QUESTIONS AND ANSWERS
Question 1: In reference to Compressed Air System Section D on page 53 of the original specification, all piping, fitting, and valves should be Stainless Steel. The drawing has Pipe, Fittings, and valves as different materials. Please advise on what is correct.
Answer 1: The pipes, valves, and fittings shall be supplied and installed in accordance with the contract drawing #858-B690-01, Revision 3.
Current specification reads:
D. PIPING & EQUIPMENT
Piping for the compressed air systems shall be as shown on the contract drawings. All piping, fittings, and valves for the compressed air system shall be stainless steel as shown on the contract drawings.
Revised to read:
D. PIPING & EQUIPMENT
Piping for the compressed air systems shall be as shown on the contract drawings. All material for the piping, fittings, and valves for the compressed air system shall be in accordance with contract drawing #858-B690-01.
Question 2: There is not enough info on the drawing to have someone cast it (the height and there is something where it penetrates the main deck) I was hoping the that was a stock casting the you used on other projects, and the 306 dwg is the drawing that details mooring barge bearing plates. The 306 drawing is referenced on the timberhead drawing.
Answer 2: Drawing #858-B306-01 was referenced in error and will not be issued for this solicitation. There are no additional drawings available for the timberhead.
The Government does not know of any current sources for the timberheads or if a specific OEM manufactures or casts them. These timberheads may not be widely available and may need to be custom fabricated. If more detail is required for construction, the Government can provide that at a later date.

DESCRIPTION/SPECIFICATION/WORK STATEMENT
C000 GENERAL
C001 PROJECT OVERVIEW
The Memphis District (CEMVM) of the U.S. Army Corps of Engineers (USACE) is issuing this solicitation to acquire a new barge and integrate a Government furnished dragline crane into the barge, resulting in a floating crane with duty cycle dragline capability. The completed vessel will be placed in service with the Bank Grading Unit of the Memphis District of the U.S. Army Corps of Engineers and will be used by the District in support of its construction and maintenance mission on the inland navigation system.
The new Crane Barge will replace the existing Bank Grader Crane Barge. The existing Bank Grader Crane Barge is a non-self-propelled barge with a pedestal mounted Bucyrus Erie 9W dragline crane. Its mission is to grade the banks of the Mississippi River to create stability in preparation for the laying of concrete mattresses.
The Bank Grader Crane Barge is attached to a track along a long mooring barge which is used to position the crane barge. Together these barges make up the Bank Grading Unit. The mooring barge has winches with anchor lines that run out to bulldozers on the shore. These bulldozers help position the mooring barge.
The operating mission of the Bank Grader Crane Barge is to drag bank material down the bank slope to provide an acceptable bank grade. Typical finished bank grades range from 3:1 to 7:1 (horizontal:vertical). Sometimes to attain the desired slope it requires moving the material far from the river bank out into the river adjacent to the graded bank. In these cases, the Bank Grader will haul or spar itself out along the mooring barge to move further into the river to allow for the material to be dragged out into the desired displacement location. The Bank Grader barge has mooring winches on the deck which are used to haul the Bank Grader along the length of the mooring barge.
The Bank Grader Crane Barge has sloped deck edges on the land and river side. The bucket is often dragged in close to the bank grader barge, and the sloped edges of the barge allow the dragline to move freely without obstruction when this occurs.
The crane’s primary operating area is the Mississippi River from below New Orleans, LA to Cairo, IL. The crane must be able to grade various materials along the river bank such as various types of soil (sand, silt, and clay), pieces of articulated concrete mattress, and some rocks on land and under water. The material is not lifted and moved, it is simply dragged down the bank.
Bulldozers on the river bank are used for digging and piling material to help the bank grader move material.
The bank grading work is performed primarily with a crescent style dragline bucket attachment. The bucket is often thrown/cast past the tip of the boom to reach a larger working radius on the bank. When required, a dragline rake attachment is utilized to put the finished grade on a slope or for hard to reach areas where the bulldozers cannot reach. The rake is thrown/cast past the boom tip similar to the bucket.
The new crane will perform essentially the same dragging operations as the existing crane. Along with handling the bucket or grade rake, the crane will have to lift and place 6,000 lbs anchors on the river banks to assist with positioning the barge and bank grading unit.
