1.6. During the preparation of the ERD, we applied the provisions of Act LXIV of 2001 on the protection of cultural heritage (hereinafter: Public Procurement Act) and Government Decree
68/2018 (IV.9) on the rules related to the protection of cultural heritage (hereinafter:
Government Decree.
1.7. Based on Section 38 (1) of the Government Decree, the ERD was prepared as a simplified
ERD without trial excavation.
1.8. Pursuant to Government Decree 242/2017 (VIII.28), the project is implemented as an investment of major importance for the national economy.
2. ARCHAEOLOGICAL ASSESSMENT, SITE DIAGNOSTIC EXAMINATIONS
2.1. Database, literature, cartographic data collection
The location of the planned investment is located in the Alföld, within the loess ridge of
Kiskunság, in Bács-Kiskun county, in Kecskemét at Reptér út 4.
The Kiskunság loess ridge is an alluvial cone plain covered with loess and sand, between 81.1 and 142.7 m above sea level. The average relative relief of its surface, which is moderately lively in relation to the Great Plain, is 5m/km2.
From an orographic point of view, more than 2/3 of the surface is a slightly divided plain.
Between the typological units arranged like a mosaic, there are closed, small depressions, sometimes filled with lakes and swamps, and spacious, salty flats. The bedrock of most of the soils of the small region is loess, but the extent of sandy soils, such as quicksand, humus sand and chernozem type sand, is also significant.
The area sloping from Lajosmizse to Pusztaszer is crossed by several watercourses heading towards the Tisza. The northernmost of them is the Alpár-Nyárlőrinc channel, followed by the
Csukásér main channel, the Gátér and the Félegyház watercourse. These are collected by the
Fehértó-Sóstó main channel and lead to the Dong. The waters of the northeastern part of the
Preliminary archaeological small region are drained into the Tisza by the Upper Main Canal, the Vidre River and the Lower
Main Canal. A dry, sparsely drained area with a severe water shortage.
Preliminary archaeological
We collected data related to 2 known (registered) archeological sites in the area affected by the planned investment and in its 200-meter-wide zone in the public domain register, museum database, technical literature, and cartographic research.
The investment affects the area of both known deposits In 2000, Rozália Kustár led an excavation at site 27796 (Kecskemét – Airport).
In the spring of 2020, József Katona of Kecskemét carried out an archaeological observation at the site no. 97769 (Kecskemét – Repülőtér NW), followed by a test excavation at Kornél Sóskúti in 2021.

3. EXPLORATION PROJECT PLAN
3.1. Description of change intentions
This Preliminary Archaeological Documentation is being prepared for the pyrotechnic inspection of the MH 59 Szentgyörgyi Dezső Air Base in Kecskemét. The fire station is needed because of the additional investments, as the airport, currently reserved for state flights, is planned to be converted into a joint (military-civilian) use, which requires, among other things, the construction of a new taxiway. Regarding the latter, they are planning to carry out fire ordnance tests.
Since no construction will take place in connection with the fire ordnance inspection, technical plans are not available. However, the investigation will involve a certain amount of humus collection and digging of pits. The planned tests will thus cause an unknown level of soil disturbance in the area.
3.2. Heritage protection impact analysis, heritage protection impact reduction proposals
During the archaeological value assessment, in the area affected by the earthworks of the planned investment, we did not identify any heritage elements to be kept in place, which must be avoided by earthworks based on Section 21 (3) of the Government Decree.
Preliminary archaeological
Based on the technical data provided by the customer and the results of the archaeological assessment, it can be established that the earthworks of the planned investment affect archaeological sites. According to the Section 22 (1) of the Public Procurement Act (Kötv.) a preliminary archaeological excavation must be carried out in the part of the site affected by earthworks.
Archaeological sites affected by earthworks:
Site name: Register number:
type: Age: Area affected by earthworks
Airport extended grave
~356 m2
Airport NW site late bronze age, ~186,643 m2
According to the Section 22 (3) item ae) of the Public Procurement Act (Kötv.) the recommended method of preventive exploration: . . archaeological observation, as it can be determined based on the technical description and design documentation that due to the technical nature of the investment (fireworks inspection) the archaeological tasks cannot be performed in any other way.
Mechanical and manual earthworks must be carried out under the guidance of an archaeologist
(Government Decree § 36 (2)), with a machine (rubber rotary excavator, mud shovel or copper shovel) that is suitable for creating an archaeological mirror surface at the level of occurrence of archaeological phenomena. In order to create a suitable archeological mirror surface, manual earthworks may also be necessary (see § 7 § 31 of the Public Procurement Act).
If an archaeological deposit is found during earthworks carried out under archaeological observation, the phenomena must be explained and properly documented within the framework of the observation (Article 35 (1) of the Government Decree.
According to § 45 of the Government Decree, if an archaeological site or find discovered during the archaeological monitoring of a major investment cannot be excavated in the framework of archaeological demolition work without hindering the construction, the institution performing the archaeological monitoring shall immediately notify the authority. ... . The authority decides on the necessary measures within five days of receiving the report.
According to Section 23/E (5) of the Public Procurement Act in the event of a major investment, the earthworks of the construction can be carried out under archaeological observation, accordingly, archaeological observation must be ensured in the area not excavated by other excavation methods (Government Decree § 43 paragraph (3)).
Preliminary archaeological
If an archaeological site or phenomenon is found during earthworks carried out under archaeological observation, it is necessary to proceed as described above, in accordance with the provisions of Section 23/E (7) of the Public Procurement Act, Section 35 (1) of the Government
Regulation, and Section 45 of the Government Regulation.
Preliminary archaeological
Pursuant to paragraphs (1-3) of § 46 of the Government Decree, if an archaeological monument that remains in its original context is found during the preliminary excavation or archaeological monitoring, the institution conducting the excavation must notify the authority within three days, and in the case of preliminary excavation, notify the investor. The authority decides within twenty days whether to avoid the declared archaeological monument or to keep and manage it on site, as well as the necessary conservation measures. If the archaeological monument was discovered during a preliminary excavation, and based on the authority's decision, it must be preserved on site, the technical planning and execution of the investment must take into account the preservation of the monument. In this case, the institution conducting the excavation is obliged to provide the investor with information about the archaeological monument within fifteen days after the completion of the field work of the excavation. As part of the data supply, the archaeological monuments that can be dismantled and that must be preserved on site - in their original location - must be clearly indicated on the drawing documentation.
3.3. Cost calculation of the proposed heritage protection measures
3.1.3. Planned cost of preventive excavations
The cost calculation of the preliminary excavation was made on the basis of the parameters of the planned earthworks and the archaeological sites to be excavated (primarily the size of the affected area) and the maximum official unit prices specified in Annex 8 of the Government
Decree. .

