1.2 PAYMENT

1.3 SUBMITTALS

3.1 GENERAL REQUIREMENTS

Establish and maintain an effective quality control (QC) system that complies with FAR 52.246-12 Inspection of Construction. QC consist of plans, procedures, and organization necessary to produce an end product which complies with the Contract requirements. The QC system covers all design and construction operations, both onsite and offsite, and be keyed to the proposed design and construction sequence. The project superintendent will be held responsible for the quality of work and is subject to removal by the Contracting Officer for non-compliance with the quality requirements specified in the Contract. In this context the highest level manager responsible for the overall construction activities at the site, including quality and production is the project superintendent. The project superintendent maintains a physical presence at the site at all times and is responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.

3.2 CONTRACTOR QUALITY CONTROL (CQC) PLAN

Submit no later than 6 days after receipt of notice to proceed, the Contractor Quality Control (CQC) Plan proposed to implement the requirements FAR 52.246-12 Inspection of Construction. The Government will consider an interim plan for the first 30 days of operation. Design and construction will be permitted to begin only after acceptance of the CQC Plan or acceptance of an interim plan applicable to the particular feature of work to be started. Work outside of the accepted interim plan will not be permitted to begin until acceptance of a CQC Plan or another interim plan containing the additional work.

3.2.1 Content of the CQC Plan

Include, as a minimum, the following to cover all design and construction-operations, both onsite and offsite, including work by subcontractors designers of record, consultants, architect/engineers (AE), fabricators, suppliers and purchasing agents:

a. A description of the quality control organization, including a chart showing lines of authority and acknowledgment that the CQC staff will implement the three phase control system for all aspects of the work specified. Include a CQC System Manager that reports to the project superintendent.

b. The name, qualifications (in resume format), duties, responsibilities, and authorities of each person assigned a CQC function.

c. A copy of the letter to the CQC System Manager signed by an authorized official of the firm which describes the responsibilities and delegates sufficient authorities to adequately perform the functions of the CQC System Manager, including authority to stop work which is not in compliance with the Contract. Letters of direction to all other various quality control representatives outlining duties, authorities, and responsibilities will be issued by the CQC System Manager. Furnish copies of these letters to the Contracting Officer.

d. Procedures for scheduling, reviewing, certifying, and managing submittals, including those of subcontractors, designers of record, consultants, architect engineers (AE), offsite fabricators, suppliers, and purchasing agents. These procedures must be in accordance with Section 01 33 00.12 10 SUBMITTAL PROCEDURES FOR DESIGN-BUILD.

e. Control, verification, and acceptance testing procedures for each specific test to include the test name, specification paragraph requiring test, feature of work to be tested, test frequency, and person responsible for each test. (Laboratory facilities approved by the Contracting Officer are required to be used.)

f. Procedures for tracking preparatory, initial, and follow-up control phases and control, verification, and acceptance tests including documentation.

g. Procedures for tracking design and construction deficiencies from identification through acceptable corrective action. Establish verification procedures that identified deficiencies have been corrected.

h. Reporting procedures, including proposed reporting formats.

i. A list of the definable features of work. A definable feature of work is a task which is separate and distinct from other tasks, has separate control requirements, and is identified by different trades or disciplines, or it is work by the same trade in a different environment. Although each section of the specifications can generally be considered as a definable feature of work, there are frequently more than one definable features under a particular section. This list will be agreed upon during the coordination meeting.

3.2.2 Additional Requirements for Design Quality Control (DQC) Plan

The following additional requirements apply to the Design Quality Control (DQC) plan:

a. Submit and maintain a Design Quality Control (DQC) Plan as an effective quality control program which assures that all services required by this contract are performed and provided in a manner that meets professional architectural and engineering quality standards. As a minimum, all documents must be technically reviewed by competent, independent reviewers identified in the DQC Plan. The same element that produced the product may not perform the independent technical review (ITR). Correct errors and deficiencies in the design documents prior to submitting them to the Government.

b. Include the design schedule in the master project schedule, showing the sequence of events involved in carrying out the project design tasks within the specific Contract period. This should be at a detailed

SECTION 01 45 00.00 10 Page 5 level of scheduling sufficient to identify all major design tasks, including those that control the flow of work. Include review and correction periods associated with each item. This should be a forward planning as well as a project monitoring tool. The schedule reflects calendar days and not dates for each activity. If the schedule is changed, submit a revised schedule reflecting the change within 7 calendar days. Include in the DQC Plan the discipline-specific checklists to be used during the design and quality control of each submittal. Submit at each design phase as part of the project documentation these completed discipline-specific checklists.