A video of the existing Bank Grader Unit working along the banks of the Mississippi River can be viewed at:
https://www.youtube.com/watch?v=O9l_C73MiAo
The Government has awarded the separate dragline crane procurement contract to Seatrax, Inc. (crane manufacturer). The crane will be a ringer type crane with 50 ft ring diameter. This dragline crane machine, along with the ring that it mounts on, will be supplied as Government Furnished Equipment (GFE) to the shipyard for integration and installation on the barge.
The completed vessel will be ABS classed.

It is the responsibility of the barge contractor to use the written specifications and the contract and reference drawings to properly develop the final design and engineering drawings in order to construct the barge.
2. Final Design Drawings Required
Contract Section H, Clause H12, Engineering and Drawings, contains a list with the minimum drawings/calculations required to be finalized and/or developed by the contractor for the final design.
For clarification purposes, the list in contract Clause H12 details the drawings by action groups. The action groups distinguish between separate categories based upon the engineering requirements to be completed by the barge contractor. The following is a description/definition of these categories:
Drawings To Be Finalized: as part of the scope of work for this effort, the contractor shall be required to finalize a certain number of contract drawings to achieve a final design. These drawings have been included as contract drawings. The scope and extent of the necessary finalization has been explained in detail in each respective contract Clause. These drawings shall be updated and submitted to the Government and, if required for class, ABS for review and approval.
Drawings To Be Developed: the barge contractor shall also be required to develop a certain number of drawings to achieve a final design to conform to the requirements of this solicitation. These drawings have been identified but do not currently exist. These drawings shall be developed and submitted to the Government and, if required for class, ABS for review and approval.
As-Built Drawings: the barge contractor shall be required to provide a complete “As-Built” record of the vessel.
The requirements for the “As-Built” drawings are further defined in contract Clause H14.
As stated above, ABS will require drawings to be submitted for review and approval in order to obtain class. It is the barge contractor’s responsibility to coordinate and contract with ABS for any such reviews.
E. DEVIATIONS FROM THE CONTRACT DESIGN
Should the barge contractor desire to deviate from this specification and/or the contract drawings, he shall submit his request in writing to the COR. Each proposed deviation requested shall be accompanied with a detailed analysis and comparison of the equipment, material or arrangement specified, and the equipment, material or arrangement proposed, including features, dimensions, performance characteristics, benefit to the Government, and compelling reason(s) why the deviation should be made. The request shall include, but is not limited to:
Desired deviation Reason(s) for the deviation Detailed analysis (as stated above) Impact on schedule Impact on cost Impact on weight, draft, and trim Impact of regulatory review and classification Supporting documentation (i.e. cut sheets, engineering drawings, photos, etc.
In the absence of compelling reasons for making the deviation, the barge contractor’s proposal may be denied.
The Government will review the request and render a decision within 14 days of receipt of a complete request for deviation. Requests that do not provide all of the information identified above may not be reviewed within 14 days, or may be returned as incomplete, with no review action.
If approved, the barge contractor shall be responsible for any cascading effects on the design, drawings or scientific reports as determined by the Government. The barge contractor shall be responsible for integrating the deviation into the design at no increase in contract cost or no extension of contract completion.
The barge contractor bears ultimate responsibility for satisfactory performance of all systems/arrangements impacted or affected by approved deviations as well as the operation of the completed vessel, as affected by the deviation.
No work deviation shall commence without a written approval from the KO.
If a deviation is approved by the COR, it is the sole responsibility of the barge contractor to coordinate with ABS and provide any additional engineering effort to meet the conditions of classifications and this specification.
The barge contractor shall bear all costs associated with any requested and/or approved deviations, including engineering, estimating, administrative and overhead, regulatory review and approval, construction and test and trials.
F. CONTRACT DESIGN PERFORMANCE RISK
For the purpose of developing the contract design package and obtaining ABS review and approval, parts and equipment displayed were coordinated with commercial suppliers. The Government assumes the performance risk for any latent defects in the design of the systems as they are shown on the contract drawings and described in this specification..