– including ensuring the working conditions of the excavation (dumbing, warming and dressing rooms, toilets).
– the documentation with the content specified in the legislation and the primary finding processing
Preliminary archaeological
(Public Procurement Act § 22 (9)), however, they do not include the costs of archaeological excavation (see: Public Procurement Act § 7 point 31). The investor is obliged to take care of the implementation of the archaeological earthwork related to the archaeological excavation. If the investor cannot provide the earthwork, then the institution conducting the excavation - in accordance with the Public Procurement Act - ensures that the earthwork related to the performance of archaeological tasks is carried out at the expense of the investor (Article 23 (2) of the Public Procurement Act). The archaeological earthwork must be carried out under the supervision of the head of the excavation, under archaeological observation, the cost of which is part of the cost of the preliminary excavation carried out in the area (Article 36 (2) of the
Government Decree), so no separate costs can be charged for this activity.
The financial settlement of the preliminary excavation is done retrospectively, based on the actual performance (size of the excavated area, layer numbers) (see § 23/F Paragraph (10) of the
Public Procurement Act). Archaeologically positive areas bounded by a polygon with a radius of 10 meters can be accounted for at the unit price specified in the excavation project plan. No separate costs can be charged for the exploration of negative areas.
According to Section 23/F (11) of the Public Procurement Act, the institution entitled to excavate can create a reserve of up to 10 percent of the total costs of the archaeological preparation of the full surface excavation and cover-up for possible additional archaeological costs. The reserve can be used based on an agreement between the investor and the exploration institution.
3.3.2. The cost of archaeological observation
In the case of large investments, the accounting for the archaeological monitoring of earthworks carried out outside the area of known archaeological sites is done on an hourly rate system, based on the actual performance - i.e. the duration of the observed earthworks.
The maximum official unit price of archaeological observation is HUF 8,000/hour (net), but at least HUF 36,000/day. .
In case of discovery of archaeological phenomena, the maximum official unit price for accounting for archaeological demolition work according to Annex 8 of the Government Decree:
3,150HUF/m2 (net).
3.3.3. Total archaeological costs

3.4. Time frame of the preliminary exploration
Archaeological monitoring must be provided for the duration of the construction earthworks.
3.5. Designation of the institution designated for archaeological tasks
Pursuant to Government Decree 242/2017 (VIII.28), the investment is realized as an investment of major importance from a national economic point of view, therefore the heritage protection body designated by law (Várkapitányság Integrált Területfejlesztési
Központ Nonprofit Zrt.) ensures the provision of archaeological monitoring.
