1.4 WORK COVERED BY CONTRACT DOCUMENTS
1.4.1 Project Description
The American Recovery and Reinvestment Act of 2009 authorized expenditure stimulus funds for bank protection along the unprotected areas of the Savannah River shoreline adjacent to Disposal Areas 13A and 13B. Access to the sites is available from the land side by dirt road off of Hwy 17 and/or by water. Utilities are essentially non-existent at the site with the exception of twin 30-inch diameter liquefied natural gas lines crossing Area 13A. Existing utilities including an electrical line crossing the entry road at the tide gate area, there are 3 electrical poles with boxes in this area. Also there are electrical control lines running underground between the underdrain stations on the river side of the existing disposal dikes in disposal areas 12B, 13A, and 13B.
The proposed project includes installation of revetment along the shorelines adjacent to Disposal Areas 13A and 13B. Where applicable, the new shoreline protection will need to smoothly and uniformly tie into existing sections of shoreline protection previously placed.
The total lengths for the base and three options are as follows:
Section 13B-1 (BASE) stations 95+00 to 115+75 - 2,075 linear feet Section 13A-3 (Option 1) stations 45+50 to 78+00 - 3250 linear feet Section 13A-1 (Option 2) stations 00+20 to 20+50 - 2,030 linear feet Section 13A-2 (Option 3) stations 29+00 to 44+50 - 1,550 linear feet
The material to be used for erosion protection will be graded granite aggregate and armor stone placed to a top elevation of +13 feet mean lower low water (MLLW).
In addition, shore protection will need to be installed around and with due care and consideration of three existing 12-inch diameter HDPE underdrain pipes. The new work for Areas 13A3 and 13B1 shall incorporate adequate protection for the underdrain pipes including cutting and HDPE pipe fusing.
Cutting and reconnection of the pipe will be part of installing new 18-inch diameter reinforced concrete pipe sleeves over the HDPE where underdrain intercepts new rock revetment. No revetment work is proposed near two each existing 30-inch diameter liquefied natural gas pipelines crossing onto shore in Area 13A although they do cross the proposed haul road. As a courtesy, the Contractor is to notify and invite a representative of Southern Natural Gas (Elba Island) to the project Pre-Construction Meeting.
Notification is also to be made before any construction activity or travel over the lines begins in the area of the gas pipeline by calling Mr. Michael G. Prestage, Savannah Area Manager at 912-748-2945 ext. 2022, cell phone 912-657-4469.
1.4.2 Location
The work locations are Disposal Areas 13A and 13B in Savannah Harbor, Jasper County, South Carolina.
1.5 PROJECT ENVIRONMENTAL GOALS
Even though LEED is not required within this scope of work, the Contractor is encouraged to utilize energy efficient materials and methodologies appropriate with this project.

3.7.4 Alignment
The alignment for each erosion control structure will be established thru the use of information shown on the contract drawings. The alignment for the erosion control structures may change due to ongoing erosion. Any conflict (real or perceived) between the drawings and actual site conditions will be brought immediately to the attention of the Contracting Officer in writing. The Contracting Officer after examination of the information will inform the Contractor of his decision in writing. Because of the critical nature of the alignment with regard to the volume of material ultimately placed, the alignment survey and markers placed shall meet or exceed the standards for a third order survey.
3.8 QUALITY CONTROL
The Contractor shall establish and maintain erosion control structure construction operations to ensure compliance with the contract requirements. The Contractor shall maintain records of quality control for all operations including but not limited to the following:
Proper Foundation Preparation, Stripping of the Foundation Areas, Grubbing, Fill Materials Meeting the Requirements Specified, Proper Cross Section and Grade of Fill, and
Compliance with Surveying Requirements.
3.9 MEASUREMENT
3.9.1 General
No separate payment will be made for earthwork. All costs for the total volume of materials acceptably placed and shaped for the erosion control structures shall be included within the appropriate template placement bid items. All required clearing, grubbing and/or stripping operations shall be completed prior to any material excavation and before the initial Government survey is performed. Measurement of rock will be based on two separate classifications, delivery/stockpiling by the ton and in place template by the ton. Bid items in the bid schedule have been subdivided in order to track materials stored on site before being placed within the required template (bid items BA and BB). Each revetment section will have a designated stockpile of rock that will include the neat template volume of rock (AA bid item) along with the amount of rock needed for the anticipated settlement and consolidation within the template (AB bid item). The designated stockpiles for each rock revetment section shall be kept separate. The certified weigh tickets will be used to segregate the rock between the rock revetment section stockpiles. Once the designated stockpile has the required amount of rock for that section no more rock will be placed within that stockpile.
3.9.2 Tolerances
The original and final cross section surveys will be performed by the
SECTION 31 00 00 Page 10
Government in accordance with paragraph SURVEYING. No payment will be made for misplaced material, or for material placed above the positive tolerance permitted for lines, grades, and slopes in paragraph Finish Grade Tolerances. Original surveys must be completed prior to commencement of work for any designated area.
3.9.3 Survey Corrections
The maps and/or drawings already prepared (see CONTRACT DRAWINGS AND SPECIFICATIONS (DFARS 52.236-7002)are believed to represent accurately conditions existing at the time surveyed. However, each of the project sites lies in a dynamic tidal environment. This environment will create differences between the elevations determined at the time of survey (shown on the drawings) and the time of project commencement (not shown). The Government reserves the right to correct such differences prior to construction. Corrections will be based on information obtained from the Government original cross section surveys and/or other surveys as necessary. The Contractor shall consider the fact that ongoing erosion is taking place and that updated elevations will be provided. The newer survey information and interpolations made therefrom shall supercede the information shown on the drawings. Differences between elevations shown on the drawings for tidal areas and actual elevations determined at the time of construction will not considered as a defect of specifications nor be considered as a changed condition unless newer survey information is not provided prior to beginning construction. Final quantities will be determined by surveys as stated elsewhere herein. Bid quantities shall be as determined from the bidding schedule. Differences will be resolved using the corrected survey data and paid for using the appropriate bid price per unit.
3.9.4 Intermediate Survey
After placement of the earthwork required before placement of rock materials can proceed, survey shall be performed by the contractor. The government will perform random spot checks for verification.
3.10 PAYMENT
3.10.1 General
Payment for earth fill required for the erosion control structures shall be included as part of the erosion control installation structure and will not be paid for separately. Such payment shall be full compensation for all mobilization/demobilization, plant, labor, miscellaneous materials, stone, clearing, grubbing, stripping, borrow and fill excavations, Contractor surveys, tests, other items of work as specified, and all other incidentals for placement of the required fill and/or backfill. There will be no separate payment for placing fill or backfill, repairing embankments, backfilling structures, constructing earth berms or unacceptable material excavation. In no case will the Contractor be paid for materials allowed to run out of the fill or backfill areas on a flatter slope than indicated on the cross section, or for the removal of any unacceptable material necessary to obtain the desired material from borrow areas. Material excavated from within the rock revetment template will not be paid separately and shall be included as part of the rock structure template installation.
