Materials for compacted backfill shall be those materials resulting from the required excavation which, in the opinion of the Contracting Officer, are suitable for such embankment work. No unsuitable organic or inorganic matter, sticks, trash, building debris, brush, trees, tree roots, stumps, rubbish, sod, muck, frozen material or any other objectionable matter shall be placed therein. The Contractor shall, when directed, remove any materials that the Contracting Officer considers objectionable in the backfill.

3.3.3 Placement

Compacted backfill shall be placed in layers not exceeding 6 inches in thickness prior to compaction. Any approved equipment may spread the materials and each layer shall be compacted as specified in 3.3.4 below.

Fill within two feet of culverts shall be compacted by means of hand-operated mechanical tampers. All fills shall be kept thoroughly drained and no fill shall be placed on frozen ground. When, in the opinion of the Contracting Officer, the surface of any layer is too smooth to bond properly with the succeeding layer, it shall be adequately scarified before the succeeding layer is placed. A tolerance of two-tenths of one foot above the prescribed grade and cross section will be permitted in the final dressing.

3.3.4 Testing and Compaction

Prior to the placement of Compacted Fill at this site, the Contractor will

SECTION 31 00 00 Page 5 perform standard laboratory density tests as specified in ASTM D698 (Standard Proctor Compaction Test) for each type of material used in the compacted fill to determine optimum water content and maximum densities. A copy of the standard laboratory density tests shall be submitted to the government.

The materials for compacted fill shall be placed or spread in layers, the first or bottom layer and the last two layers not more than 6 inches in loose lift thickness and all layers between the first and the last two layers not more than 12 inches in loose lift thickness prior to compaction except the first layer on top of the geotextile shall be 12 inches. The first and each successive layer of compacted fill material shall be compacted to at least 95 percent of maximum dry density as determined by ASTM D698 at the optimum moisture content or within plus 3 percentage points of optimum moisture content determined from ASTM D698. For the first layer above the geotextile, a tractor having a ground pressure no greater than 4.7 psi plus or minus 0.2 psi shall be used to spread and then compact the layer.

The contractor shall perform a minimum of (1) field density test and moisture content, in accordance with ASTM D698, on each lift or for every 500 cubic yards of Compacted Fill placement, whichever is more frequent, unless otherwise specified in the Task Order. The horizontal locations of these tests shall be randomly staggered in the Compacted Fill by the contractor with all locations approved by the contracting officer to assure that proper compaction is being achieved. Compacted Fill and backfills not meeting the required specifications for density or water content shall be retested after corrective measures have been applied. The field density determination shall be by the Nuclear Method (ASTM D6938, Method B). The field moisture content after compaction shall be determined in accordance with ASTM D2216 or ASTM D6938. All results of field density and water content testing shall be submitted to the government.

3.3.5 Additional Testing

The Contracting Officer may request additional tests if the Contracting Officer determines that the Contractor's testing is inadequate or the Contractor is concentrating backfill and fill operations in a relatively small area. Additional Testing will be performed at no additional cost to the Government.

3.4 SEMI-COMPACTED BACKFILL

3.4.1 General

Semi-compacted backfill shall be constructed to line, grade and cross sections as shown on the drawings provided in the Task Order.

Semi-compacted backfill shall not be placed in water. The materials for semi-compacted backfill shall be placed or spread in layers, the first layer not more than 6 inches (6”) in thickness and the succeeding layers no more than 12 inches (12”) in thickness prior to compaction. When the surface of any compacted layer is too smooth to bond properly with the succeeding layer, it shall be adequately scarified before the next layer is placed thereon.

3.4.2 Moisture Control

It is intended that the material will be placed in the backfill at its natural moisture content. No moisture control will be required by the

SECTION 31 00 00 Page 6

Contractor unless, in the opinion of the Contracting Officer, the desired compaction is not being obtained with the prescribed compactive effort due to the material being too wet or too dry. In such cases, the Contractor will be directed to perform moisture control as prescribed below. If the material is too wet, it shall either be stockpiled and allowed to drain before it is placed in the embankment cross sections and/or the wet material shall be processed by disking and harrowing, if necessary, until the moisture content is reduced sufficiently. If the material is too dry, sufficient moisture shall be uniformly distributed in each layer before compaction. If the Contractor is directed to perform any moisture control as outlined in this paragraph, an equitable adjustment in the contract price and time will be made.

3.4.3 Compaction

When the moisture content and conditions of the spread layers are satisfactory, each layer shall be compacted by the following method:

(1)Crawler-Type Tractor. Crawler-type tractors used for compaction shall weight not less than 20,000 pounds, shall exert a unit tread pressure of not less than six pounds per square inch (6psi) and shall be operated at speeds not to exceed 3.5 miles per hour. Three complete passes over each layer will be required. The tractor will not be considered to be compacting while spreading materials.

3.4.3.1 Definition of Pass

A pass shall consist of one complete coverage of the surface of a layer by the treads of the roller, tractor or other compacting equipment. Portions of the backfill that the compacting equipment cannot reach for any reason shall be compacted by an approved method to the density at least equal to that of the surrounding embankments.

