SUMMARY OF CHANGES
SECTION 00 00 00 - PROCUREMENT AND CONTRACTING REQUIRMENTS
The required response date/time has changed from 13-Feb-2017 02:00 PM to 21-Feb-2017 02:00 PM.
SECTION 00 21 00 - INSTRUCTIONS
The following have been modified:
OFFEROR Q&A
Response to additional Offeror questions:
(Continued from Amendment 01, 04 questions, #1 - #27)
28. I would like to get clarification on Factor 1, Environmental, to understand the expected services underneath this factor.
Government response: Under Factor 1 Experience, there is a listing of types of work performed on previous projects, which the Government considers relevant:
a. Renovations of buildings
b. New Construction;
c. Concrete and/or asphalt roads, pavements, airfield runway work;
d. Design/Build construction projects.
e. Environmental
These are the types of work which may be performed under this MATOC, and the Government is requesting examples of projects that demonstrate these types of work. Examples of environmental work may include, but are not limited to, hazardous material (e.g. asbestos) abatement and disposal, or oil spill cleanup, which are generally performed as needed during the course of renovation or construction work.
As stated in the Solicitation, this requirement is for design build construction services, and environmental is one of five types of work the Government considers relevant.
29. Can you advise how site security will be provided/managed, and who will be providing these services to the Contractors who are awarded Task Orders? The Construction Workers and Site Equipment will be at substantial risk in the stated Southern African Countries during mobilization, site work, construction and completion phases. Who will be providing medical support to the projects? Or are the Contractors supposed to provide their own Security and Medical Support and incorporate these costs into their proposals.
W912GB-17-R-0014
Government response: Yes, security and medical support are the contractor’s responsibility.
Solicitation Administrative Requirements (01 30 00) paragraph 7.9 states the contractor is responsible for security of their own equipment. Solicitation clause 52.228-3 Workers’ Compensation Insurance
(Defense Base Act) (JUL 2014) states the contractor shall provide full payment of disability compensation and medical benefits to covered employees. How to incorporate these costs and all costs for which the Offeror is responsible is the Offeror’s business decision.