ER 1110-1-12 provides some useful information in developing checklists.

c. Implement the DQC Plan by a Design Quality Control Manager who has the responsibility of being cognizant of and assuring that all documents on the project have been coordinated. This individual must be a person who has verifiable engineering or architectural design experience and is a registered professional engineer or architect. Notify the Contracting Officer, in writing, of the name of the individual, and the name of an alternate person assigned to the position.

The Contracting Officer will notify the Contractor in writing of the acceptance of the DQC Plan. After acceptance, any changes proposed by the Contractor are subject to the acceptance of the Contracting Officer.

3.2.3 Acceptance of Plan

Acceptance of the Contractor's plan is required prior to the start of design and construction. Acceptance is conditional and will be predicated on satisfactory performance during the design and construction. The Government reserves the right to require the Contractor to make changes in the Contractor Quality Control(CQC) Plan and operations including removal of personnel, as necessary, to obtain the quality specified.

3.2.4 Notification of Changes

After acceptance of the CQC Plan, notify the Contracting Officer in writing of any proposed change. Proposed changes are subject to acceptance by the Contracting Officer.

3.3 COORDINATION MEETING

After the Postaward Conference, before start of design or construction, and prior to acceptance by the Government of the CQC Plan, meet with the Contracting Officer and discuss the Contractor's quality control system.

Submit the CQC Plan a minimum of 5 calendar days prior to the Coordination Meeting. During the meeting, a mutual understanding of the system details must be developed, including the forms for recording the CQC operations, design activities , control activities, testing, administration of the system for both onsite and offsite work, and the interrelationship of Contractor's Management and control with the Government's Quality Assurance. Minutes of the meeting will be prepared by the Government, signed by both the Contractor and the Contracting Officer and will become a part of the contract file. There can be occasions when subsequent conferences will be called by either party to reconfirm mutual understandings or address deficiencies in the CQC system or procedures which can require corrective action by the Contractor.

3.4 QUALITY CONTROL ORGANIZATION

3.4.1 Personnel Requirements

The requirements for the CQC organization are a Safety and Health Manager, CQC System Manager, a Design Quality Manager, and sufficient number of additional qualified personnel to ensure safety and Contract compliance.

The Safety and Health Manager reports directly to a senior project (or corporate) official independent from the CQC System Manager. The Safety and Health Manager will also serve as a member of the CQC Staff Personnel identified in the technical provisions as requiring specialized skills to assure the required work is being performed properly will also be included as part of the CQC organization. The Contractor's CQC staff maintains a presence at the site at all times during progress of the work and have complete authority and responsibility to take any action necessary to ensure Contract compliance. The CQC staff will be subject to acceptance by the Contracting Officer. Provide adequate office space, filing systems and other resources as necessary to maintain an effective and fully functional CQC organization. Promptly complete and furnish all letters, material submittals, shop drawing submittals, schedules and all other project documentation to the CQC organization. The CQC organization is responsible to maintain these documents and records at the site at all times, except as otherwise acceptable to the Contracting Officer.

3.4.2 CQC System Manager

Identify as CQC System Manager an individual within the onsite work organization that is responsible for overall management of CQC and has the authority to act in all CQC matters for the Contractor. The CQC System Manager is required to be a construction person with a minimum of 5 years in related work. This CQC System Manager is on the site at all times during construction and is employed by the prime Contractor. The CQC System Manager is assigned no other duties. Identify in the plan an alternate to serve in the event of the CQC System Manager's absence. The requirements for the alternate are the same as the CQC System Manager.

3.4.3 CQC Personnel

In addition to CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist the CQC System Manager for the following areas: electrical, mechanical, civil, structural, environmental, fire protection, and architectural. These individuals or specialized technical companies are directly employed by the prime Contractor and can not be employed by a supplier or subcontractor on this project; be responsible to the CQC System Manager; be physically present at the construction site during work on the specialized peronnel's areas of responsibility; have the necessary education or experience in accordance with the experience matrix listed herein. These individuals have no other duties other than quality control. A single person can cover more than one area provided that the single person is qualified to perform quality control activities in each designated and that workload allows.

