The concrete pavement shall be plain concrete (unreinforced).
The design aircraft shall be Sikorsky UH-60 Black Hawk helicopter.
The Contractor shall design and construct the pavement in compliance with the applicable standards, RFP requirements, and in consideration of the results from the geotechnical survey and determined loads. The designer shall also consider the variation in temperature throughout the year in this region. The Contractor shall ensure that the pavements can withstand the shrinkage and expansion effects associated with these temperature variations.
Contractor shall provide compaction tests and pavement density tests, thickness and evenness tests, to the frequency listed in local codes. The location of all tests, and the layers to be tested, shall be selected by the COR, and copies of all test results shall be furnished to the COR.
2.1.3.10 HELICOPTER PAVEMENT MARKINGS FOR RESURFACE HELICOPTER APRON, TAXIWAY,
AND LANDING PADS
The contractor shall provide taxiway and apron markings in accordance with UFC 3-260-04. The painting of marking shall be in accordance with UFGS 32 17 23 Pavement Markings.
2.1.3.11 AIRCRAFT TIE-DOWNS FOR RESURFACE HELICOPTER APRON, TAXIWAY, AND LANDING
PADS
Design and construction of aircraft tie-downs shall be in accordance with ETL 12-8 Contingency Aircraft Tie- Downs in Portland Cement Concrete Pavements.
2.1.3.12 UTILITIES – GENERAL
The Contractor shall verify the specific location, depth, capacity and condition of the existing utilities impacted by each project.
The COR shall be notified of any utility lines found to be missing from or incorrectly shown on any existing plans showing existing conditions and made available to the Contractor. Any indication of existing utility lines on such plans shall not mean the existence, location, depth and/or alignment of the lines is accurately represented. The Contractor shall protect those lines that are to be kept in operation.

2.1.3.13 STORM DRAINAGE
The Contractor shall take maximum advantage of connecting to existing drainage patterns and systems to ensure the likelihood of ponding based on a 10-year return storm frequency is minimized. To ensure proper drainage, the design build contractor shall perform a camera survey of all storm water drain lines prior to 35% design submittal.
Any storm drainage line in the existing system that is damaged or consider in to poor/unusable condition shall be reported to the COR immediately. The COR will provide direction for corrective actions.
The facilities shall be provided with positive surface slope so that rainfall runoff does not collect adjacent or seep into the ground in the vicinity of structures and associated facilities. In other words, roof drainage shall be coordinated with storm water drainage so that water from roofs does not collect on or seep into the ground adjacent or beneath structures.
2.2 GEOTECHNICAL
The Contractor shall be responsible for conducting a geotechnical investigation of the project limits and shall provide an assessment regarding all geotechnical data required for the design and construction of the planned facilities and features. The following additional requirements apply as described in sections 2.2.1 through 2.2.3.
2.2.1 DESIGN CERTIFICATION
The Contractor and their professional geotechnical engineer consultant shall certify in writing that the design of the projects has been developed consistent with the Contractor’s Final Geotechnical Report. The certification shall be stamped by the consulting professional geotechnical engineer and shall be submitted with the first design submission. If revisions are made to the initial design submission, a new certification shall be provided with the final design submission.
2.2.2 GEOTECHNICAL INVESTIGATION
The Contractor is required to investigate subsoil conditions at the proposed location of buildings, structures, pavements, etc. as far as required per applicable codes and standards, the contractor shall perform borings validating the soil is suitable for the design and construction of the intended facilities.
2.2.3 GEOTECHNICAL REPORT
The investigation shall be performed and the report shall be provided to the COR prior to finalizing design features that are dependent upon soil condition and characteristics. The report will be provided for review at the first design submittal. The contractor shall use the data from this investigation to provide bearing capacity analyses and settlement calculation, if necessary lateral earth pressure parameters general soil conditions, compaction requirements, fill requirements and soil percolation rates.
As well as more general information, the geotechnical report shall specifically address the following:
- It shall clearly describe the subsurface conditions and the regional geology and seismic conditions at the site.
- It shall also recommend any soil replacement or improvement requirements for earthworks, general fill and backfill placement procedures, and types of compaction equipment to be used.
- It shall recommend the type of foundation structure to be used. It shall also provide, as applicable, recommendations for soil replacement or soil improvement under structures and compaction requirements for soil preparation under structures.
Based on the findings, the contractor shall provide evaluation of the most appropriate rainwater drainage features in compliance with the applicable standards and in consideration of low maintenance exigency. If the evaluation should identify that existing drainage features are incompatible with the applicable standards, the contractor shall
