Solicitation No. W912GB21Q0001 Responses Bidder Inquiry 8939162

1) To what condition is the plantation adapted to be cut to be restored?

a) Are you interested in cutting down trees alone?

RESPONSE: All the trees located within areas marked (hatched) on the Tree Clearing Plan Drawings must be cut down according to NOTE NO. 1 (sheet G3 of the Tree Clearing Plan):

“1. CLEAR ALL TREES, BUSHES AND BRUSH THAT ARE 1 METER OR TALLER WITHIN EXTENTS

SHOWN. COMPLETE THE WORK IN ACCORDANCE WITH SPECIFICATIONS AND REQUIREMENTS

FROM PERMITTING AUTHORITIES IDENTIFIED ON THE DRAWING FOR CLEARING AREAS.”

b) Is the timber to be segmented? (eg. the division into the best wood, that is sawmill wood, then

"pulpwood" less valuable and finally the branch wood)?

RESPONSE: Wood shall be prepared and stacked according to requirements provided by The Forestry, 33 Air Base and County Authority.

See NOTE 1 of “FORESTRY REQUIREMENTS“ SECTION (SHEET G4):

“1. SEGREGATE AND STACK THE CUT WOOD INTO THE FOLLOWING ASSORTMENTS:

· CONIFEROUS WOOD: W0 (SOFTWOOD LOGS), S2b 120, S2b 250, S2a 250, S4 120;

· DECIDUOUS WOOD: W0 (HARDWOOD LOGS), S2b 120, S4 120.

· DECIDUOUS AND CONIFEROUS WOOD: M2E (REMAINING WOOD PARTICLES)

REPRESENTATIVES OF GNIEZNO FOREST AGENCY (NATIONAL FORESTRY) WILL BE

PRESENT ONSITE DURING THE TREE CUTTING TO PROVIDE GUIDANCE ON

COMPLIANCE WITH THE EXCLUSION FROM FORESTRY PRODUCTION PERMIT AND

POLISH ENVIRONMENTAL AND FORESTRY REGULATIONS CONCERNING THE

QUANTITY OF LOGS TO BE SEGREGATED INTO THE ABOVE ASSORTMENTS. COMPLY

WITH ALL GUIDANCE OF THE NATIONAL FORESTRY REPRESENTATIVE REGARDING

TREE CUTTING, THE ASSORTMENTS OF WOOD AND METHOD OF STACKING.”

See NOTE 3 and 4 of “33RD AIR BASE REQUIREMENTS “ SECTION (SHEET G4):

“3. CUT FIREWOOD INTO 1,2 AND 2,4m LENGTH SECTIONS. AND SAWMILL WOOD CUT

ACCORDING TO WOOD RAW MATERIAL SHORTAGE CLASSIFICATION;

4. DEVELOP AND PROVIDE A RAW MATERIAL SHORTAGE SERVICE REPORT IN ORDER

TO DETERMINE QUANTITATIVE AND QUALITATIVE CLASSIFICATION OF A TIMBER

OBTAINED DURING THE CUTTING. REPORT SHALL INCLUDE STOCKPILE VOLUME AND

TIMBER CLASSIFICATION.”

See NOTE 4 of “COUNTY REQUIREMENTS “ SECTION (SHEET G-4):

4. CUT WOOD INTO 2,5m LENGTH SECTIONS.

Treatment of branches and other remaining wood particles will be different, according to the timber owner (Forestry, WZI/33 Air Base and County Authority).