3.4.4 Additional Requirement

In addition to the above experience and education requirements, the Contractor Quality Control(CQC) System Manager and Alternate CQC System Manager are required to have completed the Construction Quality Management (CQM) for Contractors course. If the CQC System Manager does not have a current certification, obtain the CQM for Contractors course certification within 90 days of award. This course is periodically offered by the Naval Facilities Engineering Command and the Army Corps of Engineers. Contact the Contracting Officer for information on the next scheduled class.

The Construction Quality Management Training certificate expires after 5 years. If the CQC System Manager's certificate has expired, retake the course to remain current.

3.4.5 Organizational Changes

Maintain the CQC staff at full strength at all times. When it is necessary to make changes to the CQC staff, revise the CQC Plan to reflect the changes and submit the changes to the Contracting Officer for acceptance.

3.5 SUBMITTALS AND DELIVERABLES

Submittals, if needed, have to comply with the requirements in Section 01 33 00.12 10 SUBMITTAL PROCEDURES FOR DESIGN-BUILD. The CQC organization is responsible for certifying that all submittals and deliverables are in compliance with the contract requirements.

3.6 CONTROL

CQC is the means by which the Contractor ensures that the construction, to include that of subcontractors and suppliers, complies with the requirements of the contract. At least three phases of control are required to be conducted by the CQC System Manager for each definable feature of the construction work as follows:

3.6.1 Preparatory Phase

This phase is performed prior to beginning work on each definable feature of work, after all required plans/documents/materials are approved/accepted, and after copies are at the work site. This phase includes:

a. A review of each paragraph of applicable specifications, reference codes, and standards. Make available during the preparatory inspection a copy of those sections of referenced codes and standards applicable to that portion of the work to be accomplished in the field. Maintain and make available in the field for use by Government personnel until final acceptance of the work.

b. Review of the Contract drawings.

c. Check to assure that all materials and equipment have been tested, submitted, and approved.

d. Review of provisions that have been made to provide required control inspection and testing.

e. Examination of the work area to assure that all required preliminary work has been completed and is in compliance with the Contract.

f. Examination of required materials, equipment, and sample work to assure that they are on hand, conform to approved shop drawings or submitted data, and are properly stored.

g. Review of the appropriate activity hazard analysis to assure safety requirements are met.

h. Discussion of procedures for controlling quality of the work including repetitive deficiencies. Document construction tolerances and workmanship standards for that feature of work.

i. Check to ensure that the portion of the plan for the work to be performed has been accepted by the Contracting Officer.

j. Discussion of the initial control phase.

k. The Government needs to be notified at least 72 hours in advance of beginning the preparatory control phase. Include a meeting conducted by the CQC System Manager and attended by the superintendent, other CQC personnel (as applicable), and the foreman responsible for the definable feature. Document the results of the preparatory phase actions by separate minutes prepared by the CQC System Manager and attach to the daily CQC report. Instruct applicable workers as to the acceptable level of workmanship required in order to meet contract specifications.

3.6.2 Initial Phase

This phase is accomplished at the beginning of a definable feature of work. Accomplish the following:

a. Check work to ensure that it is in full compliance with contract requirements. Review minutes of the preparatory meeting.

b. Verify adequacy of controls to ensure full contract compliance. Verify required control inspection and testing are in compliance with the contract.

c. Establish level of workmanship and verify that it meets minimum acceptable workmanship standards. Compare with required sample panels as appropriate.

d. Resolve all differences.

e. Check safety to include compliance with and upgrading of the safety plan and activity hazard analysis. Review the activity analysis with each worker.

f. The Government needs to be notified at least 72 hours in advance of beginning the initial phase for definable feature of work. Prepare

SECTION 01 45 00.00 10 Page 10 separate minutes of this phase by the CQC System Manager and attach to the daily CQC report. Indicate the exact location of initial phase for definable feature of work for future reference and comparison with follow-up phases.

g. The initial phase for each definable feature of work is repeated for each new crew to work onsite, or any time acceptable specified quality standards are not being met.

