About this file

This is a Questions and Answers document for solicitation W912GY-25-Q-0010 for UPS Maintenance and Repair services at Sierra Army Depot. The document addresses inquiries about technical requirements and site logistics for maintaining an APC SYMMETRA UPS system (Model SYIOF500KMBR).

Key clarifications include: the removal of the Schneider Electric CPCS certification requirement that initially limited competition; confirmation that the system operates at 250KV though capable of 500KV; specification of 60 batteries in the system (last inspected in 2016 and 2018); and facility access details including availability of a loading dock and single-floor building access. The Department of the Army Material Command is seeking quarterly preventative maintenance services for a 12-month base period with two option years, with performance beginning around April 1, 2025.

Questions and Answers W912GY-25-Q-0010 UPS Maintenance and Repair

Question:

Does this requirement exclude a third-party business like ours from proposing a maintenance agreement that would be performed by our technicians, given that only technicians directly employed by Schneider Electric would hold this certification?

Answer:

We have removed this requirement from the Solicitation. Please see Amended PWS in the Solicitation uploads.

Question:

5.3. Preventive Maintenance Service. The Preventive Maintenance Service will be provided by trained Schneider Electric CPCS certified service personnel. The Contractor shall perform on-site service quarterlyfour (4) times a year. The Contractor shall provide updates, inspections, cleaning, and repairs and optimization of existing equipment and software. All repairs and changes in designed operation shall be discussed and approved by the COR prior to any implementation.

As far as I am aware, Schneider does not certify third parties to maintenance their equipment. So technically, Schneider Electric is the only company that could perform on this. While they do not certify, we are perfectly capable of performing maintenance on this unit. We hold many government contracts for preventative maintenance on similar APC Systems.

Let me know if we would be able to submit our offer even though we are not technically Schneider certified.

Answer:

We have removed this requirement from the Solicitation. Please see Amended PWS in the Solicitation uploads.

Question:

Needs to know if the system/s are 250Kva or 500Kva. Can you verify with your customer please?

Answer:

The system is capable of both 250/500 but it has a 250KV server.

Question:

1. Would it be possible to get an equipment list for the ancillary equipment that needs to be covered under this contract?

Answer:

Currently we are only aware of the System itself and the Batteries.

Question:

Could you also provide the number of Battery Modules (SYBTU2-PLP) the unit currently has? This will help us provide an accurate estimate for any "Over and Above" work for battery replacement.

Answer:

There are 60 Batteries

Question:

I was unable to find the information of the number of batteries that are with each UPS. Can you elaborate? And the age of the batteries?

Answer:

There are 60 batteries they were last inspected January of 2016 and 2018. We do not have an age.

Question:

Could you kindly provide details on the logistics for the pathway to the UPS system? Specifically, we’d like to know if a docking area is available in case a liftgate is needed for delivery, any notable entry points, and which floor the UPS system is located on. This information will help us finalize our proposal and prepare a competitive bid.

Answer:

A docking area is available at in our receiving department if items need to be unloaded or shipped to Sierra Army Depot. All items should be clearly labeled with the Contract Specialist’s name and the contract it is under. The UPS system is located in a single floor building with its own entrance. For entry information please be sure to read pages 57 – 59 of the contract to understand entrance requirements for SIAD.
