Site setting
2.1. Site description and geographical setting
The Caserma Del Din military installation, located 4 km north of the city of Vicenza, occupies the western part of the former Dal Molin airport. Caserma Del Din is surrounded on every side by residential and rural areas. A green field area, property of the Vicenza Municipality is located east of the military installation. On the eastern border of the green field there is small area dedicated to commercial activities and includes filling stations, car and motorcycle repair shops, stores and sport centers.
The site POL Point 83 is a former fuel storage area located in the western part of Caserma Del Din. The storage point have been demolished due to an enlargement and modification plan of the military installation. The storage point was equipped with a 15 m3 UST for Diesel Fuel and a 10 m3 for unleaded gasoline. The USTs were made of steel with reinforced concrete mat foundation and cover. The USTs were located under the filling station building, equipped with two (2) fuel dispensers. After the completion of demolition activities, the Site is now confining with a road on the northern side, a green area on the southern and eastern side.
The Bacchiglione River flows on the north-west boundary of the military installation, near the POL Point
83 area.
In attached Figure 01 is presented the general setting of the Site.
2.2. Geological and hydrogeological setting
The plain of Vicenza is made up of alluvial deposits related to three fluvial systems: Leogra, Timonchio, Astico and Brenta. These fluvial systems originate from the karstic system of the Sette Comuni plateau and from the calcareous formations of the Lessini mountains.
The northern part of the high and middle Venetian plain is mainly composed of coarse sand and gravel deposited by the prealpine rivers (Brenta) at the outlet of the valleys. In the higher part of the plain, near the prealpine mountains, several alluvial fans are overlaid, created by river overflows and migrations, forming mainly gravel deposits with undifferentiated structure even hundreds meters thick. In the middle plain, the alluvial fans of different ages are not superimposed but are clearly divided by thick silty-clayey strata that sometimes tend to cover totally the fans. The subsoil stratigraphy is characterized by alternating strata of alluvial gravel and silt and clay at least 300-400 m thick.
Due to the lithostratigraphic and hydrogeological characteristics of the Vicenza plain, in the subsoil there are several aquifers whose features are connected with the structure of the permeable coarse-grained alluvial sediments. In the high plain a single phreatic aquifer is present, while in the middle plain there is a multiple aquifer system with a phreatic aquifer and underlying confined aquifers. In the zone of transition between the two aquifer systems there is a line of “risorgive” (natural springs).
Specifically, in the area of interest there is a multi-layered aquifer system that includes a regional interest aquifer, typical of the middle and low Venetian plain. Groundwater levels have semi-artesian features that become artesian with increasing depth.
Based on previously performed investigations at the Site, the stratigraphy can be summarized as below:
A layer of filling material from surface to a variable depth of 0.3 to 2.4 meters b.g.l.. It is composed of sand with gravel and underlying silty sands and silts.
A layer of brown and grey silt, sometimes clayey, and of clay with silt, till a maximum depth of about 6 meters b.g.l..
A layer that spans from 4 meters b.g.l. till at least the maximum depth of the performed investigations (11 meters b.g.l.), composed of brown and grey medium and fine sand and, under the 8-10 meters b.g.l., of gravelly sand.
The lower sandy and gravelly level is part of a mainly phreatic aquifer.
2.3. Past activities
The Site was a gasoline deposit area where a 15 m3 tank was underground located and a 10 m3 leadless oil tank were located.
The area was characterized by tanks removal activities, performed on the basis of a modification, reconstruction plan of the site. During investigations performed as final test after USTs removal and subsequent characterization activities of July and October 2009, exceedance of the regulatory limit for soil ( in Italian CSC) set out in Table 1, Annex 5, Title V, Part IV of D. Lgs. 152/06 were found for the following parameters: Light Hydrocarbons (C ≤ 12), Heavy Hydrocarbons (C > 12) and Lead.
During characterization analysis and subsequent groundwater monitoring campaigns exceedance of the regulatory limit for groundwater set out in Table 2, Annex 5, Title V, PartIV del D.Lgs. 152/06 were found for the parameters Total Hydrocarbons, BTEXS and MTBE. Moreover some exceedances were detected for iron and manganese. Those elements are ubiquitous in the area and probably should be linked to high natural background concentrations in the area.