3.6.3 Follow-up Phase

Perform daily checks to assure control activities, including control testing, are providing continued compliance with contract requirements, until completion of the particular feature of work. Record the checks in the CQC documentation. Conduct final follow-up checks and correct all deficiencies prior to the start of additional features of work which may be affected by the deficient work. Do not build upon nor conceal non-conforming work.

3.6.4 Additional Preparatory and Initial Phases

Conduct additional preparatory and initial phases on the same definable features of work if: the quality of on-going work is unacceptable; if there are changes in the applicable CQC staff, onsite production supervision or work crew; if work on a definable feature is resumed after a substantial period of inactivity; or if other problems develop.

3.7 TESTS

3.7.1 Testing Procedure

Perform specified or required tests to verify that control measures are adequate to provide a product which conforms to contract requirements.

Upon request, furnish to the Government duplicate samples of test specimens for possible testing by the Government. Testing includes operation and acceptance tests when specified. Procure the services of a Corps of Engineers approved testing laboratory or establish an approved testing laboratory at the project site. Perform the following activities and record and provide the following data:

a. Verify that testing procedures comply with contract requirements.

b. Verify that facilities and testing equipment are available and comply with testing standards.

c. Check test instrument calibration data against certified standards.

d. Verify that recording forms and test identification control number system, including all of the test documentation requirements, have been prepared.

e. Record results of all tests taken, both passing and failing on the CQC report for the date taken. Specification paragraph reference, location where tests were taken, and the sequential control number identifying the test. If approved by the Contracting Officer, actual test reports are submitted later with a reference to the test number and date taken. Provide an information copy of tests performed by an offsite or commercial test facility directly to the Contracting Officer. Failure to submit timely test reports as stated results in nonpayment for

SECTION 01 45 00.00 10 Page 11 related work performed and disapproval of the test facility for this Contract.

3.7.2 Testing Laboratories

All testing laboratories must be validated by the USACE Material Testing Center (MTC) for the tests to be performed. Information on the USACE MTC with web-links to both a list of validated testing laboratories and for the laboratory inspection request for can be found at:

3.7.2.1 Capability Check

The Government reserves the right to check laboratory equipment in the proposed laboratory for compliance with the standards set forth in the contract specifications and to check the laboratory technician's testing procedures and techniques. Laboratories utilized for testing soils, concrete, asphalt, and steel is required to meet criteria detailed in ASTM D3740 and ASTM E329.

3.7.2.2 Capability Recheck

If the selected laboratory fails the capability check, the Contractor will be assessed a charge of $6,000 to reimburse the Government for each succeeding recheck of the laboratory or the checking of a subsequently selected laboratory. Such costs will be deducted from the Contract amount due the Contractor.

3.7.3 Onsite Laboratory

The Government reserves the right to utilize the Contractor's control testing laboratory and equipment to make assurance tests, and to check the Contractor's testing procedures, techniques, and test results at no additional cost to the Government.

3.8 COMPLETION INSPECTION

3.8.1 Punch-Out Inspection

Conduct an inspection of the work by the CQC System Manager near the end of the work, or any increment of the work established by a time stated in FAR 52.211-10 Commencement, Prosecution, and Completion of Work, or by the specifications. Prepare and include in the CQC documentation a punch list of items which do not conform to the approved drawings and specifications, as required by paragraph DOCUMENTATION. Include within the list of deficiencies the estimated date by which the deficiencies will be corrected. Make a second inspection the CQC System Manager or staff to ascertain that all deficiencies have been corrected. Once this is accomplished, notify the Government that the facility is ready for the Government Pre-Final inspection.

3.8.2 Pre-Final Inspection

The Government will perform the pre-final inspection to verify that the facility is complete and ready to be occupied. A Government Pre-Final Punch List may be developed as a result of this inspection. Ensure that all items on this list have been corrected before notifying the Government, so that a Final inspection with the customer can be scheduled. Correct any items noted on the Pre-Final inspection in a timely manner. These inspections and any deficiency corrections required by this paragraph need

SECTION 01 45 00.00 10 Page 12 to be accomplished within the time slated for completion of the entire work or any particular increment of the work if the project is divided into increments by separate completion dates.

