About this file

This document is a Questions and Answers file for Solicitation W912GY-25-Q-0014, addressing a procurement by Sierra Army Depot for ten multi-drawer, rolling tool chest workstations. The solicitation requires workstations with specific technical specifications, including a minimum of 16 drawers, load capacities ranging from 125-200 pounds per drawer, total load capacity of 2,500-3,600 pounds, dimensions of 60-72 inches wide, 38-42 inches high, and 24-30 inches deep. Key requirements include 16-gauge steel construction, caster wheels, keyed locking system, and work surfaces of vinyl, wood, or rubber.

The procurement is a small business set-aside using simplified acquisition procedures, with proposals to be submitted via email to rory.g.thelen.civ@army.mil. The anticipated delivery timeframe is within 90 days of purchase order award, with potential penalties for late delivery. Offerors must comply with Buy American and Trade Agreements Act requirements, particularly noting that due to the mostly steel construction, the Commercial Off-The-Shelf (COTS) waiver does not apply. The contract will be awarded based on price and compliance with specifications, with the Department of the Army Materiel Command Contracting Command Detroit Arsenal managing the solicitation.

· No pictures are available. This is a new procurement for Sierra Army Depot.

2. Do you have a preference or requirement for the height of the drawers?

· There is currently no preference or requirement for the height of the drawers. The only specifications are that the largest drawers must have a weight capacity of at least 200 pounds. The smallest drawers must have a load capacity of at least 125 pounds. The drawers must fit in a workstation meeting the length, width and depth specified in Section C of the solicitation.

4. Will end user accept options for painted surfaces to be enhanced with anti-microbial and static dissipating coatings?

· No. Painted surfaces enhanced with anti-microbial and static dissipating coatings are not part of the specifications listed in Section C of the solicitation.

5. Will drawer liners need to be static dissipating?

· No.

6. On the request it is listed to have a total of 16 drawers, would you happen to know the different heights and lengths?

· There are no specific measurements available for the drawers. The specification requires that there be at least 16 drawers, that the drawers meet the minimum weight requirements, and that they fit within a workstation of the length, width, and height parameters listed in Section C of the solicitation.

7. Do you have a drawing of the tool box?

· No drawings are available as this is a new procurement for SIAD. Offerors are responsible to quote workstations that meet the specifications listed in Section C of the solicitation.

8. Will these workstations require a chair in between the drawers?

· No. The workstations are multi-drawer, rolling toolchests with flat tops that serve as a workspace. These are not desks, so no gap or space is required for a chair.

9. Do you have any drawings or pictures of what is being requested.

· No. These workstations are a new procurement for SIAD.

10. Do you have a manufacturer part number?

· No. This is a new procurement for SIAD. Offerors are responsible for quoting a workstation that meets the specifications found in Section C of the solicitation. Offerors shall provide the National Stock Number or Manufacturer’s Part Number of the workstation.

11. Are there any requirements for compartments in the drawers?

· No.

13. Would 18-gauge material be acceptable for this project?

· Yes

14. How should proposals be submitted?

· Please email proposals directly to rory.g.thelen.civ@army.mil.

15. Is made in the USA applicable for all hardware, tops, casters, cabinets and foam? Is proof needed?

· Please review 252.225-7001, Buy American and Balance of Payments; 252.225-7036, Buy American – Free Trade Agreements—Balance of Payments Program—Basic; 52.225-1, Buy American—Supplies; 252.225-7000, Buy American—Balance of Payments Program Certificate, Buy American, provides a preference for domestic end products for supplies acquired for use in the United States. In accordance with 41 U.S.C. 1907, the domestic content test of the Buy American statute is waived for an end product that is a COTS item (see 12.505(a)(1)), except that for an end product that consists wholly or predominantly of iron or steel or a combination of both, the domestic content test is applied only to the iron and steel content of the end product, excluding COTS fasteners. The offeror will indicate in FAR 52.225-2 the country of origin and percentage over 55% that the product exceeds domestically-produced content.

16. For the workbench tops, the specifications mention that the "cabinet top must have a flat, rubberized foam or Neoprene liner" and that the "work surface material" should be "vinyl or wood." My understanding is that the worktop itself would be made of either wood or vinyl, with the rubberized foam or Neoprene liner applied on top. Could you kindly confirm if this is correct?

· The requirement that the cabinet top must have a flat, rubberized foam or Neoprene liner has been removed.

17. Do Canadian-manufactured workstations meet the requirements for this procurement. Given that the solicitation includes both the Buy American Act (BAA) and the Trade Agreements Act (TAA), and that Canada is a TAA-designated country, can you confirm whether Canadian-manufactured products would be acceptable for this contract?

Due to the mostly steel construction of these workstations, the COTS waiver does not apply.

18. Will the contractor have to install the workstations? Or is this for delivery only?

· This acquisition is for delivery only. The contractor will not have to install the workstations.

19. The width of our workstation is 73.5, which is 1.5 inches over the maximum width of 72 inches as stated in the solicitation, is this still acceptable.

· No, the workstation must adhere to the specifications found within Section C of the solicitation.

20. Regarding the material of the work surface, the current design features a retainer top with a rubber mat. However, the solicitation specifies vinyl or wood.

· The Government requires either a wood or vinyl working top. The specification requiring that the cabinet have a flat, rubberized foam or Neoprene liner, has been removed (see Solicitation Amendment 0002).

21. Is a rubber mat an acceptable alternative to the specified wood or vinyl work surface?

· Yes, rubber, along with wood or vinyl is an acceptable material for the work surface. This has been added to the solicitation via Amendment 0003.

22. Would 14 drawers be acceptable instead of the required 16?

· No. The workstation must have at least 16 drawers capable of holding the weight capacities described in the specifications.

23. Will this solicitation strictly cover workspace furniture (e.g. workstations), or is there also a requirement of workstation partitions?

· This requirement is strictly for the procurement of ten workstations that meet the specifications found in Section C of the contract.

24. Besides price, what key evaluation factors will be considered in the award decision and how are they weighted?

· The evaluation criteria can be found in Section M, and clause 52.212-2. The Government is evaluating price and price only on workstations that meet all of the specifications found in Section C.

25. What is the expected delivery timeframe upon award and are there any penalties for late delivery?

· Thank you for bringing up the issue of delivery. The Government anticipates that the workstations shall be delivered no later than 90 days after award of the purchase order. An amendment to the solicitation will be issued to add this information. As of 18 March 2025, the contract writing system is down so an amendment will be issued as soon as it becomes available again. Regarding late deliveries, it is anticipated that a maximum of 90 days after purchase order award should be sufficient time to deliver the workstations. Late deliveries may lead to the Government seeking consideration or termination of the purchase order.

26. The only reference to the destination is "Sierra Army Depot Central Receiving Facility, Warehouse 351 South," on page 11 of W912GY25Q0014.pdf.

· The complete address is:

Consolidated Property Officer Sierra Army Depot 74 Currant St.