Following these investigations, a risk assessment was performed (January 2010), then updated in
September 2010. The most recent risk assessment, submitted in June 2014 and approved with
Conference of Services of 25 November 2014, includes the reference CSRs (Concentrazione Soglia di
Rischio) for soil and groundwater.
A safety measure Pump & Treat (P&T) system, designed in order to avoid the contaminated groundwater migration outside the subject area was in operational from August 2010 to January 2015.
The interruption of the P&T system was agreed on the Conference of Services hold on 25th November
2014.
A pilot campaign of Oxygen Releasing Compounds (ORC) injection was performed from October 2010 to May 2011, followed by site-wide interventions in the campaigns of December 2012 and June 2013.
The effectiveness of the treatment was evaluated though a series of groundwater monitoring campaigns performed from November 2012 until November 2015.
Since 2011 monitoring campaigns, some exceedances have been detected for total Hydrocarbons, Benzene, Ethylbenzene, Toluene, (m+p) Xylene and MTBE compounds.
On December 2016 the Site Specific “Remedial Operational Plan CCVI018, POL Point 83, Caserma Del
Din, USAG Italy Vicenza Military Community” was presented to Local Authorities and approved with prescriptions at the Conference of Services performed on 04th April 2017. The Remedial Plan considers, as remediation strategy the Monitored Natural Attenuation (MNA) on n. 12 monitoring wells located at the Site.
This document presents the results of two monitoring campaigns conducted in May 2017 and August
2017 under the above described Remedial Plan.
Description of activities
This paragraph presents the activities carried out during the groundwater monitoring campaigns performed in accordance with the Remedial Operational Plan of December 2016, and Local
Authorities prescriptions defined in the Conference of Services on 4th April 2017.
The activities were carried out in the following dates:
8th and 9th May 2017;
7th and 8th August 2017.
The following activities were performed:
Groundwater level and chemical-physical parameters measurement;
Groundwater sampling.
During monitoring activities of May 2017, the sampling of PZ.83-11 was carried out with ARPAV authority and the memorandum and analytical results are in Annex 1.
3.1. Groundwater level measurement and chemical-physical parameters
Before the sampling activities the following steps have been reached:
- Groundwater level measurements by using dedicated tools;
- Purging a rate of 3 volumes of groundwater per each well until the balance of chemical-physical parameters of water (pH, conducibility, temperature,…).
By using a multi-parametric probe, during purging activities the monitored parameters are the followings:
Temperature;
Specific conductance;
Dissolved Oxygen;
pH;
Redox;
Turbidity.
3.2. Groundwater sampling
In correspondence to the 12 wells composing the groundwater monitoring network, 12 samples were taken per each well. The monitoring network is composed by the following wells: NWP-10, NWP-06A, PZ. 83-2, PZ.83-3, PZ.83-6, PZ.83-7, PZ.83-7, PZ.83-8, PZ.83-10, PZ.83-11, PZ.83-11, PZ.83-12, PZ.83-13 and GW83-1).
This network includes the background monitoring well NWP-10. NWP-06; PZ.83-2, PZ.83-3, PZ.83-6, PZ.83-7, PZ.83-12 and PZ.83-13 are located in the central area of the site where it is located the residual contamination. PZ.83-8, PZ.83-10, GW83-1 and PZ.83-11 are located closed to the limit of the
Site and they represent the Point of Compliance of the Site.
The groundwater monitoring network is presented in Figure 02.
Specific information related to each sample was recorded in the field logbook, which describes the sampling location, the time, the sample name/number and type, and sampler’s identity. The list of samples and the type of analysis were defined on the Chain of Custody.
Collected groundwater samples were placed in designated containers to maintain a temperature of
4÷2 °C and delivered to the laboratory within 48 hours from the sampling.
In agreement with QA/QC procedures, a Field Duplicate (FD) was collected during each campaign.
According to the approved Remediation Plan, the analytical protocol is as follows:

The results of on the analysis performed on the samples collected at the points of compliance of the
Site did not show exceedances of CSC limits, with the exception of Iron and Manganese. Those elements are ubiquitous in the area and probably should be linked to high natural background concentrations in the area with the exception of NWP-10.