3.8.3 Final Acceptance Inspection

The Contractor's Quality Control Inspection personnel, plus the superintendent or other primary management person, and the Contracting Officer's Representative is required to be in attendance at the final acceptance inspection. Additional Government personnel including, but not limited to, those from Base/Post Civil Facility Engineer user groups, and major commands can also be in attendance. The final acceptance inspection will be formally scheduled by the Contracting Officer based upon results of the Pre-Final inspection. Notify the Contracting Officer at least 14 days prior to the final acceptance inspection and include the Contractor's assurance that all specific items previously identified to the Contractor as being unacceptable, along with all remaining work performed under the Contract, will be complete and acceptable by the date scheduled for the final acceptance inspection. Failure of the Contractor to have all contract work acceptably complete for this inspection will be cause for the Contracting Officer to bill the Contractor for the Government's additional inspection cost in accordance FAR 52.246-12 Inspection of Construction.

3.9 DOCUMENTATION

3.9.1 Quality Control Activities

Maintain current records providing factual evidence that required quality control activities and tests have been performed. Include in these records the work of subcontractors and suppliers on an acceptable form that includes, as a minimum, the following information:

a. The name and area of responsibility of the Contractor/Subcontractor.

b. Operating plant/equipment with hours worked, idle, or down for repair.

c. Work performed each day, giving location, description, and by whom.

When Network Analysis (NAS) is used, identify each phase of work performed each day by NAS activity number.

d. Test and control activities performed with results and references to specifications/drawings requirements. Identify the control phase (Preparatory, Initial, Follow-up). List of deficiencies noted, along with corrective action.

e. Quantity of materials received at the site with statement as to acceptability, storage, and reference to specifications/drawings requirements.

f. Submittals and deliverables reviewed, with Contract reference, by whom, and action taken.

g. Offsite surveillance activities, including actions taken.

h. Job safety evaluations stating what was checked, results, and instructions or corrective actions.

i. Instructions given/received and conflicts in plans and specifications.

j. Provide documentation of design quality control activities. For independent design reviews, provide, as a minimum, identification of the Independent Technical Review (ITR) team, the ITR review comments, responses and the record of resolution of the comments.

3.9.2 Verification Statement

Indicate a description of trades working on the project; the number of personnel working; weather conditions encountered; and any delays encountered. Cover both conforming and deficient features and include a statement that equipment and materials incorporated in the work and workmanship comply with the Contract. Furnish the original and one copy of these records in report form to the Government daily within 36 hours after the date covered by the report, except that reports need not be submitted for days on which no work is performed. As a minimum, prepare and submit one report for every 7 days of no work and on the last day of a no work period. All calendar days need to be accounted for throughout the life of the contract. The first report following a day of no work will be for that day only. Reports need to be signed and dated by the Contractor Quality Control(CQC) System Manager. Include copies of test reports and copies of reports prepared by all subordinate quality control personnel within the CQC System Manager Report.

3.10 SAMPLE FORMS

3.11 NOTIFICATION OF NONCOMPLIANCE

The Contracting Officer will notify the Contractor of any detected noncompliance with the foregoing requirements. Take immediate corrective action after receipt of such notice. Such notice, when delivered to the Contractor at the work site, will be deemed sufficient for the purpose of notification. If the Contractor fails or refuses to comply promptly, the Contracting Officer can issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders will be made the subject of claim for extension of time or for excess costs or damages by the Contractor.

PART 1 GENERAL

1. GENERAL

1.1 Contractor's Design and Construction

The Contractor shall design-build the project as described in the Summary of Work and as described herein. The Contractor's design and construction must comply with technical requirements contained herein and other provided specifications. The Contractor shall provide design and construction using the best blend of cost, construction efficiency, system durability, ease of maintenance and environmental compatibility.

1.1.1 Design and Product Requirements

These design and product requirements are minimum requisites. Variations shall be submitted in accordance with Section 01 33 00 12 10 entitled SUBMITTAL PROCEDURES FOR DESIGN-BUILD PROJECT. All variations must be approved by the Contracting Officer. Unless otherwise specified, all of the materials and equipment to be installed in this project shall comply with a recognized standard for the intended use. The Unified Master Reference List for ASTM, ASME, etc., located at www.ccb.org/docs/ufgshome/ufgstoc.htm identifies the titles and approval dates.

