About this file
This document is a Questions and Answers (Q&A) Part 4 for the Canaveral Fiber Reinforced Polymer (FRP) Sector Gate contract (Solicitation Number W912EP25R0009). The Q&A addresses five key clarification points for potential offerors, including guidance on submission requirements. Key clarifications include: letters of commitment do not need to be duplicated across volumes, Past Performance Questionnaires (PPQs) should contain all relevant information without unnecessary replication, and offerors should provide alternate points of contact if original project overseers are unavailable. The document also confirms that an impact assessment checklist requirement has been removed, as the work will be performed off-site and gate installation will be handled by the Corps.
The document provides contact information for Brittany R. Jackson and Dustin L. Furrey from the U.S. Army Corps of Engineers, instructing offerors to email these contacts if they do not receive a response to their submitted questions. This Q&A appears to be part of the solicitation process for a contract involving the design or fabrication of Fiber Reinforced Polymer sector gates, likely for a military or infrastructure project at Canaveral.

Canaveral Fiber Reinforced Polymer (FRP) Sector Gate Questions and Answers (Q&A)
Part 4
1. Section L requires letters of commitment to be included in Volume I, Subfactor 3 and also in Volume II. Is it necessary to include duplicate letters of commitment? If not, which Volume shall they be included?
Answer: Letters are not required to be duplicated. Please indicate in which Volume the letters of commitment are provided.
2. In the description contained in Section L for Volume 2, it appears that all the information required for Sections 2 thru 4 are required on the Past Performance Questionnaires. Is it necessary to replicate all this information if already included on the PPQ’s?
Answer: No, duplication is not required. The PPQs should contain the relevant information needed.
3. Many of the Past Performance Projects that we highlight are over a decade old. The Government POC overseeing the projects are not in that role anymore and not available to email Part II to the Contracting Office. We request that the signed PPQ forms alone be acceptable for Volume 2.
Response: PPQs that are submitted need to be verified by the Source Selection Team. If an offeror knows that a POC is unavailable, please provide an alternate POC who may be contacted to verify the ratings for the PPQ.
4. In Volume, Sections 1 and 5 ask for redundant information. Can we combine Sections 1, 2 and 5 together for each Past Project to condense the information?
Answer: Yes.
5. In Section 01 33 16, paragraph 2.4.1.1, it requires an “impact assessment checklist”. Considering all work is done off site and the Corps will be responsible for installing the new gates, it seems like this requirement is not applicable. Can you confirm this requirement can be waived?
Answer: This has been removed, as it is not applicable.
