About this file

This is a Questions and Answers document for solicitation W912GY-25-Q-0010 regarding UPS Maintenance and Repair services. The document addresses questions about certification requirements for technicians servicing Schneider Electric equipment. Initially, the solicitation required Schneider Electric CPCS certified service personnel to perform quarterly preventive maintenance services. However, in response to vendor questions about this potentially restrictive requirement that would have limited competition to only Schneider Electric technicians, the agency removed this certification requirement from the Performance Work Statement (PWS) via an amendment to the solicitation.

Questions and Answers W912GY-25-Q-0010 UPS Maintenance and Repair

Question:

Does this requirement exclude a third-party business like ours from proposing a maintenance agreement that would be performed by our technicians, given that only technicians directly employed by Schneider Electric would hold this certification?

Answer:

We have removed this requirement from the Solicitation. Please see Amended PWS in the Solicitation uploads.

Question:

5.3. Preventive Maintenance Service. The Preventive Maintenance Service will be provided by trained Schneider Electric CPCS certified service personnel. The Contractor shall perform on-site service quarterlyfour (4) times a year. The Contractor shall provide updates, inspections, cleaning, and repairs and optimization of existing equipment and software. All repairs and changes in designed operation shall be discussed and approved by the COR prior to any implementation.

As far as I am aware, Schneider does not certify third parties to maintenance their equipment. So technically, Schneider Electric is the only company that could perform on this. While they do not certify, we are perfectly capable of performing maintenance on this unit. We hold many government contracts for preventative maintenance on similar APC Systems.

Let me know if we would be able to submit our offer even though we are not technically Schneider certified.

Answer:

We have removed this requirement from the Solicitation. Please see Amended PWS in the Solicitation uploads.