1.1.2 Asbestos Containing Materials

Asbestos containing material (ACM) will not be used in the design and construction of this project. If no other material is available which will perform the required function or where the use of other material would be cost prohibitive, a waiver for the use of asbestos containing materials must be obtained from the Contracting Officer.

1.1.3 Limitation of Working Space

The Contractor shall, except where required for service connections or other special reasons confine his operations strictly within the boundaries of the site. Workmen will not be permitted to trespass on adjoining property. Any operations or use of space outside the boundaries of the site shall be by arrangement with all interested parties. It must be emphasized that the Contractor must take all practical steps to prevent his workmen from entering adjoining property and in the event of trespass occurring the Contractor will be held entirely responsible.

1.1.4 Subcontractors

Compliance with the provisions of this section by subcontractors will be the responsibility of the Contractor.

1.1.5 Temporary Structures

The Contractor shall erect suitable temporary fences with suitable fabric, or other visual screening, to prevent any observation from outside the construction site. The Contractor shall provide lighting and erect all necessary structures to safeguard the materials and equipment against damage or theft and for the protection of the general public. The Contractor shall adequately maintain all of the above temporary structures throughout the course of the contract. Any temporary fence at the construction site will need to be coordinated with the base; therefore, the Contractor shall submit detail of the fence and proposed location for approval in advance. All utilities required to support temporary structures during the contract period of performance shall be provided by the Contractor.

1.2 Specifications

All specifications except for those included in this RFP shall be developed by the Contractor in accordance with this specification and Section 01 33 00 12 10 SUBMITTAL PROCEDURES FOR DESIGN-BUILD PROJECT. The specifications for Civil Site Development shall be Unified Facilities Guide Specifications (UFGS) edited by the Design-Build Contractor. The specifications are available at http://www.wbdg.org/ccb/browse_cat.php?c=3. The specifications shall be edited to provide specific proprietary materials, equipment, systems, and patented processes by trade name, make, or catalog number as applicable where ever it is feasible. The specifications included in this RFP shall be used verbatim and not edited by the Design-Build Contractor.

1.3 Operational Safety

1.3.1 General

The Contractor shall prepare a safety program that includes the preparation and monitoring of site operational safety.

1.3.1.1 Design Phase Safety

The Contractor shall submit access requirements of design personnel at the Pre-Design Conference. The safety requirements and procedures for design personnel access to the project site will be established at the Pre-Design Conference. It is the Contractor's responsibility to ensure that design personnel are familiar with and follow safety procedures.

2. CIVIL SITE DEVELOPMENT

2.1 General

The Contractor shall perform design and construction services as required to provide complete and usable facilities. The civil design will be based on Unified Facilities Criteria/United States Army Technical Manuals or other design standards from internationally recognized design and construction organizations in business for a minimum of ten years.

All required documents, including drawings, specifications, and design analysis, shall be prepared in accordance with this section and Section 01 33

00.12 10 SUBMITTAL PROCEDURES FOR DESIGN-BUILD PROJECTS.

2.1.1 Design Criteria and References

The civil design and construction work completed under this contract is governed by Kuwait Building Codes and Standards as permitted through compliance with the Unified Facilities Criteria (UFC) 1-202-01 Host Nation

Facilities in support of Military Operations. The contractor is responsible for complying with local building codes. The contractor will conduct a search of local regulations and publish a proposed code of compliance document demonstrating compliance with all applicable local host nation statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), plans, design drawings and specifications, and project documents and shall also comply with State of Kuwait local standards, codes and other criteria as required. The contractor shall use metric units for all designs. The contractor shall identify and comply with all current editions of applicable local State of Kuwait codes.

In case of conflicting codes, the Kuwait Building Codes and Standards will govern, per APA Letter C1845277 dated 23 July 2018, unless otherwise directed by the Contracting Officer (KO).

The site design prepared by the contractor should present the general geometric layout for the site work and grading/drainage plan and shall comply with Kuwait Design Manuals for Roads and Bridges (DMRB-Ministry of Public Works) for Traffic Control, Flexible Pavement Design, Trip Generation Manuals and Rates, Kuwait Parking Design Criteria, and Kuwait Parking Signage Manual.

The site plan design shall be based on existing topographic survey information.

