 0-1’ in the open area 200’ east of the access road and 300’ south from the stacked gates.

3.0 Methods

3.1 Sample Collection

Surface soil samples were collected using a stainless steel hand auger. Subsurface soil samples were collected using an excavator to reach their desired depths. Samples were homogenized in a stainless steel bowl and placed in laboratory provided containers. Samples were labeled and placed in coolers on ice immediately after collection. Testing was performed by TestAmerica Laboratories, Inc.

3.2 Quality Control

Sampling containers were provided by the laboratory and were clean and unused. All sampling equipment was decontaminated prior to the start of sampling and between each location using a high pressure steam cleaner and phosphate-free detergent.

4.0 Results

4.1 Soil Sampling Results

All sampling results were compared to EPA regional screening levels (RSLs) for resident soils.

A summary table is attached in Appendix II which shows contaminant detections and their respective RSLs. Appendix III, at the end of this report, contains the laboratory’s analytical report.

RCRA Metals.

Barium, cadmium, chromium and lead were detected in all samples at levels below their applicable EPA RSLs.

Mercury was detected in samples TG-SS-1, TG-SB-1, TG-SS-2, TG-SB-3, TG-SS-4, TG-SS-5, TG-SB-5, TG-SS-6 and TG-SB-6. No detections were above the EPA RSL.

Arsenic was detected in all samples at levels above the EPA RSL.

Hexavalent Chromium.

Hexavalent chromium was detected in one sample, TG-SS-1, at a concentration slightly above the EPA RSL.

Tide Gate Abutment, Hutchinson Island, Georgia U.S. Army Corps of Engineers

Volatile Organic Compounds.

Acetone and 2-butanone were detected in both samples tested for VOCs: TG-SB-1 and TG-SB-3.

The detections were below the applicable EPA RSLs.

Semi-Volatile Organic Compounds.

No SVOCs were detected in any of the samples.

Diesel Range Organics.

DROs were detected in both samples tested; TG-SB-1 and TG-SB-3. An EPA RSL does not exist for DROs.

4.2 Quality Control

Duplicate samples were collected in conjunction with TG-SB-1 and TG-SS-6. One trip blank and one equipment blank were submitted for analysis by the laboratory. No constituents were detected in the blanks.

5.0 Discussion

5.1 UST Impacts

Samples TG-SB-1 and TG-SB-3, collected adjacent to the UST located near the pump house on the abutment, detected acetone, 2-butanone and DROs. The EPA generally considers acetone and 2-butanone to be common laboratory contaminants (Asante-Duah, 1996) and are not indicative of actual contamination at the concentrations detected. DROs do not have an EPA RSL however, the Georgia Environmental Protection Division (GAEPD) defines a detection limit of 10 mg/Kg or less for UST release delineation. Sample TG-SB-1 detected DRO at 470 mg/Kg and sample TG-SB-3 detected DRO at 12 mg/Kg which are indicative that the UST has likely released petroleum hydrocarbons to the surrounding soil.

5.2 Arsenic

All samples contained arsenic at levels in exceedance of the EPA RSL however, according to USGS Professional Paper 1270 (1984), the concentrations were within the normal range for regional soils. The detections are not considered significant.

5.3 Hexavalent Chromium

Hexavalent chromium was only detected in one sample during the October 2015 sampling event (TG-SS-1). This sample was located adjacent to the pump house on the abutment and was in

Tide Gate Abutment, Hutchinson Island, Georgia U.S. Army Corps of Engineers exceedance of the EPA RSL. During the previous July 2015 sampling event hexavalent chromium was detected at a level exceeding the EPA RSL in one sample located between the stacked gates on the eastern portion of the site (TG-2-7-15) and was also detected below the EPA RSL in one background sample (TG-6-7-15). Confirmatory samples were collected adjacent to these original July 2015 sampling locations during the October 2015 sampling event; however, hexavalent chromium was not detected again at either location. The findings of both sampling events are shown in Figure 2, Appendix I.

6.0 Recommendations

Soil sampling of the south abutment tide gate suggests a release from the UST has likely occurred and potentially impacted soil from the pump house, to the south, at least 100 feet. A conservative estimate of impacted soil suggests approximately 3,950 CY of material will need to be removed to address this release; however, it is recommended that additional samples be collected around the UST to further delineate the vertical and horizontal extent of the plume.

Full delineation of the plume will enable a more precise estimate of impacted soil and is expected to reduce the total volume that would require special consideration during removal of the abutment. Figure 3, Appendix I outlines the suggested area of excavation estimated using the limited current dataset.

During the July 2015 sampling effort, hexavalent chromium was detected above the EPA RSL;

however, confirmatory sampling did not replicate these results. During the October 2015 sampling, hexavalent chromium was only detected in one location, which was adjacent to the UST. In consideration of these findings, it is recommended that the material around the tide gates be considered unaffected by hexavalent chromium.

Project: Savannah Tidegate

Report Number: 680-117546-1

With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In the event of interference or analytes present at high concentrations, samples may be diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.

RECEIPT

The samples were received on 10/07/2015; the samples arrived in good condition, properly preserved and on ice. The temperatures of the 2 coolers at receipt time were 3.2º C and 3.4º C.

Receipt Exceptions

The following samples were submitted for analysis; however, it was not listed on the Chain-of-Custody: TG-SS-4 (680-117546-15) Per the client the lab is to analyze the samples for metals and hexavalent chromium

2,4-Dinitrophenol and 4,6-Dinitro-2-methylphenol failed the recovery criteria low for LCS 680-405846/19-A. Refer to the QC report for details.

The closing continuing calibration standard (CCVC) recovered outside the method acceptance limits for the following analytes which are not listed as critical compounds of concern: 2,4-Dinitrophenol and 4,6-Dinitro-2-methylphenol. This is obviously a result of matrix interference resulting from the samples associated with prep batch 404805. The data have been qualified and reported.

The following analytes have been identified, in the reference method and/or via historical data, to be poor and/or erratic performers:

2,4-Dinitrophenol. These analytes may have a %D >60% if the average %D of all the analytes in the continuing calibration verification (CCV) is 30%.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

SEMIVOLATILE ORGANIC COMPOUNDS (GC-MS)

Sample TG-Blank-EQB (680-117546-13) was analyzed for semivolatile organic compounds (GC-MS) in accordance with 8270D. The samples were prepared on 10/08/2015 and analyzed on 10/16/2015.

Benzo[g,h,i]perylene was detected in method blank MB 680-404784/16-A at a level that was above the method detection limit but below the reporting limit. The value should be considered an estimate, and has been flagged. If the associated sample reported a result above the MDL and/or RL, the result has been flagged. Refer to the QC report for details.

The following analytes have been identified, in the reference method and/or via historical data, to be poor and/or erratic performers:

2,4-Dinitrophenol. These analytes may have a %D >60% if the average %D of all the analytes in the continuing calibration verification
