About this file
This document is an amendment to a federal contract specification that details quality control (QC) and site safety requirements for the Lock & Dam 7 Outdraft Modification project. The specifications outline organizational requirements for a Quality Control (QC) Manager and Site Safety and Health Officer (SSHO), who must be employed by the Prime Contractor and can potentially be the same individual. Key requirements include maintaining continuous site presence, having complete authority to ensure contract compliance, and being subject to the Contracting Officer's approval.
The document specifies that the QC Manager's primary responsibilities include implementing the QC program, attending coordination meetings, performing three phases of control, reviewing submittals, ensuring testing is performed, and providing QC certifications and documentation. The SSHO must carry out roles identified in the contract and EM 385-1-1 guidelines, and cannot serve as the Superintendent. Both the QC Manager and SSHO are subject to dismissal if they do not effectively carry out their duties, with project work stopping until a suitable replacement is approved in writing by the Contracting Officer.
