About this file

This document contains a financial standing questionnaire for federal contractors and an opportunity notice for logistics and transfer warehouses. The financial standing questionnaire requests information from a contractor's financial institution regarding account balances, loans, lines of credit, and payment history to determine financial responsibility. The opportunity notice is a solicitation from the Department of the Army Corps of Engineers for a two-phase design-build project to construct two pre-engineered metal buildings for warehouse and office space in Kuwait. The project value is between $25-100 million and will be awarded as a firm fixed-price contract to a prime contractor for a period of performance of 585 days. The notice also includes three optional operations and maintenance periods that can be awarded.

FINANCIAL STANDING QUESTIONNAIRE

A primary consideration in the source selection process is to determine an offeror’s qualification, responsibility, and financial standing. Prior to awarding a contract, per Federal Acquisition Regulation (FAR) Part 9, the government must determine, through acceptable evidence, that an offeror has adequate financial resources, or the ability to obtain the financial resources, to perform the contract. The substantive answers in Attachment A are to be completed by the offeror’s financial institution. Offerors should obtain a bank stamp or seal AND signature of the referenced individual on the questionnaire. Failure to provide the requested information may render an offeror’s proposal non-responsible, and removed from competition.