Regarding timber owned by the Forestry:

Branches will be treated as “DECIDUOUS AND CONIFEROUS WOOD: M2E (REMAINING WOOD PARTICLES)” according to NOTE 1 of “FORESTRY REQUIREMENTS“ SECTION (SHEET G4). All residues like branches that remain after tree cutting and pruning shall be collected and stacked as “DECIDUOUS AND

CONIFEROUS WOOD: M2E (REMAINING WOOD PARTICLES)” according to NOTE 1 of “FORESTRY REQUIREMENTS“ SECTION (SHEET G4), as well as:

NOTE NO. 11.1.3. (G-5) “STACKING WOOD PILES (ARRANGEMENT OF ASSORTMENTS) (…) ALL WOOD ASSORTMENTS LISTED IN NOTE NO. 1 (SHEET G-4) (INCLUDING DECIDUOUS AND CONIFEROUS WOOD:

M2E REMAINING WOOD PARTICLES) SHALL BE STACKED IN ASSIGNED STORAGE AREAS ACCORDING TO GUIDELINES PROVIDED BY THE REPRESENTATIVES OF THE FORESTRY. ALL ASSORTMENTS WILL BE

COLLECTED FROM THE STORAGE AREAS BY THE FORESTRY”

and 12.1.8. (G-5) “ALL WOOD PARTS REMAINING AFTER TREE CUTTING AND HAULING STEMS FROM FIRE PROTECTION STANDARDS. SUCH ELEMENTS SHALL BE STACKED IN ASSIGNED STORAGE AREA, FOR THE PURPOSE OF BIOMASS PRODUCTION. ALL REMAINING WOOD PARTICLES ARE CONSIDERED AS ONE OF THE SORTMENTS LISTED IN NOTE NO 1 (SHEET G-4), THUS WILL BE COLLECTED FROM THE SITE BY

THE FORESTRY FOR SUBSEQUENT PROCESSING”.

No felling residues shall be left on the ground after the cutting.

Regarding timber owned by the WZI/33 Air Base: Contractor shall follow requirements determined in Tree Cutting Plan, sheet G-4, section “33RD AIR BASE REQUIREMENTS”.

Regarding timber owned by the County Authority: Contractor shall follow the requirements determined in Tree Cutting Plan, sheet G-4, section “COUNTY REQUIREMENTS”.

c) Should the wood be stripped of branches?

RESPONSE: Wood shall be prepared according to the requirements of the particular assortments (See NOTE 1 and 2 of “FORESTRY REQUIREMENTS“ SECTION (SHEET G4). It should be stripped of branches. Branches like all other remaining wood debris are considered as one of the assortment types listed in NOTE NO. 1 (sheet G-4), thus will be collected from the site by the forestry for subsequent processing (biomass production).

d) Should the plantation after felling be free from notches?

RESPONSE: There are particular standards and regulations cited in the Tree Clearing Plan that refer to the timber assortment preparation (refer to NOTES 1 and 2 of “FORESTRY REQUIREMENTS“ SECTION (SHEET G4)). All the assortments shall be checked against those standards regarding wood defects or mechanical damage made accidentally to the timber during the assortments production (cutting and on-site processing).

e) Is the soil to be plowed after felling or should it be left with all felling residues?

RESPONSE: No, the soil should not be plowed. No stumps or root removal is required. Loose felling residue (branches, tree tops, other wood debris) laying on the ground shall be collected and stacked within timber storage areas shown on sheets S3 and S4 (Forestry owned timber).

3) What are the average diameters of the trees, due to the appropriate selection of the harvester head?

RESPONSE: There is no detailed data of tree sizes within the forested area.

4) If the wood is to be divided, the places where the wood is to be stored must be marked on the maps.

RESPONSE: Timber storage locations are shown on maps divided into separate groups based on the wood ownership. Refer to Tree Clearing Plan sheet numbers: S1 – S4:

• S-1 - COMMUNE STOCKPILE AREAS (WZI OWNED TIMBER)

• S-2 - COUNTY STOCKPILE AREAS (COUNTY OWNED TIMBER)

• S-3 & S-4 - FORESTRY STOCKPILE AREAS

5) Can we provide the price for the service in m3 of harvested wood?

The question is legitimate because it is easier to cut in terms of quantity per m3. In addition, the quantity and quality of the material obtained is greater, which translates into profits for entities selling this wood (US Army, Polish Army).

Response: Please provide the price in the units specified in Table 1. Price Schedule.