Analytical results are presented in attached Table 2, Analytical Certificates are presented in Annex 2.
4.2.2. Analytical results of August 2017
The analytical results of August 2017 monitoring campaign showed the following exceedances of the
CSR limits defined in the Risk Assessment approved in November 2014:
Total Hydrocarbons n-hexane in PZ.83-3 with a concentration of 773 µg/l, against a CSR limit of
474,8 µg/l;

Analytical results are presented in attached Table 3, Analytical Certificates are presented in Annex 3.
4.3. Trend analysis
This paragraph present the historical trend of concentration of the contaminants of concerns of the site for the period November 2012 – August 2017. The following monitoring wells were considered:
PZ.83-2, PZ.83-3, PZ.83-6 and PZ.83-7. They were located within the area identified as the source of contamination, downgradient from the removed USTs. This area was historically characterized by exceedances of Total Hydrocarbons, Benzene, Ethylbenzene, (m+p) Xylene and MTBE. The complete analytical results are presented in the attached Table 4.
4.3.1. Total Hydrocarbons
The monitoring well PZ.83-3 presents exceedances of total hydrocarbons CSR limit (474,8 µg/l) with picks over 4000 µg/l between 2012 and 2013. Other relevant picks were detected for PZ.83-7 during
2013 campaigns. Last monitoring campaigns showed exceedances of CSR limit only in PZ.83-3, with concentrations lower than the ones detected during 2012-2013 period. Based on the trend identified, it is expected for TPH an half-life of 24-36 months, in accordance with what presented in the Remedial
Operational Plan.
Figure 1: trend in TPH concentrations (November 2012 – August 2017)
4.3.2. Benzene
The concentration of Benzene shows a decreasing trend during the reference time period, with concentrations. Some exceedances were detected in PZ.83-7 between 2012 and 2013 with values higher than 9 µg/l against a CSR limit of 1,4 µg/l. Some random exceedances were detected also in
PZ.83-6 and PZ.83-2. All the remaining wells showed concentration values below CSR limit. Since
March 2014 no exceedances of CSR limit were registered, with the exception of a slight exceedance in
PZ83-6 in October 2015.
Figure 2: trend in benzene concentrations (November 2012 – August 2017)
4.3.3. Toluene
In the period November 2011 – August 2017 Toluene was always detected below the CSR limit (15 µg/l).
4.3.4. Ethylbenzene
The parameter Ethylbenzene was found with concentration above CSR limit (67,8 µg/l) only in PZ.83.3.
Exceedance were found between 2012 and late 2013 with a pick of 390 µg/l. It is possible to indentify a decreasing trend, with concentrations steadily below the CSR limit from 2014.

Conclusion
This document presents the results of the groundwater monitoring campaign performed at POL Point
83 in May and August 2017 performed by AECOM under Contract W912GB-16-P-0013 Compliance
Cleanup number CCVI018. The campaigns were carried out in accordance with Remedial Operational
Plan, approved with the Conference of Services of 04 April 2017.
Laboratory analysis on groundwater samples collected at the site groundwater monitoring network (12 monitoring wells) showed exceedances of the CSR limit for the parameter Total Hydrocarbons and
MTBE and (m+p) xylene. The exceedances of Total Hydrocarbons and (m+p) Xylene were identified in
PZ.83-3 and MTBE in PZ.83-7. All the remaining wells are characterized by concentration below the
CSR limit.
The analysis on groundwater samples collected at the Point of Compliance did not reveal exceedances with exceptions for iron and manganese. Both compounds have been found in all samples with exception of NWP-10. Those elements are ubiquitous in the area and probably should be linked to high natural background concentrations in the area.
The results of the monitoring campaigns described in this document confirm the trends of concentration forecasted in the approved Remedial Operation Plan for all contaminants of interest.
With relation to Total Petroleum Hydrocarbons concentrations, the trend is decreasing with an expected half life time of 24-36 months. MTBE decay time at monitoring well PZ.83-7 will be evaluated on the basis of the results of next monitoring campaigns, which will continue on a quarterly basis.
