About this file
This is a Questions and Answers document for solicitation W912GY25R0002 regarding natural gas pipeline maintenance at Sierra Army Depot in Herlong, CA. The document contains 34 questions and responses covering technical specifications, operational requirements, and contract terms.
Key clarifications include: emergency response must be within 15 minutes with full mobilization within 4 hours; cathodic protection monitoring is required but not installation; the contractor must conduct line leak surveys without government maps; the system consists of high, medium and low pressure components; CLINs 1001, 2001, and 3001 are Firm Fixed Price for preventative maintenance while additional work falls under CLINs 1005, 2005 and 3005. Several sections regarding odorizers and remote monitoring units were removed in a revised PWS version. The document includes photos showing bollards, pressure gauges, valves, and other natural gas pipeline system components at the facility. Additional requirements cover monthly survey reports, utilities usage, waste disposal procedures, and contractor qualifications per PWS paragraph 1.6.8.

A: Not to install the cathodic protection just monitor the existing cathodic.
11. What is the intended use case for remote monitoring units? Is this for natural gas leaks? Is the expectation that these will be tied-into existing SCADA units? Who will perform the electrical? What portion will be included in the preventative maintenance pricing versus additional work?
12. What type of maintenance is being required for remote monitoring units?
13. Can you publish the latest leak report from the site?

A: The system consists of high, medium, and low pressure. Please refer to PWS 5.2.3.6 for intent of operating pressures and purposes.
16. 5.2.3.6 Is this intended to be for the entire system or just for the compressed gas? Shall we assume that pressure ports will be available anywhere we need to take pressure? If not, will we need to do a gas shutdown and install them? If we need to install them, is that additional work?
A: IAW with PWS this means each compressor station system.
17. 5.2.3.7 What is the expectation for gas valve maintenance? Is that solely to be determined by the contractor in their maintenance plan?
A: The Contractor shall provide operation & maintenance in accordance with Army Regulation (AR) 420-1, Department of Transportation (DOT) 49 Code of Federal Regulations (CFR) 192, &

Do we include materials recommended for valve maintenance? If SIAD wants to grease valves based on a contractor recommendation, for example, will that be additional work?
A: Valves maintenance is part of the Preventative maintenance (CLINs). The contractor shall provide valve maintenance to all valves connected to the natural gas lines. The contractor shall provide and annual valve maintenance plan and remove/install per life cycle completion of each unit. See Appendix D.