3.4.3.2 Additional Compaction

If, in the opinion of the Contracting Officer, the desired compaction of any portion of the backfill cannot be secured by the minimum number of passes specified, additional complete passes shall be made over the surface area of such designated portion until the desired compaction has been obtained. An equitable adjustment in the contract price and time will be made.

3.5 LEVEE RESTORATION USING GEOGRID

3.5.1 Storage and Handling

The geogrid materials shall be furnished by the Government and installed by the Contractor. The Contractor shall be required to obtain the geogrid materials from Ensley Engineer Yard (EEY), 2915 Riverport Rd., Shelby County, Memphis, TN 38109. Coordinate with the Area Engineer listed on the Task Order to establish a point of contact for scheduling Contractor pick-up of geogrid at Ensley. The geogrid shall be stored at a temperature above –20 degrees F and shall be protected from direct sunlight, ultra-violet rays, temperatures greater than 140 degrees F, mud, dirt, dust and debris. Rolled geogrid may be laid flat or stood on end for storage. To the maximum extent possible, the geogrid shall be maintained wrapped in a heavy-duty protective covering.

SECTION 31 00 00 Page 7

3.5.2 Foundation Preparation

Areas on which the geogrid is to be placed shall be dressed to remove humps and depressions within the slope lines and to provide relatively smooth and uniform surfaces to conform to the cross sections shown on the Task Order drawings and as described in these specifications. The foundation shall be compacted to at least 95 percent of maximum dry density as determined by ASTM D698 (Standard Proctor Compaction Test) at the optimum moisture content or within plus 3 percentage points of optimum moisture content determined from ASTM D698. Immediately prior to placing the geogrid, the prepared base will be inspected by the Contracting Officer. No geogrid shall be placed until those areas of prepared base have been approved.

3.5.3 Installation

The geogrid shall be placed at the proper elevation and orientation as shown on the drawings provided in the Task Order. At the time of installation, geogrid will be rejected if it has defects, rips, holes, flaws, deterioration or damage incurred during manufacture, transportation or storage. Geogrids shall be placed smooth and taut and free of folds, wrinkles or creases. Primary geogrids shall be a continuous strip of reinforcement placed perpendicular to the levee centerline. Overlaps in the direction of primary reinforcement, perpendicular to the levee centerline, will be a minimum for four feet (4') at the end of each roll. Secondary geogrids, those placed parallel to the levee centerline, shall be overlapped four feet (4') at the end of each roll. The use of staples, pins or fill to secure the geogrids is acceptable during construction to prevent movement during installation.

3.5.4 Placement of Geogrid

After excavation of the levee slide, a primary layer of geogrid shall be placed the full width of the excavation. Primary layers of geogrid are defined to be geogrid rolled perpendicular to the levee centerline.

Following placement of the geogrid, a twelve-inch (12") layer of backfill shall be placed and compacted as specified in paragraph 3.3 entitled 'Compacted Backfill'. After this step, a secondary layer of geogrid (geogrid material rolled parallel to the levee centerline) shall be placed so that it extends from the face of the slope to a minimum of four and one-half feet (4'-6") to a maximum of five and one-half feet (5'-6") into the levee, as shown on the drawings provided in the Task Order. The primary layers of geogrid and the secondary layers of geogrid shall be placed at a minimum of six inches (6") and not to exceed a maximum of twelve inches (12") from the face of the slope, as shown on the drawings provided in the Task Order. The secondary layer of geogrid shall also be covered by a twelve inch (12") layer of backfill placed and compacted as described Paragraph 3.3 above. The procedure of alternating primary and secondary layers of geogrid over a twelve-inch (12") compacted lift shall be repeated until there is insufficient levee height to provide a minimum of twelve inches (12") of cover over the last layer of reinforcement. At this point, finish dressing to the levee slope shall be provided. A tolerance of two-tenths of one foot (0.2') above the prescribed grade and section will be allowed in the final dressing provided that any excess material is so distributed that there are no abrupt humps or depressions in the surface.

3.5.5 Testing and Compaction for Geogrid Restoration

The testing and compaction requirements provided in paragraph 3.3.4 entitled 'Testing and Compaction' also apply to levee restoration using

SECTION 31 00 00 Page 8 geogrid unless otherwise specified in the Task Order.

3.6 SLIDES AND SHOALS

3.6.1 Excavated Material Disposal Areas

3.6.1.1 General

In the event slides occur in any part of the excavated material disposal areas placed under the task order, during construction or after completion, but prior to final acceptance of all work under the contract, the Contractor, upon receipt of written order of the Contracting Officer, shall repair the slides as directed.

3.6.1.2 Slides Caused by Foundation Failure

In case the slide was caused by a foundation failure not due to the fault of the Contractor, the Contractor will be paid for its repair. An equitable adjustment in the contract price will be made in accordance with the CONTRACT CLAUSE entitled "Changes." In case the slide is caused through the fault of the Contractor, the repairs shall be made at no additional cost to the Government.

3.6.1.3 Slides Not Caused by Foundation Failure

Except as provided in the SLIDES CAUSED BY FOUNDATION FAILURE paragraph above, any material which flows or slides outside of the excavated material disposal limits shall be removed by the Contractor and replaced within the prescribed disposal limits at no cost to the Government.