The barge contractor shall provide and install all of the systems as they are shown on the contract drawings. All major pieces of equipment have performance characteristics shown on the contract drawings or described in the specifications.
If the barge contractor selects equipment that is not as shown on the contract drawings or described in this specification, he shall be responsible for ensuring the overall system(s) performance is maintained, submitting cut sheets and details to the Government for review and approval; and if necessary re-engineering of the system(s) and revising of the drawings, and coordinating with ABS for class review and approval. For further details see contract Clause H15.

The Government does not consider the weight estimate to be suitable for detailed bidding purposes. The Government is not responsible for contractor use of the weight estimate in bid preparation.
C. WEIGHT & CENTER OF GRAVITY ESTIMATES & MONITORING
The barge contractor shall implement a careful weight estimating and monitoring procedure.
During the Engineering Phase (Phase II), the barge contractor shall update the weight and center of gravities (CG) each month with details on the final equipment selected and purchased, and system/outfitting design developments.
The weight estimate shall be submitted monthly as document #858-C115-01.
During the Construct, Test and Deliver Phase (Phase III), the barge contractor shall continue to update the weight and CG estimate each month. The update shall reflect actual equipment location, quantity and location of piping and wiring runs, actual quantity and location of outfitting items, and any changes to the structural weight.
The Government will review the monthly weight estimate to ensure the anticipated draft, and trim and stability conditions of the barge are satisfactory. If weight growth that adversely impacts the vessel’s trim and stability is found, the Government will coordinate with the barge contractor to determine the cause and develop remedial action.
D. INCLINING & DEADWEIGHT SURVEY
Upon completion of all work and after the crane has been installed, with the barge in the lightship condition and the crane in the stowed position, the barge contractor shall conduct an inclining test and deadweight survey. The inclining test shall be carried out in accordance with ASTM F 1321-14 and contract Clause E05. The barge contractor shall be responsible for developing the inclining test procedure/plan, providing all certified inclining weights, pendulum setups, support equipment and personnel, directing the experiment, recording all data and completing the inclining test report. The Government will participate in the incline experiment as a witness.
The barge contractor shall prepare an inclining test procedure/plan and submit it to the Government and ABS for review and approval. The plan shall be numbered 858-C115-02 and titled: INCLINE EXPERIMENT PLAN. For the Government’s review, the plan shall be submitted at least 60 days prior to the scheduled inclining.
Based on the intended ABS class of the vessel, ABS will require engineering review and surveyor witness with the inclining experiment. The barge contractor shall coordinate submittals and on-site surveyor representation with ABS to ensure the construction and testing schedules are maintained.
Following the completion of the inclining experiment, the barge contractor shall complete the incline test report and determine the lightship displacement, centers of gravity and hydrostatic properties of the floating crane. The report, numbered 858-D115-03 and titled: INCLINE EXPERIMENT RESULT, shall be submitted to the Government and ABS for review and approval.
The barge contractor shall be responsible for all costs associated with ABS reviews (including at least one iteration to reflect any ABS comments made) and all surveyor costs.
E. NO LOAD CRANE MOVEMENTS
After the inclining test, several (no load) crane movements shall be performed (crane operated by the crane manufacturer):
With no load on the hook, the crane shall swing to 90 degrees (starboard side), and next to 270 degrees, (port side).
The crane rigging radius shall not change. Pendulum readings shall be taken after each movement, as well as the vessel draft readings at the four corners of the barge. This will be used to assess the heeling moment due to the crane’s own weight and CG. The change in LCG shall be ignored during the experiment.
With the crane at 90 degrees over the starboard side, and next with the crane at 270 degrees over the port side, the crane boom angle shall be changed to cause the boom point to move transversely a known distance. Pendulum and draft readings shall be taken at each position. The initial and final boom angle shall be recorded. The change in the rigging radius shall be calculated. The heeling moment divided by the change in the rigging radius shall equal the boom point dead load by experiment. The change in VCG shall be ignored during the experiment.
Document #858-C115-02 (INCLINE EXPERIMENT PLAN) shall include the plan and description for these movements. Document #858-D115-03 (INCLINE EXPERIMENT RESULTS) shall include the data and results of these movements.