The Contractor shall be responsible for obtaining all approvals from the following Kuwait Ministries/Agencies before proceeding with construction:

-Ministry of Public Works -Ministry of Electricity and Water -Kuwait Fire Brigade -Ministry of Communications -Ministry of Interior -Directorate of Civil Aviation -Kuwait Environment Public Authority -Other Kuwait Ministries or Agencies as necessary to complete construction and obtain building occupancy.

2.2 Environmental Protection

The Contractor shall comply with all requirements of Section 01 57 19 Temporary Environmental Controls.

2.2.1 Applicable Regulations

The Contractor shall comply with all Base and Kuwaiti Government laws, rules, regulations, or standards concerning environmental pollution control and abatement, and the Department of Defense's Overseas Environmental Baseline Guidance Document, version dated 2007. Internet links to the Overseas Environmental Baseline Guidance Document is https://www.denix.osd.mil/portal/page/portal/denix/international.

2.2.2 Notification

The Contracting Officer will notify the Contractor in writing of any observed non-compliance with the paragraph entitled ENVIRONMENTAL PROTECTION. The Contractor shall immediately take corrective action. If the Contractor fails or refuses to promptly take corrective action, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No extension of time or damages will be awarded to the Contractor unless it was later determined that the Contractor was in compliance.

2.2.3 Spillages

The contractor shall take measures to prevent chemicals, fuels, oils, greases, bituminous materials, waste washings, herbicides and insecticides, and construction materials from polluting the construction site and surrounding area.

2.2.4 Storm Water Pollution Prevention Plan

The Contractor is required to prepare and submit a Storm Water Pollution Prevention Plan sixty (60) days prior to construction. The plan must be submitted to the Contracting Officer's representative and approved by the Contracting Officer. Temporary storm water pollution prevention measures provided for the site will meet the requirements of the USACE Handbook for the Preparation of Storm Water Pollution Prevention Plans for Construction Activities. The location of the measures will be in two (2) phases. Phase 1 will consist of providing measures to control storm water pollution associated with the initial clearing and grading of the project site. Phase 2 will consist of placing additional erosion control measures to protect new construction in addition to the surrounding environment. These measures will remain in place until permanent stabilization is achieved.

2.2.5 Disposal

Disposal of any materials, wastes, effluents, trash, garbage, oil, grease, chemicals, etc., shall be subject to the approval of the Contracting Officer. Burning at the project site for the disposal of refuse and debris will not be permitted.

2.2.6 Excavation

Any hand digging, driving of pickets or excavation of any kind requires a Dig Permit. The Contractor must coordinate permit requirements with the Contracting Officer.

When digging must be done, backfill the resulting hole/trench with clean fill or material as described in the Contractor provided specification at the earliest opportunity. If digging is to be done manually, then the Contractor must submit Site Specific Safety and Health Plan (SSHP) which meets EM 385-1-1, Section 25 Excavation and Trenching.

2.3 Topographic Survey

The Contractor will perform a topographic survey and establish all necessary permanent bench marks for vertical and horizontal controls. The Contractor will perform all necessary topographic surveying/mapping as required for the design of site improvements, grading and drainage. The topographic survey will be performed in accordance with requirements described in the attached Appendix A.

2.4 Site Design

2.4.1 Site Layout

Two (2) warehouses for storage operations will be sited as shown on the contract drawings. The Contractor will be responsible for preparing a detailed site plan showing geometric design of the site including warehouse location, truck dock and ramp for off-loading supplies, vehicular pavement, grading and utilities, including applicable dimensions of facilities, set back lines, etc. The Architectural drawings that are provided as part of the construction documents will be used to site the warehouses. The site design will be in accordance with UFC 1-200-01 and UFC 3-201-01.

2.4.2 Fencing

2.4.2.1 Gates

Gates shall be sliding gates with polyvinyl chloride (PVC) coated fence fabric per ASTM F 668, Type 2B. The color of the PVC coating will match that of the adjacent fencing. Gate frames zinc-coated welded steel in accordance with ASTM F 1083 and ASTM F 1043. Sliding gates shall operate on a ground level track. All gates will be provided with a padlock and all padlocks will be keyed alike. The height of the gates shall match the adjacent fencing.

Personnel gates shall be located directly outside each warehouse personnel door facing the perimeter fence for emergency egress.

2.4.2.2 Fencing

Chain-link fence fabric will be 2.0 meters high. Chain-link fence fabric will be polyvinyl chloride (PVC) coated per ASTM F 668, Type 2B. The color of the PVC coating will match that of the adjacent existing fencing. Four

SECTION 01 80 00.12 10 Page 6 horizontal tension wires will be used along the entire length of the fence with bracing as required. Top and bottom rails will not be used. Fence posts will be zinc-coated welded steel in accordance with ASTM F 1083 and ASTM F 1043. Three strands of zinc-coated barbed wire will be provided on top of the fencing.

2.5 Grading And Drainage

The Contractor shall design the grading and drainage system based on requirements found in UFC 3-201-01, and Kuwait Ministry of Defense KMOD) and Kuwait Design Criteria Manuals of the Ministry of Public Works permitted through UFC 2-202-02 Host Nations Facilities Codes and Utility Infrastructure. The topographic survey shall be used in the design of the grading and drainage, site layout and utilities. The Contractor shall provide all necessary grading to insure adequate drainage so that no existing or proposed structure, utility, manhole, facility, pavement, or storage area will be flooded due to a rainfall of a 10-year frequency storm.

Drainage from adjoining offsite areas needs to be considered during the design process to ensure adequate grading and drainage is achieved. Erosion control measures (including but not limited to stone riprap for channel lining and stabilization, geotextile fabric, inlet and outlet protection, etc.) shall be included in the Contractor's design and construction as necessary to prevent erosion from concentrated runoff.

The finished grade adjacent to the facilities on a paved surface will be designed to slope away from the structure at a rate of 2.0% for at least 1.5 meters. The minimum slope of paved areas will be 0.5% to prevent the ponding of water on paved surfaces. All concentrated runoff from paved areas will be discharged into an adequate channel to convey the runoff away from the paved area and to prevent flooding of downstream areas.

Plans shall show existing contours and new contours to indicate new grading, drainage swales, etc. Spot elevations will be provided at all significant points including but not limited to building corners, building entrances, grade breaks, culvert, and ditch inverts, etc.

Ramps for forklifts and off-loading equipment shall be no steeper than 7%, with shallower slope being preferred.

2.6 Vehicular Pavement

2.6.1 General Criteria

All pavement section design will be based on the site specific geotechnical information as obtained from the site geotechnical study, using the Pavement-Transportation Computer Assisted Structural Engineering (PCASE) program. The layout of pavement areas will be in accordance with UFC 3-250-01. The pavement section shall be based on actual soil conditions. A design life of 25 years should be used. The annual design traffic for the pavement is based on the vehicles entering the site and that will be utilized to deliver and offload items for storage in the warehouses.

2.6.2 Rigid Pavement

A rigid pavement hardstand will be provided around the warehouses and offloading ramps and docks for truck offloading and maneuvering supplies into and out of the warehouses. Concrete for rigid pavement will be composed of cementitious material, water, fine and coarse aggregates, and admixtures.

The cementitious materials will be Portland cement (ASTM C-150, Type I) in combination with silica fume (ASTM C1240-12). Silica fume will consist of not less than 7.0% of the cementitious material by mass and not more that 9.0%. The total cementitious material content will be at least 390 kg/cubic meter. Flexural strength for the concrete is at least 3.79 MPa at 28 days.

Admixtures will consist of air entraining admixture and may also include, as approved by the Contracting Officer, a retarder, conventional water-reducing admixture, and high-range water reducing admixture (ASTM C-494, Types F or G). The maximum allowable water-cementitious material ratio is 0.45. The concrete will be air-entrained with a total air content of 4 plus or minus

1.5 percentage points, at the point of placement. The design of the rigid pavement section will be accomplished using PCASE. The contractor will design the concrete joint layout plan in accordance with UFC 3-250-01FA.

Minimum pavement section will be 180mm PCC, 150mm of Aggregate Base Course, and 300mm of subgrade compacted to 95% of modified proctor test and +2% and -1% of optimum moisture content. Final pavement section design will be based on the site geotechnical investigation report.

2.6.3 Flexible Pavement

The Contractor will design and construct flexible pavement roads to connect the warehouse rigid pavement hardstand to the existing base roads.
